1. Please let us know if the Period of Performance will be extended due to designs that will need provided for review before material procurement?

Answer: The government has extended the PoP to 210 days.

2. Please indicate existing concrete slab thickness inside bldg. 7246.

Answer: Foundation is a six-inch thick 4,000 psi monolithic slab reinforced with #4 rebar installed at 1 foot each way.

Slab footings are 2 foot deep by 1 foot wide at base 4,000 psi concrete reinforced with #5 rebar installed at 1 foot on center vertically and #5 rebar horizontally as shown on details that can be seen in Building 7252 Gibson Ave drawing storage area.

Column footings are 2 foot deep by 3 foot wide and 3 foot long 4,000 psi concrete reinforced with #5 rebar installed 1 foot on center vertically and #5 rebar horizontally as shown on details that can be seen in Building 7252 Gibson Ave drawing storage area.

Stem walls are 3 foot tall by 8 inch thick 4,000 psi concrete reinforced with #5 rebar installed at 1 foot each way.

3. Are there any Engineers Technical Letters for support elements in construction of new mezzanines?

Answer: ANGETL 15-01, Air National Guard Design Policy

4. What is the concrete mix design for the concrete on the new mezzanine?

Answer: 4000 psi

5. What are the concrete reinforcement requirements?

Answer: Reinforcement requirements for new mezzanine surface is to use #4 rebar, 12” OC each way.

6. Please confirm that stamped engineered drawings will be required for the mezzanine and if this will require the stamp to be for the state of Alaska?

Answer: Stamped engineered drawing required. State of Alaska stamp is not required.

7. Please confirm that the JBER Fire Department will be the AHJ to review the fire suppression design for code compliance?

Answer: Option CLIN 0004 has been removed from SOW.

8. Please confirm in SOW 3.3. that the fire suppression system is for under the mezzanine location only?

Answer: Option CLIN 0004 has been removed from SOW.

9. Should it be assumed that a fire alarm system will be required and connected to the base alarm notification system?

Answer: Option CLIN 0004 has been removed from SOW.

10. Please indicate where a waterline is located and size of waterline for the fire suppression.

Answer: Option CLIN 0004 has been removed from SOW.

11. Is it assumed that the heating system will be gas fired and not electric? If gas fired is required, may we ask for gas line locations for tie-in? also, what size heating units and quantity?

Answer: Option CLIN 0004 has been removed from SOW.

12. For underground utilities to be brought to the building please indicate requirements for restoration of affected areas, or if any concrete encasements are required. Bollards are typically required at gas regulators per ENSTAR.

Answer: Option CLIN 0004 has been removed from SOW.

13. Should any air exchange ventilation be required for this building?

Answer: Option CLIN 0004 has been removed from SOW.

14. As a cost savings will the scope of work be amended for and alternate to include insulation between the purlins and girts with a vapor barrier instead of 3” insulated panels on the outside?

Answer: No, the SOW requires install of 3” insulated panels on the outside of the existing structure.

15. The concrete foundation wall is not insulated. Should any consideration be given for insulating this?

Answer: Insulated panels shall extend to within 2” from the ground.

16. Please clarify that the removable railing at the mezzanine is to be steel.

Answer: Removable railing at the mezzanine is to be galvanized steel

17. Will railing be required at all four sides of the mezzanine?

Answer: No, the intent is for the mezzanine floor to butt up against the existing walls/columns

18. Please clarify if it is desired to have the mezzanine tied into the existing structure and that engineering will need to be provided show that building tolerances will allow? If so, please provide PEMB reaction information and design. Or if it is desired to have the new mezzanine independent of the building with no ties back to the existing structure?

Answer: Mezzanine shall be free-standing, independent of the building.

19. SOW 3.1. “Provide anchors and markings for fall protection in compliance with OSHA requirements”. Due to this statement in the SOW may we ask for the roof loads and structural member types, dimensions, thickness/gauges for safety engineering to evaluate and determine if additional considerations are required to meet fall arrest system requirements.

Answer: These details can be seen in building 7252 Gibson Avenue drawing storage area.

20. Also, please clarify if “anchors and marking” are the only requirements and not a full fall protection system which would not only include engineering for fall protection but to provide and install all ropes, cables, harness, lanyards, and retractable.

Answer: Anchors and markings are the only requirements.

21. The RFP Base Bid is to provide and install pre-engineered 3” insulated panels or equivalent to insulate the walls and ceiling of bldg. 7246. The following is a list of options that could be considered as options to “or equivalent to insulate the walls and ceiling of bldg. 7246”. Are any of these options or variations of the options acceptable?

a) 4” of spray foam (R-30) applied to the inside of the existing metal skin between the girts and metal framing installed between the existing girts. The framing would be similar to what has already been done between the concrete stem wall and the lowest girt behind the plywood. The new framing would be flush to the inside of the girt and 5/8” GWB continuous over the face of framing and girts or fire proofing applied directly to the spray foam? The spray foam would create a good thermal barrier. The conns to this would be the following;

i) This method would allow cold transfer on the metal grits from the exterior skin to the interior GWB with no insulation thermal barrier.

ii) The temperature of the inside of the exterior skin would have to be warm enough for the foam to stick. If the work is done anytime after the end of September temporary heat would be needed inside the building which can also cause condensation further compromising the adhesion of the foam to the metal.

iii) Depending on what look and finish level on the GWB the owner wants on the interior, fire tape only, tape and paint.

iv) Interior finish would also require heat.

b) Metal stud framing between the girts similar to the existing lower wall (and option A) and R-19 batt insulation installed horizontally behind the metal studs and R-19 batt insulation installed between the studs. A continuous 6 mil vapor barrier installed on the face of the studs under the 5/8” GWB. Vapor barrier tape and sealant would be used around all penetrations. Conns to this would be;

i) Although the vapor barrier would cover the girts, chances are the cold transfer on the girts would still be there.

ii) Vapor Barrier is hard to seal completely around angle iron penetration such as the ones on the existing columns.

iii) Depending on what look and finish level on the GWB the owner wants on the interior, fire tape only, tape and paint.

iv) Interior finish would also require heat.

Answer: The SOW requires 3” insulated panels. No alternatives to 3” insulated panels will be accepted. Option CLIN 0004 has been removed from SOW.

22. Block #11 of the Solicitation, Offer and Award form states a 180-calendar day completion. On page 40 of 75, clause 52.211-10 states a 270-day completion. Which is correct? Due to the current supply chain, material supply, material shortage issues in the construction industry and the lead time for insulated metal panels, the 180-day POP would be a very tight time frame. A longer POP would allow the contractor to complete the work in the spring of 2023.

Answer: Due to long lead time on ordering insulated metal panels, the government has extended the PoP to 210 days.

23. Please clarify address for proposal delivery.

24. Please provide exterior colors per JBER requirements

Answer: Beige, match existing. For additional details, see Joint Base Elmendorf-Richardson Installation Facilities Standards (IFS) Vol.1: JBER Elmendorf (latest can be downloaded from wbdg.org)

25. Please clarify which Buy America Act is applicable, if any.

Answer: FAR 52.225-9 BUY AMERICA – Construction Materials (Nov 2021) states: This clause implements 41 U.S.C. chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for construction material that is a COTS item, except that for construction material that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the construction materials, excluding COTS fasteners. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.

No materials have been excepted in paragraph (b)(2) of the clause.

26. What width does the government want for the removable section of railing?

Answer: Two six- foot sections that can be removed independent of each other, but when both are removed create a continuous 12- foot wide opening.

27. Where is the closest designated fire line to tie into?

Answer: Option CLIN 0004 has been removed from SOW.

28. Please clarify the bid schedule. Sow Attachment 2 - Bid Schedule.xlsx_4 differs from what is in B08_ W50s6l22b0005_1.

Answer: To reduce confusion, the bid schedule attachment has been removed from the SOW.

Bidders must price all line items in Section 00010 in the solicitation IAW “Section 00010 NOTES” paragraph 4, which outlines the required contents of a complete bid package.

Incomplete bid packages will be determined non-responsive to the IFB.

29. Please provide building foundation and slab depth

Answer: See question 2’s answer.

30. The SOW says, “construct a 24’ x 33’ mezzanine.” The dimensions from inside the steel columns are 22’ across. Please clarify if you are requesting the new mezzanine to be wrapped around the building columns or designed to fit inside the steel columns.

Answer: The intent is for the mezzanine floor to butt up against the existing walls/columns

31. Will the government be clearing out the building to allow for all awarded work?

Answer: Yes

32. Will there be a space available in one of the close buildings to use as our construction office and a restroom?

Answer: Can use restroom in 7242 (building adjacent to the work area) during normal work hours and contractor can provide temporary heat and set up admin space in Bldg. 7246 or bring a job trailer if they feel they need it.

33. Block #11 of the Solicitation, Offer and Award form states a 180-calendar day completion. On page 40 of 75, clause 52.211-10 states a 270-day completion. Which is correct? Due to the current supply chain, material supply and material shortage issues in the construction industry, the 180-day POP would be a very tight time frame.

Answer: This question has already been answered. Please refer to question 22 answers in green.

34. Are the pre-engineered 3” insulated panels for the base bid to be metal insulated panels with a finish metal skin on both sides and fastened with concealed fasteners? If so, is there a profile for the exterior metal and a color selection for the inside and outside?

35. Will the government be providing any specifications for the new material to be provided by the contractor?

Answer: No

36. Will the government be providing a submittal register or submittal requirement specification?

Answer: No, relying on contractor after notice to proceed.

37. Reference paragraph 2.2 of the SOW states “The government will provide concept design drawings.” When will these drawings be provided? What will be provided for these drawings? Will these drawings be available for bid purposes?

Answer: Reference answers already provided please refer to then answer to question 19.

38. Reference paragraph 1.2 of the SOW “The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task”. Please provide a better description of what the government will be expecting from the contractor.

Will the contractor be required to provide 65%, 95% design and for construction drawings stamped by an Alaska certified engineer for Structural, Architectural, Electrical and Mechanical? Will the contractor be required to provide specifications by divisions? Or will simple over the shoulder meetings meet the “intent of the task”?

Answer: With exception of structural, the contractor will attend weekly progress meetings and submit monthly progress reports in accordance with submitted project schedule and milestones.

39. Please clarify address for proposal delivery.

49. Is there gas supply to the building? If so, what is the meter size?

Answer: No gas supply to building 7246.

50. Are unit heaters an acceptable source of heat for the building?

Answer: Option CLIN 0004 has been removed from SOW.

51. Question 30 is still unclear as the girts are not flush to the wide point of the columns.

Answer: The floor of the mezzanine will go up to the existing inside wall, columns. The floor of the mezzanine will go over the girts of the existing structure. See attachment “SOW Attachment 5 - Mezzanine”.

52. Will the existing structure hold the additional weight of the added panels and roof panels?

Answer: Yes. This has been done on multiple storage facilities around the base. All having the same panels installed on them with no issues.

53. On the walk-through the mezzanine that we looked at was painted is it the governments intent to have a primed steel structure with removable galvanized railing?

Answer: See answer to question 16. Yes, as long as it is galvanized steel.
