PLANNING/CONSTRUCTION SERVICES

STATEMENT OF WORK

Construct 176 ADS Facility Training Pad

Project No. FXSB192445 22 June 2020

1. GENERAL

1. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.

2. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.

3. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

4. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5. Contractor Manpower Reporting Application (CMRA):

a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.

b. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.

6. Work shall comply with local, state, and federal codes and applicable ANG Engineering Technical Letters (ETLs).

7. Materials incorporated into the work shall be new.

8. Asbestos Containing Materials (ACM) are not present in this facility.

2. CONTRACT PROCEDURES

1. This contract shall be awarded on a firm fixed price basis.

2. The government has provided a site plan and partial drawings and specifications for this project.

3. The contractor will be given one disc for the project during the site visit.

4. The contractor shall clean up all construction debris and remove all unused materials.

5. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.

6. The contractor shall submit as-built drawings depicting actual work completed.

3. PROJECT OBJECTIVE

1. As described in the ANG Site Preparation Requirements & Site Plan, work consists of constructing a concrete foundation pad and associated support work for a Relocatable Simulator Shelter (RSS) at the 176th Air Defense Squadron. Work includes:

i. Disassemble existing 8’ tall decorative security fence, approximately 160 LF, and store panels for future reinstallation, support posts will likely require replacement.

ii. Cut and remove existing asphalt paving and concrete curbing to accommodate construction of RSS slab and grade beam foundation.

iii. Excavate approximately 30 inches deep, to remove suspected unsuitable soils for RSS slab and grade beam foundation and new sidewalk.

iv. Backfill and compact excavated area with non-frost susceptible (NFS) material for subbase and classified base course (pit run material from Base’s gravel pit likely suitable for subbase).

v. Construct a reinforced concrete slab and grade beam foundation approximately 45’ x 90’, per the RSS manufacturer’s (SEA BOX) specifications.

vi. Construct a new 6’ wide concrete sidewalk, approximately 60 ft long.

vii. Stub up multiple buried conduits within a “utility area” in the slab as indicated on site layout drawing. Buried conduits shall extend beyond slab edge approximately 6 ft and be marked above grade, for future extension of electrical and communications services.

viii. Install various element for grounding electrode system elements to achieve a resistance of not more than 10 ohms for RSS. Grounding electrodes to include a buried ground ring around slab with ground rods on corners. The steel reinforcing in the grade beams and slabs will be utilized as concrete encased electrodes and bonded to grounding electrode system. Additional ground rods may be necessary for electrical service.

ix. Construct concrete curbing along RSS slab edges adjacent to asphalt paving.

x. Patch asphalt paving along new concrete curbing.

xi. Install electrical lines up to point of connection to the shelter (final connection to shelter to be done by others).

xii. Re-install salvaged fencing around new construction.

xiii. Re-grade and seed any disturbed soil over the project site.

xiv. Contractor shall work with equipment (shelter) installer to ensure proper scheduling between construction work and equipment install. Contractor should anticipate work stoppage for up to one (1) month, after the foundation is complete and before re-installing the fence line, while the equipment installer performs installation.

2. OPTION 1: Install of 80 new concrete anchored aircraft mooring points to secure HC-130J aircraft during high wind periods distributed over 5 parking spots. Contractor will also epoxy over all existing mooring points to make them level with surrounding concrete and keep water from making them deteriorate. See drawings in attachment 3 for details about mooring points requirements.

3. OPTION 2: Install communications lines to point of connection to the shelter (final connection to shelter to be done by others).

4. Contractor shall provide the following bid prices:

i. BASE BID: Provide price to construct foundation pad and all associated support work (fence relocation, earthwork, conduits, utility connection) with the exception of telecommunications wiring and connections.

ii. OPTION 1: Provide price to install 80 concrete anchored mooring points to secure HC-130J aircraft at 5 sites as described above.

iii. OPTION 2: Provide price to furnish and install telecommunications cabling from main building to the point of connection of the RSS.

5. The following attachments are provided as reference to this SOW:

iii. Att 3 – HC-130J mooring points drawings (3 pages)

6. The expected period of performance (PoP) for this work is 270 days from notice to proceed (NTP).
