EVALUATION CRITERIA
52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Price mailto:ng.ncr.ngb-arng.mbx.ngb-task-order-ombudsman@mail.mil https://www.nationalguard.mil/Leadership/Joint-Staff/Special-Staff/Director-of-Acquisitions/
Provide pricing for your proposal in the attached Price Schedule spreadsheet (Attachment 3). No other pricing format will be accepted. The offeror is required to complete and fill out all CLIN pricing to be considered responsive.
Total Evaluated Price (TEP) – TEP will be the sum of all CLINs for the Base Year and Option Years 1 through 4. The Government will evaluate the pricing for the “Option to Extend Services” under FAR 52.217-8 for the additional six months of service, if needed; however, the pricing for the “Option to Extend Services” will not be used as part of the award decision. Only TEP will be used for award purposes.
(ii) Technical Capability
The vendor will provide a written document providing their technical capability as requested below. This submission is limited to no more than eight (8) pages.
The offeror must demonstrate that it possesses all the required expertise, knowledge, equipment, and tools required to meet the Government’s objectives as identified in the PWS.
To facilitate the evaluation, the Technical Capability narrative should be specific, detailed, and complete to clarify and fully demonstrate that the offeror has a thorough understanding of the requirements for the accomplishment of this effort. Statements that the offeror understands, can, or will comply with the PWS; statements rephrasing the PWS or parts thereof; and phrases such as “standard procedure will be employed” or “well-known techniques will be used” etc., will be considered unacceptable.
It is requested for the vendor provide their technical approach for providing this service. This shall include their detailed plan and approach for managing specific operational requirements and potential issues, including but not limited to:
1. Staffing and Contingency Plan:
• Proactive Staffing: Describe your plan to ensure a sufficient number of personnel are scheduled and provided for each shift to successfully complete all tasks required by the PWS.
• Reactive Correction: Detail your immediate action plan for a scenario where an insufficient number of staff report for a shift. How will you ensure all required cleaning tasks are still completed on time and to standard?
2. Quality Assurance and Performance Correction Plan:
• Proactive Quality Control: Detail the quality control systems you will use to continuously monitor employee performance and ensure cleanliness standards are consistently met.
• Reactive Correction: Describe your immediate response plan for a situation where on-site staff are not performing to the cleanliness standards of the PWS. Furthermore, explain what your plan would be in a scenario where you have both an insufficient number of staff and the present staff are not providing sufficient cleanliness. How will you rectify the situation to ensure PWS compliance is achieved for that shift?
3. Personnel Security & Vetting Plan:
• Explain the plan and process for ensuring every employee added to the base entry list has a clean record (e.g., no warrants, no felonies). Describe your approach to vetting candidates and maintaining their eligibility for base access, including the requirement to possess a valid Government-issued ID at all times.
• The Government will use this information to assist in the determination of acceptability. When evaluating the vendor’s provided technical capability, the Government will state acceptable/unacceptable in the evaluation using the ratings below.
Adjectival Rating
Description
Acceptable The offeror's technical approach is specific, detailed, and demonstrates a thorough understanding of the requirements, including robust plans for staffing and quality control. The Government has a reasonable expectation that the offeror will successfully perform the required effort.
Unacceptable The offeror's technical approach is vague, lacks detail, or fails to provide clear, actionable plans for the specified scenarios. The Government does not have a reasonable expectation that the offeror will successfully perform the required effort.
(iii) Past Performance
Past Performance will be rated on an “Acceptable” or “Unacceptable” basis at the overall factor level using the ratings shown below.
Past Performance Confidence Assessment
Adjectival Rating
Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
There are three aspects to the past performance evaluation. The first is to determine whether the offeror’s performance information is recent. The second is to determine if the performance information is relevant to the requirement. The third is to determine how well the offeror performed on those contracts and the quality of performance provided.
• Recency: Recency will be assigned a rating of “Recent” or “Not Recent” for each relevant record. Performance occurring within the last five (5) years from the date of issuance of this solicitation will be considered “recent”.
• Relevancy: In evaluating relevancy, the Government will assign a rating of “Relevant” or “Not Relevant”.
Relevant past performance for this acquisition is having provided similar services for a federal or DoD agency where cost, schedule, and performance were evaluated and where it is similar in size, scope, and/or complexity.
• Performance Quality: The Government will evaluate the quality of work performed for each recent and relevant record reviewed in the Contract Performance Assessment Reporting System (CPARS). The Government will evaluate the offeror’s demonstrated record of contract compliance in providing services that meet the user’s needs, including quality, cost, and schedule. Performance assessed as “Satisfactory”, “Very Good”, or “Exceptional” in CPARs shall be considered compliant with contract requirements. Any performance area assessed as “Marginal” or “Unacceptable” shall be considered unfavorable.
In the case of an offeror without a record of recent or relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have “Unknown” past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “Acceptable”.
(End of provision)
Basis for Award
The Government will award a single contract to the responsible offeror whose proposal is determined to be the most advantageous and represents the best value to the Government. This determination will be based on an integrated assessment of the evaluation factors outlined in this solicitation.
First, proposals will be evaluated on a pass/fail basis for the non-price factors. A proposal must receive a rating of "Acceptable" in both Technical Capability and Past Performance to be eligible for award.
From the technically acceptable proposals, the Government will then assess which proposal provides the best value. For this evaluation, the non-price factors of Technical Capability and Past Performance, when combined, are considered approximately equal in importance to Price. The Government may award to an offeror with a higher price if their proposal demonstrates benefits and strengths in the non-price factors that are judged to merit the additional cost. The final award will be made to the offeror whose proposal is deemed most beneficial to the Government.
