No. Question(s) Answer(s) 1 Did not see a duct smoke detector on the duct.

Is it required or is it global shut down from the Fire Alarm and who will be connecting and testing the fire shut down system?

Yes, a smoke detector shall be included on the new packaged HVAC unit. UFC 410-01 states that air distribution systems must be equipped with smoke detectors listed and labeled for installation in air distribution systems as required by Section 606 and UFC 3-600-01. If any conflict occurs between Section 606 and UFC 3-600-01, the requirements of UFC 3- 600-01 take precedence. Duct smoke detectors must comply with UL 268A. Other smoke detectors must comply with UL 268.

Locate smoke detectors in accordance with manufacturer’s recommendations and downstream from the fan discharge, downstream of the air filters, ahead of any branch connections, and at the center of the duct.

2 Do we need to add cost for BMS integration by American Building Automation, or is it under their BMS maintenance contract?

The new unit must be compatible and integrated with the existing Automated Logic system under this contract.

3 Is there an Automated Logic WebCTRL server to access, control and monitor the system onsite?

Yes, there’s a Web CTRL server on site.

4 If so, what version of WebCTRL software is being used?

Web CTRL 3.0.

5 If there is no server, how does the facilities Civil Engineering staff maintain the Automated Logic system?

The government has access to automated system on site to monitor troubles and regulate temperatures.

6 Is coil and or cabinet coating required on the new AHU?

No.

7 Disposal for AHU 3, materials, and Refrigerant. On-site, off-site, fees, receipts, requirements?

The contractor shall dispose of old equipment, materials, and refrigerant to an off-site facility. The contractor shall provide dump tickets/receipts to the government.

8 AHU manufacturer other than Trane acceptable?

There’s no brand name requirement for Trane.

9 Will the service disconnect switch be provided and installed by electrical contractor?

There is an existing service disconnect switch for ACU-3.

10 The current version of Automated Logic software is 9.0 which includes updated DOD compliant cybersecurity features. Is the Server software to be updated if server exists?

There is no requirement to update the Automated Logic software and is not a requirement of the solicitation.

11 Are we responsible for removing the existing natural gas line, and if so, how far back from the existing unit must we remove it.

No, the contractor shall cap the existing gas line.

12 Does the government have a contract with a fire life safety contractor that monitors the facility fire system? If not what fire panel is

No, the government does not have monitoring services for the facility fire system. The fire panel is in Building 23.

currently used so we may add a duct smoke detector to the system.

13 Per Scope of Work, Section 1.1.1 Objectives it states: “10 ton, all-electric heat pump that has the same capabilities as the existing unit and must be compatible with the existing BACnet communications interface. The existing ACU is a Trane Precedent with model number C120A4RMA1KD1C3A2B0A606 and serial number 426100285L.” Below are two different potential options for the AC Unit:

OPTION 1: R410-A Equipment Brand of new equipment: TRANE Provide and install new 10-Ton Gas/Electric Packaged unit

OPTION 2: R454-B Equipment Brand of new equipment: TRANE Provide and install new 10-Ton Gas/Electric Packaged units Please Note: Option 2 (R454-B) will be the new required code for refrigerant. The cut-off for R410-A is September 3, 2024.

Can you please confirm if Option 2 will be acceptable for this project?

There’s no brand name requirement for Trane.

Air conditioning units that utilize R410-A will not be accepted.

14 Can you please provide the Wage Determination? It was never provided.

The applicable wage determination is SCA 1986-0879 Revision 28, dated 12/26/2023 and is included in the solicitation, see page 17 to 19.

15 When do you anticipate to start this construction project?

This is not a construction project. Please see “Deliveries or Performance” section, page 14 of the solicitation.

16 Can you provide any As-Builts? See attachment titled HVAC_B23_As-builts_Sheets_M0-01_&_M1-01

17 How many air registers/grilles does BLDG 23 have inside?

See attachment titled HVAC_B23_As-builts_Sheets_M0-01_&_M1-01

18 Does the new unit integrate to an existing EMS or control system, if so it may need a BacNet card or controller, can you please let us know?

The new unit must be compatible and integrated with the existing Automated Logic system, see attachment titled BACnet_AutomatedLogic_Control_Module- SE6104CS-SPEC_Sheet

19 The new Trane Unit comes with an internal supply detector. Is there an existing fire alarm system in place? If so, is there a preferred fire alarm company needed for this part of the work to be performed?

-Yes, there’s an existing fire alarm.

-No, there’s no preferred fire alarm company.
