About this file

This document is a Request for Information (RFI) Questions and Answers file for solicitation W50S6N25QA011, addressing the replacement of an air handling unit (AHU 2-4) at the 187th Fighter Wing's Building 1201 located at Dannelly Field Air National Guard Base in Montgomery, Alabama. The RFI provides detailed technical clarifications, including confirmation that only one specific air handler (AHU 2-4) is being replaced due to coil failure, with no specific brand preference for replacement equipment. Key technical details include the current McQuay unit (now owned by Daikin) being manufactured in the USA, electrical panel location in mechanical room 227, existing Johnson Controls system communicating through a Metasys computer, and references to 2011 and 2022 renovation plans showing current ductwork configuration. The government has attached relevant photographs of the electrical panel, thermostats, and air handling unit controls to support potential contractors' understanding of the replacement requirements.

W50S6N-25-Q-A011 RFI QUESTIONS AND ANSWERS

AS OF 19 MARCH 2025

1. We were informed that pictures of the breaker box would be provided, can we see photos of the breaker box? Electrical panel is located in mechanical room 227. See attached pictures.

2. Can we see photos of the Thermostat(s)? Pictures attached to SAM posting. All thermostats look like this.

3. Can we see photos of the current ductwork? Pictures attached to SAM posting. See Sheet M2.2 in the 2011 drawings which indicate a “66/32 return duct up to AHU 2-4 on roof”. AHU 2-4 (being replaced in this project) was installed in the 2011 renovation. See 2022 renovation plans showing current configuration of all ductwork and AHU 2-4 was noted as existing to remain.

3. Is temperature controlled at the Thermostat(s)? Or through the building management system? The system has Johnson Controls which communicate to the Metasys computer in B1801. See attached picture of controls on AHU 2-4. Controls are to be replaced on AHU 2-4 in this project.

4. With McQuay the installed unit, now owned by Daikin (but still fabricated in the USA, as I understand), would there be any issue in terms of the Buy American clauses with Daikin/McQuay? See FAR 52.225-9(1)(ii)(A) “Domestict construction material means.” A construction material manufactured in the United States, if- (A) The cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic. Components of unknown origin are treated as fore

5. Solicitation mentions specs and drawings are available, can we get a copy of the Drawings and Specifications? See attached picture of plate on McQuay unit. Also see Sheet M0.2 for details on AHU 2-4.

6. Requesting any specification used for the unit that is currently installed. See Sheet M0.2 in the 2011 plans

7. Requesting information as to why the current unit is being replaced. Unit is being replace because the coil has failed.

8. Requesting details on preferred replacement equipment. The government does not have a preference on the brand of equipment. Equipment must operate properly with all existing mechanical equipment. A J&A has been attached to the solicitation for the controls only.

9. Just wanted to clarify the SOW seems to mention only 1 air handler while the plans mention several units? The building has multiple air handlers. Only unit AHU2-4 is being replaced in this project.
