About this file

This is a Justification for Other Than Full and Open Competition (Brand Name or Equal) memorandum issued by the Department of the Air Force, 187th Fighter Wing, dated 21 August 2026.

The 187th Civil Engineer Squadron (187 CE) seeks approval to procure Sherwin Williams SW 7069 "Iron Ore" interior paint or an equal alternative for touch-up finishing of sheetrock surfaces in Building 1502. The procurement is justified on the basis that new paint must exactly match the existing "Iron Ore" shade on surrounding wall surfaces to avoid visible aesthetic disparities. Standardizing on this specific color formulation (SW 7069) also reduces logistical overhead by preventing the need to store multiple proprietary touch-up formulations and streamlines hazardous material inventory management on base. The statutory authority for this brand name or equal justification is RFO DFARS 206.103-170(d).

The contracting activity (W50S6N) will solicit competitive quotes from multiple commercial distributors and publicize the request as part of the overall construction solicitation on the Governmentwide Point of Entry (GPE) in accordance with FAR Part 5. Any vendor capable of providing the brand name product or a technically equal alternative meeting exact texture, color matching, and backing compatibility requirements will be considered. Market research conducted in August 2026 confirmed that Sherwin Williams SW 7069 is a standard industry color with widely published RGB/LRV specifications, allowing other manufacturers theoretical opportunity to match the shade. The Contracting Officer will determine fair and reasonable pricing by comparing competitive quotes against commercial price lists, independent government estimate, and historical procurement data for similar finishes. For future broad-scale facility painting projects, the 187 CE commits to utilizing performance-based paint specifications rather than proprietary color formulas. The justification was approved by Stephen A. Shanks, Contracting Officer.

MEMORANDUM FOR RECORD

FROM: 187 CE/BCE

SUBJECT: Justification for Other Than Full and Open Competition (Brand Name or Equal) Sherwin Williams Paint

Agency and Contracting Activity: Department of the Air Force, National Guard Bureau, 187th Civil Engineer Squadron (187 CE), . This document constitutes a "Justification for other than full and open competition." Contracting activity is W50S6N.

Nature/Description of Action: Approval is requested to procure brand name or equal Sherwin Williams interior paint for finishing sheetrock surfaces in Building 1502.

Description of Supplies/Services (Estimated Value):

Brand Name Item: Sherwin Williams SW 7069 "Iron Ore" (or Equal).

Statutory Authority: Brand name or equal justification is authorized pursuant to RFO DFARS 206.103-170(d).

Demonstration of Unique Qualifications / Nature of Acquisition:

Sheetrock painting is required as a touch-up measure for modified wall structures rather than a full repaint of entire rooms. To avoid highly visible aesthetic disparities, the new paint must exactly match the existing "Iron Ore" shade on surrounding wall surfaces.

Standardizing on this exact formulation and color code (SW 7069) prevents the logistical overhead of storing multiple proprietary touch-up formulations, reducing chemical waste and streamlining hazardous material inventory on base.

Efforts to Ensure Competition / Solicitation: Quotes will be solicited from multiple commercial distributors. The request will be publicized as part of the overall construction solicitation on the Governmentwide Point of Entry (GPE) in accordance with RFO FAR Part

Any vendor capable of providing the brand name product or a technically equal alternative meeting the exact texture, color matching, and backing compatibility will be considered.

7. Fair and Reasonable Cost Determination: The Contracting Officer will determine that the anticipated cost to the Government is fair and reasonable by comparing competitive quotes received in response to the solicitation against commercial price lists, the independent government estimate, and historical procurement data for similar textile finishes.

8. Market Research: Market research was conducted in August 2026. Research confirmed that Sherwin Williams SW 7069 is a standard industry color with widely published RGB/LRV specifications, allowing other paint manufacturers the theoretical opportunity to match the shade if they can guarantee equivalent sheen and fade resistance.

9. Interested Sources: Multiple construction vendors have expressed interest that are capable of providing this solution. This listing can be found in the market research document for the Building 1502 renovation project.

10. Barriers to Competition: For future projects requiring broad-scale facility painting, the 187 CE will utilize performance-based paint specifications (e.g., Master Painters Institute standards) rather than proprietary color formulas.

11. Technical and Requiring Activity Certification:

I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

I certify that this justification is accurate and complete to the best of my knowledge and belief.

Under the authority cited, this justification is hereby approved.

STEPHEN A. SHANKS, Civ, AL ANG Contracting Officer
