1.0 INTRoDUCTIoN
1.1 Program overview
The Relocatable Simulation Shelter (RSS) was first developed by SeaBox in 2015 as a solution for locations that lacked the space or means for a simulator facility. As a portable solution, the key feature of the RSS lies in its relative ease of assembly, disassembly, pack-out, and transport for redeployment, as needed. In ideal conditions, the 1X RSS can be erected in less than a week.
The first six RSS-es were fielded by the US Army Program Executive Office of Simulation, Training, and Instrumentation (PEO STRI) in fiscal year 2016 (FY16). Since the PEO STRI contract, the RSS was redeveloped in April 2016 with a number of design changes that will best support a number of Air National Guard (ANG) simulators, including the ANG Advanced Joint Terminal Attack Controller (JTAC) Training System (AAJTS), the C-130 Multi Mission Crew Trainer (MMCT), the HH-60 MMCT, as well as other simulators from various other program offices
The redesigned RSS-es (“Gen 3”) have been standardized and are now available for purchase on the General Services Administration (GSA) schedule. The GSA schedule also lists a number of options that can be purchased alongside the RSS. See “APPENDIX D — Manufacturer Part Numbers” for a listing of cost options as available on the GSA schedule.
In March 2017, the 502d Trainer Development Squadron (502 TDS) developed a three year Blanket Purchase Agreement (BPA) with GSA which utilized a Limited Source Justification (LSJ). This LSJ and BPA allowed the 502 TDS to purchase the RSS through GSA at pre-negotiated prices and without the need for perform open source bidding to determine fair and reasonable pricing with other vendors. Although this BPA expired on 06 March 2020, all RSSes procured before the expiration are allowed to continue with the installation process, with Period of Performance (PoP) extensions as necessary, through the end of FY20.
Although there is currently not a BPA in place, units can still procure the RSS by performing a one time buy against the Manufacturer’s existing mass contract.
2.0 SCoPE
This Site Preparation Requirements Document describes the minimum site preparation requirements to allow for the proper and safe installation of an RSS which will be explicitly used for ANG simulator(s).
As a note, the RSS-es is defined as “equipment” and not as a “building” or “facility.”
As equipment, the base civil engineering (CE) squadron will not maintain the RSS. Unless otherwise noted, the gaining unit will be financially responsible for all site preparation action items before the installation of the RSS and any subsequent simulator(s). For ANG locations, additional details about site preparation requirements and funding questions can be directed to the ANG/A4 Facilities Programmer.
• NOTE: See Section “7.0 Electrical Utilities” for additional information regarding utilities and ANG-provided funding for the effort to run utilities.
The gaining unit will be responsible for performing tasks or ensuring compliance with the requirements as delineated throughout this document, unless the actions are otherwise specifically identified as the responsibility of the RSS manufacturer (“Manufacturer”), of ANG, or of the simulator installation team (“Installation Team”).
Unless otherwise specified, all actions, including the associated costs, noted in this document are the responsibility of the gaining unit.
While the Manufacturer will visit each site and will complete a site survey report (see Section “3.1 Manufacturer Site Survey” for more information) which will detail the specific action items required, this document serves to outline the general site preparation requirements to allow for advance preparations and planning.
• NOTE: Do not start site preparation work before the Manufacturer site survey has been completed or without written approval from the 502 TDS. Any site preparation work performed before the Manufacturer site survey should be considered as “at-risk.”
3.0 GENERAL RSS MANUFACTURER INFoRMATIoN
3.1 Manufacturer Site Survey
The Manufacturer will visit the site and complete a site survey of the gaining unit’s proposed area approximately three (3) months before expected delivery. This site survey date will be largely dependent on the overall contract and funding time line, however a three (3) month advance site survey will allow ample time for the gaining unit to follow the action items outlined in the site survey report.
During the site survey, the Manufacturer will discuss site considerations, including safe working perimeter, underground utilities, overhead obstructions, and other applicable issues.
Upon completion of the site survey, the Manufacturer will provide a site survey report which will allow the gaining unit to complete a scope of work. Always reference the provided site survey report that the Manufacturer has created for the specific gaining unit. Since action items are specific to each unit, do not use any other site survey reports from other locations to complete the work.
3.2 Pre Site Survey Requirements
Before the site survey, ensure the following department heads are present:
• Civil Engineering (CE)
• Communications
• Fire
• Electrical
• Security
• Networking
• Safety
• Gaining unit POC
• Equipment custodian (for the RSS upon delivery)
• SSO and/or Certified TEMPEST Technical Authority (if the RSS will be used for
Open Storage)
• Other department heads as necessary
4.0 SITE IDENTIFICATIoN
4.1 Site Coordination
Depending on the identified installation site location, coordinate with local base departments as necessary. For example, if the identified site is near an airfield, coordinate installation with the airfield manager to obtain an airfield waiver to bring equipment within 1,000 ft of center line of runway as required. If the identified site is within a controlled area, coordinate with base security before and during the installation. Also, ensure that all necessary flagging requirements for equipment will be met during installation.
4.2 RSS Sizes
When identifying a location for the RSS installation, ensure that there is adequate space for the designated RSS as noted in “Table 1: RSS Sizes”.

• NOTE: Some RSS-es will be installed with rubber matting which will decrease the height by 0.625 in.
4.3 Perimeter Work Area
The Manufacturer requires a minimum working perimeter around the RSS. When identifying a site, ensure the site has allowance for the minimum required work perimeter as shown in “Table 2: Required RSS Perimeter Work Area” and in further detail on “Sheet 4” of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications”

4.4 Staging Area
Ensure the proposed installation site has access to a nearby area that the Manufacturer can utilize as a staging area for the RSS and associated equipment. Identify a staging area meeting the following characteristics:
• At least 75 ft by 75 ft
• Solid ground surface
• Access to the installation area
• Ability to store a Manufacturer-provided trash dumpster
4.5 Required Layout Areas
See the following figures for the spacial layout requirements, including the staging area, perimeter work area, and installation area for the 1X RSS and the 2X RSS.

4.6 Expected Heavy Equipment
At a minimum, the smallest, 1X RSS will be shipped domestically via flatbed trucks/ tractor trailers and internationally via ISO containers. See “Table 3: Minimum Transport Requirements” for the number of expected trailers or containers that will arrive on site as dependent on RSS size.
Additionally, the Manufacturer will utilize at least one reach forklift, articulating boom lift, and scissor lift during the installation. Larger RSS-es may require additional equipment.
When identifying an installation site, ensure that the site, including the perimeter work area, can satisfactorily accommodate the stress of heavy equipment.

5.0 GRoUND PREPARATIoN
Prepare the ground in advance of the RSS installation. Ensure the proposed installation area, including the perimeter work area, is free of sewer pipes, electrical lines, trees, and standing water.
During ground preparation activities, also consider and prepare the access way from the staging area to the concrete beams and slab accordingly.
6.0 CoNCREtE REQuIREMENtS
During the installation, the Manufacturer will install the anchor bolts and anchor plates into the concrete grade beams and over a concrete slab, if applicable. This section discusses the requirements of the concrete beams and slab that need to be in place before the RSS installation.
Reference the Manufacturer drawings in “APPENDIX E — Concrete Specifications” and the Manufacturer-provided site survey report for your specific unit. The Manufacturer drawings serve to provide the required concrete slab and slope specifications and the required beam sizes. The Manufacturer structural engineer fully developed the concrete plans/drawings per IBC 1806.2, ASCE 7-10 and NEHRP FEMA P-750 which includes the following:
• 200 mph wind load / 0 psf snow load
• 100 mph wind load / 80 psf snow load
• Seismic Design Category (SDC) Zones A – D
• 1,500 psf soil bearing capacity As a part of the design development, the Manufacturer considered the concrete strength, depth (frost line), soil bearing pressure, and reinforcement. As a result, there is no additional requirements for the local base CE to redevelop any concrete requirements to meet local codes.
See the general notes of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications” for additional considerations and requirements.
6.1 Concrete Slab Requirements
See “Sheet 1” of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications” for an overview of how the RSS will be installed on the concrete slab.
Pour a concrete slab in accordance with the following requirements:
• Size as noted in Section “6.1.1 Concrete Slab Size” for the specific RSS that will be installed on size
• Compression strength: ≥ 4,000 psi
• Thickness: ≥ 6 in
• Finish: trowel with a medium broom
• Reinforcement as noted in Section “6.1.4 Reinforced Concrete” as necessary
• Relief cuts: 9 ft × 9 ft pattern, ¼ in wide × 1¾ in deep, filled with silicon joint sealant
6.1.1 Concrete Slab Size
Place the overall concrete slab in the sizes noted in the table below per the RSS size that will be installed.

6.1.2 Concrete Slab Slope
Take the concrete slope from the correct position and ensure that it does not exceed ⅛ in drop over a 12 in run.
See “Sheet 3” of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications” for transverse section details.
The concrete pad must match the existing grade or be no greater than 8 inches above the existing grade on all sides.
6.1.3 Concrete Beams
Place two concrete beams within the concrete slab in accordance with the following requirements:
• Thickness: See “Sheets 5 - 6” of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications” for minimum requirements
• Width: ≥ 32 in
• Compression strength: ≥ 4,000 psi
• Finish: trowel with a medium broom
• Reinforcement as noted in Section “6.1.4 Reinforced Concrete” as necessary
• Location within the overall slab in accordance with “APPENDIX E — Concrete
Specifications” for the specific RSS size that will be installed on site
6.1.4 Reinforced Concrete
See “Sheets 5 - 6” of each respective RSS’ size drawing package in “APPENDIX E — Concrete Specifications” for more information regarding the reinforced concrete requirements.
6.1.5 Utility Area
The Manufacturer drawings in “APPENDIX E — Concrete Specifications” highlights a suggested location for the utility area where conduit, power racks, meter sockets, and other associated equipment should be terminated. This location allows for ease of connectivity to the RSS input/output panel and will provide sufficient space for the installation of the RSS.
The utility area, regardless of RSS size, should not exceed 1 ft, 6 in by 12 ft. See “APPENDIX E — Concrete Specifications” for additional measurements and specifications for the location in the overall concrete pad.
When pouring the concrete pad, run conduit and install an electrical/utility rack for the future install of power, communication, and other utility lines. Install the electrical/utility rack at the utility area. See “Figure 4: RSS Power, Utility, and ECU Locations” and Section “7.0 Electrical Utilities” for more information about the location of the electrical/utility rack and the required proximity to the I/O panel.

6.1.6 Concrete Walkway
Depending on the location of the RSS and the concrete slab, the gaining unit may elect to pour an additional concrete walkway that leads up to the main entrance of the RSS or the vestibule if purchased as an option. A concrete walkway may be especially useful if the concrete pad will be located in an area that may make foot traffic difficult such as a field or dirt lot. If the gaining unit elects to pour an additional concrete walkway, see “APPENDIX E — Concrete Specifications” for the suggested location of the concrete walkway.
7.0 ELECTRICAL UTILITIES
• NOTE: For ANG projects, ANG may provide funding to run the utilities to a point within 5 ft of the proposed installation area (i.e. the location of the electrical/utility rack within the utility area). Ensure that this location will be within 5 ft of the I/O panel and that the electrical/utility rack is installed as required. See “Figure 4: RSS Power, Utility, and ECU Locations” for a depiction of the utility area and its proximity to the RSS power I/O panel.
• NOTE: Ahead of the RSS installation, the gaining unit will be responsible for all required work and associated costs to continue the run of utilities and other lines to the identified site. When selecting a site for installation, consider the distance that all lines will have to travel and the associated cost for each. See Section “9.0 Security” for additional information regarding utility requirements.
This section provides an overview and drawings of the electrical features found on the RSS. The electrical system of the RSS meets the requirements of the NFPA standard 70E and follows the guidance provided in all applicable section. See “APPENDIX F — RSS Electrical Schematics” for more information.
When installed, the RSS will have two 200 amp services, including two 200 amp umbilicals. One umbilical will be for dedicated RSS power and the other umbilical will be for dedicated simulator power.
7.1.1 Main Power Cord
The main power cord will supply all power to the RSS. The main power cord will connects through the power input/output (I/O panel) on the RSS. See “Figure 4: RSS Power, Utility, and ECU Locations” for a depiction of the I/O panel on the RSS.
While the Manufacturer will provide the main power cord, the gaining unit is responsible for connecting the main power cord to the site transformer/disconnect/circuit panel at the electrical/utility rack after RSS installation.
The provided main power cord meets the following characteristics and specifications:
• 20ft - 25 ft long
• Four 4/0 AWG conductors
• Four #4 AWG grounds
• Nominal Outside Diameter: 2.145 in
• Pin and sleeve connector (UEC PN#MS90557C52412S)
• Pig tail leads for unit connectivity to transformer/disconnect/circuit panel
• Type G (OMNI PN#B64/004)
• Insulated and designed to lie on the ground
The Manufacturer recommends that each gaining unit utilize a strain relief (Hubbell PN#074011037 or Hubbell PN#SHC1089) to ensure a watertight seal and positive contact.
7.1.2 Required RSS Power
The RSS usually requires shore power of 75 KVA (120/208volts, WYE, 200amps, 3-phase) which needs to be run to the electrical/utility. If installing an RSS which will be utilized for the F-16 MTT-G program, see Section “7.1.3 Additional Required RSS Power (F-16 MTT-G)”.
For RSS power, perform the following in advance of the RSS installation:
1. Provide disconnect and cable sized to power the RSS with the 120/208volts, 200amps panel.
2. Provide the hardware needed to make all the connections.
3. From the disconnect, run one 4 inch PVC electrical duct.
4. Ensure the PVC extends up past the slab by 2 ft and has a freestanding weatherproof disconnect.
5. Run cable size for 200amps panel from disconnect to the slab disconnect.
6. Perform all electrical work in accordance with the latest and greatest version of the
National Electric Code (NEC) and in accordance with local and state statues as well as the base approved electrical drawings.
After RSS installation, connect the main power cord to the site transformer, disconnect, or circuit panel. Run the required power to test the power connectivity upon completion of the RSS installation. See “Figure 4: RSS Power, Utility, and ECU Locations” to reference the location of RSS input/output panel.
7.1.3 Additional Required RSS Power (F-16 MTT-G)
The F-16 MTT-G simulators require additional power. If installing an RSS which will be used for the F-16 MTT-G, ensure the following is installed:
• 120/208volts, 3-phase, 200amps (dedicated RSS power)
• 120/208volts, 3-phase, 200amps (dedicated simulator power)
• 120/208volts, 3-phase, 200amps (dedicated simulator power)
7.1.4 Temporary Generator Power
If shore power cannot be run before the first day of the RSS installation, the RSS can temporarily connect to a generator to allow for electrical testing and for the RSS site acceptance test (SAT). However, all efforts to run shore power should be made before a temporary generator is utilized.
If a generator is required, notify the program office and provide a generator on-site meeting the following minimum requirements starting on the first day of the RSS installation for the duration of the installation:

If using a temporary generator, obtain permission from the program office and inform the Manufacturer in advance.
• NOTE: Permanent power must be run before the installation of the designated simulator(s). Generator power will not be used to power the simulator(s).

7.1.5 Required Simulator Power
The installed simulator(s) will require the same 200 amp power set-up as the dedicated RSS power. Similar to the requirements to provide 200 amp RSS power, run a separate 200 amp service to the simulator power and electrical/utility rack. See “Figure 4: RSS Power, Utility, and ECU Locations” to reference the location of the simulator power and communications input/output panel.
7.1.6 Grounding
The RSS will include interior and exterior grounding provisions which meet the requirements of NFPA 70, Article 250. Maximum resistance to ground is in accordance with NFPA 70e and does not exceed 10 Ohms.
The interior of the RSS will include bonding straps to connect all major steel components which terminate below the Main Distribution Panel to a multi-ground bus (Harger
PN# GBIP14412JMGB).
The RSS uses a ground lug for exterior grounding. After the installation, be prepared to ground the RSS to earth or building steel in accordance with local regulations. In advance of the RSS installation, ensure that grounding capabilities for the RSS exist in the immediate proposed installation area.
Install a grounding grid in accordance with the following:
1. Install a grounding grid with 3/4 in by 10 ft ground rods.
2. Exothermically weld all underground connections.
3. Place a cover over the rods for access and inspection of the exothermic welds. Above ground connections may be mechanically attached.
4. Test all ground points for baseline ohm rating and submit the report to base CE.
Ensure that any other equipment not standard on the RSS is also grounded.
8.0 UTILITIES
8.1 Communication Utilities
While data/fiber lines do not come standard with the RSS, the RSS will have a communications panel on one side which will allow data lines to be transferred through the RSS wall panels from exterior to interior. See “Figure 4: RSS Power, Utility, and ECU Locations” to reference the location of the communications input/output panel.
Ahead of the RSS installation, bring all desired and required data/fiber lines to the electrical/utility rack. Data and fiber lines include SIPR/NIPR, Internet, network, phone, and other necessary line items. After the RSS installation, bring all data/fiber lines through the I/O panel and into the RSS.
8.2 Simulator Program Communication Utilities
Each simulator program may require different types of communication utility requirements.
However, most simulator programs will require the following communication utility requirements:
• One NIPR per TSSC COMS
• One phone line per TSSC COMS
• One data line

Check with the 502d TDS and NGB/A5 for the specific communication utility requirements for the specific simulator program that will be installed in the RSS.
8.3 External Antennas
For any communication or utility lines requiring an external antenna, the RSS will have an external mounting plate and mounting instructions. See “Figure 4: RSS Power, Utility, and ECU Locations” to reference the antenna mount and cable pass-through area. This antenna mounting plate is a cost option which ANG will add during the RSS procurement. See “APPENDIX D — Manufacturer Part Numbers” for a listing of other cost options.
Do not mount antennas or other equipment on any other areas of the RSS. Do not drill holes or make any other modifications to the RSS as an alternate to the cable pass-through area.
8.4 Fire Prevention
The RSS will include a fire panel which meets the following characteristics:
• 120 V
• 15 Amp
• Honeywell PN# Fire Lite MS9050OUD
• Programmed for internal monitoring only
• Two (2) fire pull stations
• Two (2) fire strobes in accordance with NFPA 72
Ahead of the RSS installation, ensure that connection to the central station monitoring or an additional zone can be made from the proposed RSS location.
After the RSS arrives, the gaining unit will be responsible for connecting the RSS fire panel to the central station monitoring, to the base fire department, or to the existing fire loop/zone.
Ensure that when an alarm occurs, the signal from the activated fire detection system connects, and that the RSS will act as a separate zone.
8.4.1 Ultra-Sensitive, Non-Ultrasonic Fire Detection Systems
AFI 91-203, Air Force Consolidated Occupational Safety Instruction states, “New and relocated aircraft flight training devices or similar high value training devices shall be located in spaces protected by ultra-sensitive smoke detection systems (IAW ETL01-18).”
Section 45.6.1.1 of AFI 91-203 further specifies that new or relocated training systems do not require internal fire detection and alarm systems if located in a space protected by ultra-sensitive smoke detectors.
Some ultrasonic, ultra-sensitive smoke detectors and motion detectors for facility lighting control can negatively interfere with some ANG simulators, including the AAJTS. Due to the potential for interference between ultrasonic, ultra-sensitive smoke detectors and ANG simulators, an ANG RSS may be delivered with an ultra-sensitive, non-ultrasonic fire detection system.
This ultra-sensitive, non-ultrasonic fire detection system is a cost option (as listed on the GSA Schedule), will meet the requirements of AFI 91-203, and will not interfere with ANG simulators. ANG will add this cost option, as necessary, to each RSS during the procurement phase. See “APPENDIX D — Manufacturer Part Numbers” for the listing of other cost options and applicable part numbers.
The gaining unit will be responsible for ensuring that the fire detection system meets base requirements and is properly tied to the fire panel and central station monitoring as required.
9.0 SECURITy
While the RSS has been designed with Open Storage capabilities, the gaining unit is still responsible for coordinating all necessary action items and associated inspection work before operating in this capacity. This section describes basic security features of the RSS and as well as some of the action items that the gaining unit will be responsible for upon the RSS installation. In advance of the RSS delivery, ensure that personnel are in place to finalize the action items for security.
9.1 Intrusion Detection System
The RSS will arrive with the following which can be used as the basis for the installation of an Intrusion Detection System (IDS).
• Empty ceiling mounted junction boxes and conduits
• Empty junction box for CAC or other access card reader
The RSS will not come with a built-in IDS and it is the gaining unit’s responsibility to purchase and install an IDS in advance of simulator operations as needed.
9.2 Door Locks
The RSS has been designed with Open Storage capabilities, including locks doors and locks that meet ICD705 regulations. After the RSS is installed, ensure that both door locks are properly programmed to restrict access to authorized personnel only. The Manufacturer will not program the door locks.
The RSS will include FF-L-2740B approved locks and an access card actuated lever with key override. The RSS has been designed to facilitate connectivity to access control and IDS panels.

9.3 Common Access Card (CAC) Reader
The RSS supports the addition of a CAC or other access card reader that is designed to work in connection with access control, door locks, and intrusion detection. The RSS will include conduits and junction boxes to facilitate this installation. When the RSS is installed, be prepared to install the CAC reader and the associated wiring in the empty space provided in the intrusion detection junction box.
9.4 Additional Security Requirements
While not related to the RSS site preparation action items, each gaining unit is responsible for the following security requirements before the simulator(s) go operational. Work with the local security manager to ensure that all security requirements are completed to avoid delay in simulator operation.
