Text5: Replace Air Handler at Main Hangar, B1201

- Johnson Controls: The project will consist of installation of new heating, ventilating, and air conditioning systems throughout the facility. This will include new Direct Digital Controls.

Text6: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

Text7: The 187th exclusively utilizes Johnson Controls for HVAC system's Direct Digital Controls. This is the only manufacturer that is utilized to allow for standardization and guaranteed interoperability. To build a structure that did not utilize this system would compromise the ability to control and monitor base utilities to reduce energy consumption to the maximum extent possible. Utilizing other manufacturers would necessitate the purchase of additional centralized monitoring systems for the the Main Hangar B1201 and Civil Engineering B1801.
Text8: A pre-solicitation notice was placed in beta.sam.gov in order to give contractors an early notification of this project. However, due to the proprietary nature of the Johnson Controls system, no effort to compete with these band name requirements will be made.
