About this file

This is a Justification for Other Than Full and Open Competition (Brand Name or Equal) memorandum issued by the Department of the Air Force, 187th Fighter Wing Civil Engineer Squadron on 21 August 2026.

The document seeks approval to procure Sturdibuilt brand 19" x 23" x 4" single bowl lavatory sink kits (or equal) for multiple restroom replacements in Building 1502 at the Montgomery, Alabama facility. The procurement is justified based on three primary factors: (1) physical space constraints requiring sink bowl depth not to exceed 4 inches to comply with ADA clearance guidelines for knee and toe space; (2) construction requirements for high-grade, impact-resistant 18-gauge minimum stainless steel to withstand intensive military operational use; and (3) standardization across the base to enable the plumbing shop to manage a single inventory line of replacement seals, cartridges, and aerators, thereby reducing long-term lifecycle costs. The justification authorizes consideration of any vendor capable of providing the brand name product or a technically equal alternative meeting exact texture, color matching, and backing compatibility specifications. The contracting activity (W50S6N) will solicit competitive quotes from multiple commercial distributors and publicize the request on the Governmentwide Point of Entry in accordance with FAR Part 5. Fair and reasonable cost determination will be established through comparison of competitive quotes against commercial price lists, independent government estimates, and historical procurement data. The justification has been approved by Stephen A. Shanks, Contracting Officer.

DEPARTMENT OF THE AIR FORCE

187TH FIGHTER WING

5187 SELMA HIGHWAY

MONTGOMERY, AL 36108-4824

21 August 2026

MEMORANDUM FOR RECORD

FROM: 187 CE/BCE

SUBJECT: Justification for Other Than Full and Open Competition (Brand Name or Equal)

Agency and Contracting Activity: Department of the Air Force, National Guard Bureau, 187th Civil Engineer Squadron (187 CE), . This document constitutes a "Justification for other than full and open competition." Contracting activity is W50S6N.

Nature/Description of Action: Approval is requested to procure brand name or equal Sturdibuilt stainless steel lavatory sink kits for multiple restroom replacements in Building 1502.

Description of Supplies/Services (Estimated Value):

Brand Name Item: STURDIBUILT 19" x 23" x 4" Single Bowl Lavatory Sink Kit (or Equal).

Statutory Authority: Brand name or equal justification is authorized pursuant to RFO DFARS 206.103-170(d).

Demonstration of Unique Qualifications / Nature of Acquisition:

Physical space constraints require that the sink bowl depth strictly not exceed 4 inches to comply with ADA (Americans with Disabilities Act) clearance guidelines for knee and toe space.

Construction must be high-grade, impact-resistant 18-gauge minimum stainless steel to withstand intensive military operational use.

The 187 CE standardizes restroom hardware base-wide. Standardizing on the Sturdibuilt sink kit enables the plumbing shop to manage a single line of replacement seals, cartridges, and aerators, avoiding a secondary inventory of unique replacement parts and decreasing long-term lifecycle costs.

Efforts to Ensure Competition / Solicitation: Quotes will be solicited from multiple commercial distributors. The request will be publicized as part of the overall construction solicitation on the Governmentwide Point of Entry (GPE) in accordance with RFO FAR Part

5. Any vendor capable of providing the brand name product or a technically equal alternative meeting the exact texture, color matching, and backing compatibility will be considered.

Fair and Reasonable Cost Determination: The Contracting Officer will determine that the anticipated cost to the Government is fair and reasonable by comparing competitive quotes received in response to the solicitation against commercial price lists, the independent government estimate, and historical procurement data for similar textile finishes.

Interested Sources: Multiple construction vendors have expressed interest that are capable of providing this solution. This listing can be found in the market research document for the Building 1502 renovation project.

Barriers to Competition: The 187 CES will continuously review industry-standard drawings to identify alternative institutional hardware manufacturers that match these specific concealed-inlet dimensions.

Technical and Requiring Activity Certification:

I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

I certify that this justification is accurate and complete to the best of my knowledge and belief.

Under the authority cited, this justification is hereby approved.

STEPHEN A. SHANKS, Civ, AL ANG Contracting Officer
