The contractor shall provide all personnel, supervision, transportation, and quality control necessary to perform dining facility sanitation, facility upkeep, and non-culinary labor. Key service requirements include floor cleaning and maintenance, wall and ceiling cleaning, equipment sanitation, utensil washing and sanitization, trash and recyclable removal, and comprehensive dishwashing operations. Specific performance standards address dining room setup and cleanup, serving area maintenance, dishwashing machine operations, kitchen equipment cleaning, and miscellaneous sanitary requirements. The contractor must provide uniforms, maintain hygiene standards compliant with the 2022 FDA Food Code, conduct daily employee inspections, and ensure all personnel receive appropriate training. The Government furnishes workspace, cleaning supplies, detergents, PPE, ladders, vacuum cleaners, carpet steam cleaners, and dishwashing equipment. A full-time on-site contract manager and supervisory personnel must be available during all work hours, with the contract supervisor available within 24 hours after normal duty hours for problem resolution. Quality Assurance surveillance occurs monthly through the Contracting Officer Representative (COR) using a detailed Quality Assurance Surveillance Plan Checklist, with all unacceptable services requiring correction within one hour of notification. Discrepancies in performance may result in payment reductions, and the Government reserves the right to require immediate removal of employees failing to meet sanitary standards or conduct requirements.
