Text version
1. What flooring is currently in place?
A. Concrete and carpet.
2. Can you provide drawings that show where the epoxy will be applied?
A. Please see Floor Plan Attachment on SAM.gov
3. Does the contractor need to conduct any tests on the surface before applying the epoxy?
A. Testing is not required. However, if the vendor believes a certain test of the flooring is required, please explain in your technical narrative how you will complete the testing and why you believe it is necessary.
4. Can the department provide photos of the existing floor conditions?
A. Please see Photos Attachment on SAM.gov
5. Is any cove base required on this project for removal or installation? (Cove base or wall base is what runs on the wall covering any gaps at the floor. It is typically 4” or 6” and can be rubber, wood, or epoxy.)
A. Yes. The cove base in place needs to be removed and a new cove base needs to be installed. Please provide in your bid what type of cove base you intend to install.
6. Is the contractor responsible for moving any equipment off the floor?
A. No, the area will be cleared by military personnel. Contractors will not be responsible for removing items that are currently in the area.
7. Can all the work be done at once or will phasing be required?
A. The job must be done in short phases to allow for the items in place to be moved to finished areas. Some items cannot be left outside and must be moved around inside the building.
8. Will weekend work or extended hours be allowed?
A. No. Work hours must be conducted during the times outlined in the PWS.
9. What type of flooring is the existing flooring that needs to be removed and disposed?
Is it also epoxy?
A. Thin Carpet and a small amount of left-over thin set from an old tile demolition project. The remaining area of left-over thin set will need to be removed. Can be seen in the Photo Attachment on SAM.gov.
10. Is there a specific type of epoxy that is preferred or can we suggest an epoxy to use in the Technical Narrative? Is standard issue garage floor epoxy acceptable?
A. Please include the type of epoxy you plan to utilize. The government is allowing vendors to quote what they believe to be the best product for the flooring. Colors will be chosen after an award is made as discussed in the PWS.
11. Please confirm restrooms will be available onsite for Contractor use.
12.
A. Yes, restrooms will be available on site for contractors’ use.
13. Will temporary power usage be available onsite for Contractor, and what AC power voltage type(s) are available?
A. Yes, there will be 110/120 standard 3 prong AC outlets only.
14. Can the Gov’t provide a survey/report outlining the hazardous materials previously identified, tested, and abated for Bldg 41?
A. No. The government does not currently have a readily available report for distribution.
15. Will the Contractor be allowed to store epoxy flooring/materials onsite inside of Bldg. 41 while completing this renovation?
A. Yes, the contractor may store material for the job at the site as space allows.
16. Will all 3400sqft be emptied for the Contractor to complete work?
A. The entire 3400sqft will not be completely empty at once. The government intends to rearrange the rooms to allow work to be done in 1-2 rooms at a time.
Once the epoxy is dried and cured the equipment will be moved into the completed rooms to allow the work to continue. This will need to be completed in short phases IAW the PWS POP.
17. Please confirm the space will remain unoccupied during the epoxy cure period.
A. The space will not be walked on or used until the cure period is over. However, as this is required to be done in phases there will still be military members in or around the building to move equipment around.
18. Please confirm existing anchor bolts in slab should remain in place.
A. Bolts must be removed or cut flush with the floor to avoid a tripping hazard.
19. I did not see a moisture vapor barrier/retarder listed in the scope of work. This is critical in commercial facilities to prevent future issues. Moisture testing was conducted on-site, and it confirmed that this room will require a moisture barrier as part of the foundational coating. Can you please confirm you would like this included in our pricing?
A. Please provide what you believe to be required to most successfully meet or exceed the requirement. This is a Trade-Off acquisition and the government is looking for best value as described in the evaluation criteria.
20. Will the entire area we are working on be shut down for at least one full week (Monday–Friday) to complete the work? Although the installation itself should only take approximately four days, we recommend allowing extra time in case any unforeseen issues arise during the removal process.
A. No, this must be completed in short phases. 1-2 rooms at a time to allow equipment to be moved around after cure period is over.
21. Who will be responsible for removing the rubber cove base around the facility? It must be removed prior to the epoxy application. Will new base be required to replace the old base?
A. The contractor will be required to complete the work of removing anything that must be removed. New base will be required as vendor sees fit.
22. Given the high traffic nature of this facility, we recommend using a high-traffic urethane top coat instead of a standard epoxy top coat. We have installed this at the Auxiliary Facility at Luke Air Force Base in Phoenix with great success. Would you like us to price this product for B41 as well?
A. Vendor shall provide the type of epoxy/material they believe to be most appropriate for this requirement.
23. There are noticeable gaps along the edges of the flooring. Can you confirm if we are expected to patch and fill these areas to create a flush finish with the walls?
A. Yes, the vendor must fill/patch the gaps to create a flush finish with the walls.
24. Is there an ACM/LBP hazardous materials report for this building? The tile and/or mastic in the entryway looks like it could be “hot” and contain asbestos. If so, would this material need to be abated?
A. See attachment in SAM.gov titled “W50S6S25QA005- Asbestos Report.”
25. Are there any joints that need to be repaired? If so, do you want a seamless floor or just the joints repaired?
A. The government does not have any knowledge of damaged joints that need to be repaired. Please view the photo attachment in SAM.gov to verify existing conditions.
26. Is there a possibility for moisture testing available to see how much moisture there is in the concrete?
A. The government has not performed moisture testing for this requirement. If the vendor sees fit, they may include the moisture testing in their quote.
27. How would you like us to acknowledge amendments?
A. The vendor is not required to acknowledge that they have reviewed the amendment. However, it is highly encouraged all vendors review all amendments prior to submitting their quote.
28. Will the epoxy coating be one color or do they want paint chips in finish?
A. The flooring finish will be one smooth color. No colored chips are required. Color will be determined at the time of award. Vendor must provide their color options with their bid.
29. Does the restroom floor require epoxy finish?
A. No, the restrooms do not require to be finished and are not a part of the project.
