PLANNING/CONSTRUCTION SERVICES

STATEMENT OF WORK

Repair Engineering, Contracting Offices

1 GENERAL

1.1 The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work. Contractor shall comply with United Facilities Criteria and latest adopted federal, state or municipal safety and building codes.

1.2 The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.

1.3 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.5 Defense Contractor Manpower Reporting Initiative. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via the secure data collection site www.sam.gov.

1.6 Work shall comply with local, state, and federal codes and applicable ANG Engineering Technical Letters (ETLs).

1.7 Materials incorporated into the work shall be new.

1.8 Asbestos Containing Materials (ACM) are not present at B7252 and B7246. Comment by VANFOSSEN, CONNER J Maj USAF ANG 176 MSG/MSC: Specify location

1.9 The contractor shall account for all contractor HAZMAT using the JBER Contractor Hazardous Materials Usage Tracking Form (Appendix A of JBER IHMP). Additionally, all contractors and their subcontractors shall comply with applicable Federal regulations (FAR Clauses 52.223-3, Hazardous Material Identification and Material Safety Data; 52.223-5, Pollution Prevention and Right-to-Know Information; 52.223-7, Notice of Radioactive Material; 52.223-19, Compliance with Environmental Management Systems; AFMAN 32-7002, Environmental Compliance and Pollution Prevention), local regulations, and JBER’s Environmental regulations including but not limited to JBER’s Integrated Hazardous Material Plan (IHMP), and Hazardous Waste Management Plan (HWMP). These guidelines were established to protect the health and safety of personnel at JBER and to maintain compliance with the federal, state, and local laws. However these guidelines are subject to change. It is the contractors and subcontractors’ responsibilities to be familiar with the guidelines and seek approval before bringing on base any Hazardous Materials. The POC for environmental issues or concerns is 176 CES/CEV.

1.10 Anti-Terrorism / Operations Security / Information Protection.

1.10.1 Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. 1.10.2 For contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 31‐101 and AFI 10‐245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 1.11 AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. 2 CONTRACT PROCEDURES

2.1 This contract shall be awarded on a firm fixed price basis.

2.2 The government will provide as-built and concept design drawings. Comment by VANFOSSEN, CONNER J Maj USAF ANG 176 MSG/MSC: Tailor to project

2.3 Project drawings are attached to this Statement of Work (SOW).

2.4 The contractor shall clean up all construction debris and remove all unused materials.

2.5 The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.

2.6 The contractor shall submit as-built drawings depicting actual work completed.

3 PROJECT OBJECTIVES

BASE BID – FXSB191574 Repair Engineering, Contracting Offices. Non-personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair B7252 IAW this Statement of Work (SOW) and the attached drawings prepared by the 176 CES. Work will consist of constructing office space, equipment testing and hands-on training area for the Emergency Management Flight. Provide a 47’x 27’ Mezzanine inside B7252 Prime Beef warehouse area; match height of existing mezzanine located at SW corner of B7252. Provide means to connect both upper mezzanine levels. Upper level will be comprised of an admin area and equipment testing space; lower level will be utilized as hands-on Emergency Management training area. Floor shall be 4” concrete; commercial grade carpet shall be installed inside office space, and VCT type flooring outside office areas at the upper-level mezzanine. Electrical: Provide 2’x4’ LED troffers inside offices, and suspended LED fixtures in training areas and open bay space. Provide 120V duplex GFCI receptacles in designated equipment testing areas, and other areas as required. Provide 120V computer receptacles near comm drops and general-purpose use receptacles elsewhere in office space. Provide electrical support for HVAC and Fire Alarm Systems.

Mechanical: Provide right size HVAC system for offices. Replace/relocate unit heaters to provide conditioned air for the rest of the warehouse areas, add additional unit heaters where appropriate. Provide supply/return diffusers and baseboard type hydronic heating inside offices.

Fire Alarm/Fire Protection System: Provide code compliant fire protection system for the entire warehouse area; extend sprinkler system as needed.

Structural: Remove existing garage doors and accessories; infill openings with 8” CMU concrete blocks.

Provide 2’x 4’ T-bar grid suspended ceiling w/ acoustical tiles in offices. Upper-Level Mezzanine: Open office area will be approx. 400 SF, plus 120 SF for a private supervisor’s office. Provide commercial grade carpet and vinyl wall cove base for office areas.

Communications: Provide computer network drops (NIPR) to support six computers in open office and one NIPR drop for private office.

Electrical: Provide surface mounted LED fixtures in Mezzanine and lower-level spaces. Provide general purpose 120V receptacles where applicable. Provide electrical support for HVAC systems.

Mechanical: Provide right size HVAC system. This space will be utilized as a warm storage facility; air temperature to be maintained above 55 deg F.

Fire Protection: Provide code compliant fire protection and fire alarm systems inside B7246.

Structural: Provide 3” Structural insulated panels or equivalent to insulate walls and 5” insulated panels or equivalent to insulate roof. Construct a mezzanine to cover half of the building area to provide storage for power tools; provide a suitable space to relocate rolling storage shelves currently inside B7252. Floor in mezzanine will be 4” concrete.

Remove existing building water heater with like unit so it can tie into like system. Install new water heater with sufficient capacity to supply B7242.

Extend approx. 25’ of concrete sidewalk from existing fire escape ladder on E. side of B7252 towards SE corner of B7252 for fire escape landing. Provide covered fire escape stairwell similar to existing structure on E. side of B7252.
