Questions and Answers

W50S6N26QA022

All answers are in red

1. Site Supervision / Triple-Hatting: Please confirm the required project-site management personnel. May one qualified individual serve concurrently as Project Superintendent, Quality Control Manager (QCM), and Site Safety and Health Officer (SSHO) for this project, provided the individual meets all applicable qualification and training requirements? If triple-hatting is not permitted, please identify which positions must be staffed by separate individuals and whether each position is required full-time whenever work is being performed. YES.

2. Minimum On-Site Superintendent Requirement: Please confirm whether a Superintendent is required to be physically present on site during all construction activities, including subcontractor-only work, deliveries, testing, punch-list work, and after-hours work. Yes, Superintendent is required on site while work is on-going.

3. QCM Requirements: Please identify the minimum qualifications, certifications, experience, and required physical site presence for the QCM. The solicitation requires a Contractor Quality Control Plan and contractor-performed QC inspections/testing but does not clearly establish whether the QCM must be a separate dedicated individual. The QCM can be the same person as the Site Superintendent.

4. SSHO Requirements: Please confirm the required qualifications for the SSHO, including whether OSHA 30-hour training is sufficient or whether additional EM 385-1-1 training/experience is required. Please also confirm whether the SSHO may perform other project duties while serving in the SSHO role. OSHA-30 hour training is sufficient for the SSHO role. EM 385-1-1 is not required.

5. Communications Room - Electrical Panel/Raised Floor Conflict: During the site visit, an existing electrical panel in one communications/server room was observed with approximately 9-1/2 inches of clearance from the existing floor to the bottom of the panel/enclosure. The new raised access floor is intended to be approximately 10 inches high to match the adjacent existing raised floor, which appears to interfere with access to and/or removal of the electrical panel cover. Please provide the required design resolution. Is the Contractor required to raise/relocate the electrical panel, modify the raised-floor configuration/elevation locally, provide a recessed or removable access section, or perform another modification? The raised flooring will be installed to the maximum height possible so that the floor will not be higher than the bottom of the existing electrical panel. Based off your measurements, the flooring will be at least ½ inch lower than existing raised floor at the door entrance.

6. Electrical Panel Modification Responsibility: If relocation or modification of the existing electrical panel is required due to the raised-floor elevation, please confirm that such work is included in the base-bid scope and provide the required panel location, mounting elevation, feeder/conductor modifications, outage requirements, and any applicable details. The electrical panel will not be moved and/or modified.

7. Communications Room - Stored/Unused Equipment: During the site visit, numerous communications racks/components were observed in the communications room that appear to be uninstalled equipment being stored in the room. Please confirm whether the Government will remove and relocate all stored/uninstalled communications racks, cabinets, equipment, materials, and miscellaneous items prior to construction, or whether the Contractor is required to move, protect, store, and reinstall these items. The government will assist in any way and if necessary remove equipment to allow for raised floor installation, but the contractor shall expect to move some equipment.

8. Responsibility for Existing Active Communications Equipment: Please clearly identify which racks, servers, cabinets, ladder racks, cabling, grounding components, and other communications equipment are active and required to remain operational throughout construction. All equipment connected to cabling needs to remain operational to the maximum extent possible. If there is some cabling that needs to be disconnected, that is something the government will help with.

9. Temporary Support of Active Server/Racks: Drawing A06.03 requires the existing server to remain operational while the Contractor temporarily raises/supports the rack, installs the raised flooring, reinstalls the rack, and adjusts cabling and ladder rack. Please confirm whether Government communications/IT personnel will disconnect/reconnect or otherwise assist with active communications cabling and equipment, or whether all such work is Contractor responsibility. The government will be on site and of assistance during the comm room work.

10. Liability for Active IT/Communications Equipment: If the Contractor is required to physically raise or temporarily support operational Government servers/racks, please identify required procedures and confirm whether Government IT/communications personnel will be present during this operation. Please also clarify responsibility for equipment failure or service interruption resulting from movement of existing Government equipment. The contractor is not responsible for equipment failure due to installing raised flooring. Only from negligence.

11. Communications Outage Restrictions: Please identify any required communications/network blackout periods and the maximum allowable outage duration. Are communications outages permitted, or must both server rooms remain fully operational throughout raised-floor installation? Any comm outage requests need to be made to the COR. Comm outages are an option, but the base does not prefer this to happen.

12. Raised Floor Manufacturer/Performance Requirements: The drawings require the new raised floor to match the height and type of the adjacent room. Please provide the existing raised-floor manufacturer/model or required performance criteria, including panel type, finish, pedestal system, load rating, grounding requirements, seismic requirements if applicable, and exact finished elevation. This is not available. Please match new raised flooring as best as possible. The new raised flooring is not required to be exactly the same as the existing.

13. Raised-Floor Transition: Please provide the required transition/ramp/threshold detail between the new raised access floor and adjoining existing floor elevations, including any ADA or equipment-access requirements. There is no transition from existing to new flooring specified.

14. Raised-Floor Grounding: Drawing A06.03 directs the Contractor to ground the new raised floor to the existing ground bus bar. Please identify any required grounding/bonding testing, certification, resistance requirements, or Government inspection prior to acceptance. Grounding will need to be verified through resistance testing with results submitted to the government.

15. Touch-Up Painting - Extent of Painting: The contract indicates painting of modified/affected gypsum wall surfaces and describes the work as touch-up rather than full-room repainting. Please confirm whether painting is limited strictly to patched/modified areas or whether affected walls are to be painted corner-to-corner/wall-to-wall to the nearest natural break to provide a uniform appearance. Touch up painting shall not be considered full wall painting.

16. Paint Matching Existing Conditions: If touch-up painting only is intended, please confirm that localized color/sheen variation resulting from age, fading, existing coatings, and field conditions will be acceptable provided the specified SW 7069 Iron Ore or approved equal is used. This is acceptable.

17. Government Direction if Touch-Up Does Not Match: If the specified paint does not visually match the existing aged finish after application, will the Contractor be required to repaint the complete wall surface? If so, bidders request that the extent of full-wall painting be clearly identified for consistent pricing. Please base bids off of the plans and drawings. Any extenuating results to construction would be considered additional expenses to the government.

18. Paint Sheen/Finish: Please identify the required paint sheen and coating system, including primer requirements for patched gypsum board and whether the same coating system applies to existing painted surfaces and new gypsum board. Please match paint as best as possible to include color and sheen. Paint type will need to be a submittal that the government will approve.

19. Existing Wall Repair Limits: The drawings require existing walls receiving paint to have damage patched before painting.
