PLANNING/CONSTRUCTION SERVICES
STATEMENT OF WORK
Repair Engineering Warm Storage, Bldg. 7246

1 GENERAL
1.1 The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below.
The contractor shall be responsible for necessary travel and services required to perform the work.
Contractor shall comply with United Facilities Criteria and latest adopted federal, state or municipal safety and building codes.
1.2 The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.
1.3 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR).
The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.4 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.5 Defense Contractor Manpower Reporting Initiative. the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via the secure data collection site www.sam.gov.
1.6 Work shall comply with local, state, and federal codes and applicable ANG Engineering Technical Letters (ETLs).
1.7 Materials incorporated into the work shall be new.
1.8 Asbestos Containing Materials (ACM) are not present at B7246.
1.9 The contractor shall account for all contractor HAZMAT using the JBER Contractor Hazardous Materials Usage Tracking Form (Appendix A of JBER IHMP). Additionally, all contractors and their subcontractors shall comply with applicable Federal regulations (FAR Clauses 52.223-3, Hazardous Material Identification and Material Safety Data; 52.223-5, Pollution Prevention and Right-to-Know Information; 52.223-7, Notice of Radioactive Material; 52.223-19, Compliance with Environmental

Management Systems; AFMAN 32-7002, Environmental Compliance and Pollution Prevention), local regulations, and JBER’s Environmental regulations including but not limited to JBER’s Integrated Hazardous Material Plan (IHMP), and Hazardous Waste Management Plan (HWMP). These guidelines were established to protect the health and safety of personnel at JBER and to maintain compliance with the federal, state, and local laws. However these guidelines are subject to change. It is the contractors and subcontractors’ responsibilities to be familiar with the guidelines and seek approval before bringing on base any Hazardous Materials. The POC for environmental issues or concerns is 176 CES/CEV.
1.10 Anti-Terrorism / Operations Security / Information Protection.
1.10.1 Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. 1.10.2 For contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 31‐101 and AFI 10‐245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.11 AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. 2 CONTRACT PROCEDURES
2.1 This contract shall be awarded on a firm fixed price basis.
2.2 The government will provide concept design drawings.
2.3 Project drawings are attached to this Statement of Work (SOW)
2.4 The contractor shall clean up all construction debris and remove all unused materials.
2.5 The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.
2.6 The contractor shall submit as-built drawings depicting actual work completed.
3 PROJECT OBJECTIVES
CLIN 0001 (BASE BID) – FXSB191574 Repair Engineering Warm Storage, Bldg. 7246. Non-personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair bldg. 7246 IAW this SOW and the attached drawings prepared by the 176 CES. Work consists of providing and installing pre-engineered 3” insulated panels to insulate the walls and ceiling of bldg. 7246. Contractor shall remove and replace two existing lights on the outside of building, if required, while insulating bldg. 7246.
CLIN 0002 (OPTION) - Construct a steel 24’ x 33’ mezzanine on the north side of the building as shown on attached drawing. Height to the bottom of the mezzanine shall be 8’. Mezzanine shall have a poured concrete floor and a load capacity of 125 lbs/ft^2. Install steel stairs with railing to access 2nd floor on the east side of the mezzanine. Stair width shall be 42”. Provide railing for the open side of the mezzanine; railing shall be removable to allow for forklift loading/unloading operations. Provide anchors and markings for fall protection in compliance with OSHA requirements. Construction shall be similar to the mezzanine inside bldg.7252.
CLIN 0003 (OPTION) - Install LED light fixtures under the mezzanine inside bldg. 7246, similar to bldg.7252’s mezzanine.
