About this file

This is a Justification for Other Than Full and Open Competition (Brand Name or Equal) memorandum dated 21 August 2026 from the Department of the Air Force, 187th Fighter Wing Civil Engineer Squadron.

The document justifies the procurement of Bradley Corporation built-in showers with concealed supplies, Model 1C (or equal), for physical utility modernization in Building 1502 at the 187th Fighter Wing in Montgomery, Alabama. The contracting activity is W50S6N under the National Guard Bureau. The justification is authorized pursuant to DFARS 206.103-170(d). The shower system must be explicitly engineered for concealed, behind-the-wall supply connections to integrate with the pre-existing plumbing layout of Building 1502, as surface-mounted or exposed-pipe shower columns would require highly invasive wall demolition and complete building re-piping. All exposed components must be heavy-duty, vandal-resistant stainless steel or chrome-plated brass to meet long-term structural durability requirements for military facilities. Market research conducted in August 2026 determined that only heavy-duty institutional lines like Bradley Model 1C provide the necessary pressure-balancing valves and concealed utility integration without altering the structural wall envelope. The Contracting Officer will determine fair and reasonable pricing by comparing competitive quotes against commercial price lists, independent government estimates, and historical procurement data. Multiple construction vendors have expressed interest in providing this solution. The request will be publicized on the Governmentwide Point of Entry (GPE) in accordance with FAR Part 5, and any vendor capable of providing the brand name product or a technically equal alternative meeting the exact specifications will be considered. The justification was approved by Stephen A. Shanks, Civil Engineer, Alabama Air National Guard, on 21 August 2026.
