The purpose of this amendment is to:Block 14 (Description of Amendment/Modification):

a) Extend the quotes due date in block 8 of the SF 1449 from 26 Jul 2024 at 10:00 a.m. to 3 September 2024 at 10:00 a.m. PT,

b) Change the set-aside in block 10 of the SF 1449 from 100% Service-disabled Veteran-owned Small Business to 100% Small Business,

Description/Specifications/Statement of Work

Miscellaneous text in this section has been modified to:

Replace Air Conditioning Unit 3 (ACU-3) Sepulveda Air National Guard Station, California

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government-furnished, to perform services to replace the air conditioning unit 3(ACU-3) in Building 23, Sepulveda Air National Guard Station (ANGS), California 91406-6451, as defined in this PWS.

1.1.1 Objectives: The replacement unit shall be a commercial, 10 ton, all-electric heat pump that has the same capabilities as the existing unit and must be compatible with the existing BACnet communications interface. The existing ACU is a Trane Precedent with model number YHC120A4RMA1KD1C3A2B0A606 and serial number 426100285L. The contractor shall install the new ACU per the manufacturer's specifications. The replacement unit shall be installed where the existing one currently is, in the exterior mechanical yard on the southeast corner of Building 23, and use existing electrical and control wiring. After replacement, conduct a startup and operational test to ensure the heat pump is functioning properly.

1.2 Background: ACU-3 is responsible for a portion of Building 23's heating, ventilation, and air conditioning (HVAC) needs at Sepulveda ANGS, CA. The existing unit has a manufactured date of 2004 and is 20 years old. The existing unit's condenser has failed and the Government has found other components to have issues.

1.3 Period of Performance (PoP): The period of performance for installation, commissioning, and testing shall be 30 calendar days.

1.4 General Information:

1.4.1 Place and Performance of Services: All work shall be performed at Building 23 at Sepulveda ANGS,15900 Victory Blvd, Van Nuys, California, 91406-6451. The contractor shall provide services between the hours of 0600 - 1600, Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at Building 23. The contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

1.4.1.2Unscheduled gate closures, although unexpected, by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.

Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee's installation driving privileges.

1.4.1.3 The contractor's employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

1.4.2 Recognized holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on the days listed on https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/#url=2024.

1.4.5 Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer's Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation's Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, Headquarters Air Force (HAF) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1. The contractor shall submit a request to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate.

2. Failure to comply with these requirements may result in withholding of final payment.

The contractor and all subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Air Force Instruction (AFI)10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (will be provided by Government representative).

1.4.5.5 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that anytime contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.

1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.

1.4.7 Special Qualifications: The contractor shall possess all required licenses, training, and permits for installation of HVAC equipment used in the performance of this contract.

1.4.8 Post award Conference/Periodic Progress Meetings: The contractor must attend any post award conference convened by the Contracting Officer (KO) in accordance with FAR 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor's performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.4.9 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the KO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR, to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

1.4.10 Identification of Contractor Employees: All contractor personnel working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees.

1.4.11. Combating Trafficking in Persons: The United States Government has adopted a zero-tolerance policy regarding trafficking in persons.

Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract;

procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government's zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at FAR 22.17.

1.4.14 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing services under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor's mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Defective Service: A service output that does not meet the standard of performance associated with the PWS.

2.1.3 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

2.1.4 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.5 Physical Security: Actions that prevent the loss or damage of Government property.

2.1.6 Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.8 Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.

2.1.9 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:

3.5 Utilities: All utilities in the facility will be available for the contactor's use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

4.1 General: Except for those items specifically stated to be Government-furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.0 Requirements: The contractor shall:

5.1 Remove existing ACU-3 and dispose of the unit off base in accordance with local laws and regulations.

5.2 Install a new heat pump unit that has the same performance capabilities as the existing air conditioning unit.

5.2.1 The heat pump must have a cooling capability of 10 tons.

5.2.2 The heat pump must be compatible with the existing BACnet Automated Logic SE 6104.

5.3 The new heat pump shall be tested and commissioned to ensure proper functioning and efficiency.

5.4 At the conclusion of the contract, conduct training of maintenance staff on the operation and maintenance of the new system. Also provide an operation and maintenance manual.

5.5 Warranty: The contractor shall provide a one-year warranty for all work performed.

5.5.1 In addition to the above warranty, provide an extended 20-year manufacturer's warranty through the manufacturer of the heat pump. This warranty shall cover parts that fail due to manufacturer defect and cover the cost of labor to fix them. The contractor shall provide to the Government the manufacturer's warranty certificate.

1. The 195th Wing/Mission Support Contracting (195 WG/MSC)intends to issue a Request for Quote (RFQ) to award a Description of the project:

single, firm-fixed-price purchase order for services, non-personal, to provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in paragraph 3.0 as government-furnished, to perform services to replace the air conditioning unit 3 (ACU-3) in Building 23, Sepulveda Air National Guard Station (ANGS), CA 91406-6451, as defined in the Performance Work Statement(PWS).

2. This RFQ is set-aside 100% for Small Business qualified contractors. A complete quote must contain the following:Instructions to Quoters:

- Standard Form (SF) 1449 completed and signed

- Any Amendment(s), acknowledged

- Volume I: Supplies or Services & Prices or Costs (page 3 of SF 1449)- all item(s) must be priced

- Representations, Certification, & Other Statements (pages 31 to 45 of SF 1449) - completed and filled-in

- Volume II: Technical factor, see Evaluation Factors for Award (page 48 of SF 1449), C. Volume II, Technical Factor

3. Notice of pre-quote conference and site visit:

3.1. A site visit will be conducted on August 22, 2024 at 10:00 a.m. PT for the purpose of briefing RFQ requirements and answering questions regarding this solicitation. This conference will be held at . Interested quoters 15900 Victory Blvd, Building 23, Sepulveda ANGS, CA 91406-6451 are highly encouraged to attend the conference. The site visit will be held following the conference.

3.2. Due to security conditions, all quoters must register to attend this site visit. Email the following information for all attendees to the 195th Wing /Mission Support Contracting's org box at 195wg.fal.msc.contracting.org@us.af.mil, in the subject line reference the solicitation number- W50S6U24QA011.

3.3. This information must be provided in advance, in order to ensure access to the military base. The furnishing 2 business days prior to the meeting, of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-quote conference. This information will be provided to the installation's Security Forces who will authorize your entrance to the site.

3.4. Visitor's must pick up their passes at the Installation's main entry gate prior to arrival. You will be required to present the following information upon arrival: (1) vehicle registration, (2) valid driver's license, (3) proof of insurance for vehicle, (4) safety inspection and car rental agreement, if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

3.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.

Evaluation Factors for Award

BASIS OF AWARD- EVALUATION

I. Basis for Contract Award - Evaluation of Quotations-Simplified Acquisition Procedures

(a) In accordance with FAR13.106, the Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical - experience, air conditioning unit specification(s), and technical approach; and

(ii) Price

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR clause 52.217-8, Option to Extend Services, if included in this solicitation. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. A written notice of award or purchase order mailed or otherwise furnished to the successful quoter is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.

II. Quote Evaluation: The evaluation process will be accomplished as follows (Organized by Volume):

A. General: We will award a contract to the responsible quoter who represents the best value to the Government on the basis of its (1) quote, and (2) experience, brand name, and technical approach

B. Volume I, Quote

1. General: We will determine the merits of your quote on the basis of (a) its acceptability and (b) its quoted price.

(a) Acceptability: We will determine the acceptability of your quote on an acceptable or unacceptable basis. We will consider your quote acceptable if it (i) conforms to the material solicitation requirements; (ii)manifests your unconditional assent to the terms of this Request for Quote (RFQ), and (iii) you are a responsible prospective contractor pursuant to FAR9.104-1. (NOTE: By submission of a quote, the quoter represents that it unconditionally assents to the terms of this Request for Quote, except for any written express exceptions.)

(i) Conformance. Material solicitation requirements include those terms affecting quality, quantity, price, or delivery.

(ii) Assent. If you (1) take exception to any term of this RFQ, (2) propose any additional terms, or (3) omit material information required by this RFQ then we will consider your quote to be unacceptable and ineligible for contract award.

(b) Price: We will evaluate your price for fairness and reasonableness in accordance with FAR 13.106-3(a).

C. Volume II, Technical Factor

1. General: The technical factor assessment will assess the prime's (hereafter referred to as quoter's) ability to successfully accomplish the effort based on the quoter's demonstrated technical approach. The Government will evaluate the quoter's demonstrated technical approach in supplying products and services that meet users' needs. Technical approach simply means the method of fulfilling the government's requirement and will be assessed on an suitable/unsuitable basis.

Standard of Proof: Submit the attached pro forma, Volume II, to provide evidence of a minimum of three years relevant experience.

1. Number of years the quoter has been in business and adequate evidence,

2. Identify all relevant projects that are substantially complete or have been completed within the past three years of the solicitation issue date,

3. Identify quoted air conditioning unit and provide specifications and/or product information, and

4. Provide technical approach on performing the work required.
