TO ALL BIDDERS Amendment No. 1

Date: 07/13/20

Project: Construct Munitions Inspection Assembly Facility

Project No.: FXSB162207

The following changes, additions, and/or clarifications shall be made to the specifications for the work of the above project.

This addendum forms a part of the contract documents and in case of a conflict between drawings, specifications, and this addendum, the addendum shall govern.

Bid Questions, received 7/1/20 and 7/8/20 via emails from Gerald Romig, 7/6/20 via email from Capt.

Conner Van Fossen and 6/26/20 via email from Capt. Koch.

1. Please clarify metal siding panel: Is the panel intended to be a 3” insulated metal panel or corrugated metal siding over plywood with 3” fiberglass insulation blanket?

AE Response: Per 9/A-400 and 074213.13 FORMED METAL WALL PANEL spec on A-600;

Corrugated metal wall panels over waterproofing over exterior grade plywood sheeting with 3” fiberglass insulation between metal girts.

2. 133419 The spec for wall panels is unusual for a concealed fastener panel. Please confirm metal wall panel is to be concealed fastener.

AE Response: The wall panels do not need to be concealed fasteners.

3. 133419-4 H Please clarify surveyor qualifications and what is intended to be surveyed.

AE Response: No specifics qualifications required for “surveyor”. Per Spec,. “Before erection proceeds, survey elevations and locations of concrete and masonry bearing surfaces and locations of anchor rods. Bearing plates, and other embedments to receive structural faming, with erector present, for compliance with requirements and metal building system manufacturer’s tolerances.”

4. 133419-13 2.7 It is unusual and very expensive to match soffit with same material as the SSMR - Standing Seam Metal Roof. Please confirm the soffit is to be a concealed fastener panel.

AE Response: Soffit panels are only at door canopies. They do not need to match the SSMR or have concealed fasteners.

5. 133419-4 D, 133419-16 B.1 Please clarify the Land Surveyor requirement and qualifications of surveyor required.

AE Response: No specifics qualifications required for “surveyor”. Per Spec,. “Before erection proceeds, survey elevations and locations of concrete and masonry bearing surfaces and locations of anchor rods. Bearing plates, and other embedments to receive structural framing, with erector present, for compliance with requirements and metal building system manufacturer’s tolerances.”

Drawing Reference: A-400 Wall Type

6. Please clarify wall layout and wall type: A-400 refers wall types A1, A2, and A3. Please provide locations of exterior and interior walls and their correlating wall types.

AE Response: Detail 1/A-400 refers to wall types A, A1 and A2. The Floor Plan (1/A-110) shows the walls types A, A1, A2. They are all associated with the interior Toilet 101 walls.

Drawing Reference: A-600 Metal Deck

7. Please clarify metal deck: A-600 refers metal deck to structural drawings, structural drawings do not include metal deck in details. Is there metal deck on the canopy roof(s)? Please provide metal deck details, including type and gauge of deck. Note on A-600 simply states 20 ga minimum.

AE Response: This is a pre-eng metal building. The canopy should be part of the building. The only structural item we are providing is the foundations. Everything else should be by the PEMB.

8. S-001 Foundation note 1 references soil report by Northern Geotech. Please provide report for pre-bid efforts.

176 CES Response: a foundation design is provided for this project, the soil report will not be provided in addition to it.

9. F4 schedule references detail 12/S-500 which does not appear to match with the schedule F4 dimensions, and detail 12/S-500 references detail 15 which is not found in the drawings. Please clarify design and dimensions of Grade Beam, Stem Wall, and thickened edge slab.

AE Response: The reference to detail 15 on 12/S-500 should be to detail 14. All of the dimensions noted in the grade beam and footing schedule on S-110 are correct. The stem wall is 8” thick as noted in details 7 and 11 on S-500.

10. Based on drawings there is no below grade foundation insulation at stem wall or under slab. Please confirm.

AE Response: Foundation insulation is not required for continuously heated structures (kept above 40 deg F) like this one. The 42” minimum foundation embedment required on our drawings is in line with the recommendations of the geotech report for an uninsulated foundation.

11. What is access to the job going to be like? Will we need escorts? Do we have 24/7 access? What training is required and at what cost to the contractor?.

176 CES Response: Contractor will receive a base pass and each person driving on the airfield will receive a 30-minute airfield operations video-based training. Access will be limited to the work hours posted on the base pass, approximately 10 hrs per day. Additionally, if the contractor intends to use a crane or other tall equipment it must be pre-coordinated through 176 CES.

12. Where is the lay down and parking areas?

176 CES Response: Lay down and parking will be within the current grassy area bordered by fenceline to the west and north, Airdrop Ave to the east, and the unnamed road to the south.

13. Need a spec and design for parking lot pavement.

AE Response: See ASPHALT PAVING DETAIL (including notes), detail 1 on C-001. Concrete pavement: 6” PCC / 6” AB / 36” overexcavation. See detail herein:

14. Are storm/sewer/water utilities the responsibility of the base contractor (Doyon)? If so is that coordination the responsibility of the contractor? If so we need their schedule of availability.

AE Response: No; utilities installation in this area is the responsibility of the successful contractor.

Provide utilities as indicated in the drawings.

15. The project is set to be awarded in August with a 365 day PoP. Based on the time required to get administrative and material submittals done there will most likely not be enough time to make much progress before the winter months come and shut the project down. This leaves a construction period of April-August 2021, which does not seem like enough time. Is a PoP extension an option?

176 CES Response: The Government will extend PoP if necessary based on weather, etc. after contract award.

16. Can the Proposals be submitted electronically due to Covid-19 issues/precautions?

176 Contracting: Per solicitation section 00010 Notes, electronic submission of bids will not be accepted

17. On plan sheet ES-102, note 3 states that we are to install 4”conduit, (SINGULAR), from handhole E233A to the munitions building passing through handhole E233B. It states to install three 1.25” innerducts in the conduits, (PLURAL), from handhole E233A to the munitions building. Is there one or multiply 4” conduits being installed from handhole E233A via E233B to the munitions building?

AE Response: Yes, only one 4” conduit.

18. On plan sheet ES-102 it shows the raceway runs for both the communication and power to the Munitions Inspection Facility. On plan sheet E-503, detail one shows concrete encased ductbank for raceways crossing roads. The power feed is a single raceway to the facility will be crossing the roadway. Will it be required to be concrete encased?

AE Response: Yes, provide concrete encased per Spec 260543.3.2.B.

19. Plan sheet CS-101 shows the communication raceway being installed under the concrete parking apron. Will the communication raceway be required to be concrete encased?

AE Response: Yes, provide concrete encased per Spec 260543.3.2.B.

20. Bid item 0002 is requesting an amount/net amount to be entered on the bid schedule. What specifically should be entered here? Please note that when I attempted to direct my question to http://www.ecmra.mil. as directed by the CLIN description, the website came up with the following heading; “ECMRA is de-commissioned as of COB June 19th, 2020”

176 Contracting Response: Contractor Manpower reporting is scheduled to transfer from eCMRA to SAM. Reporting in SAM will use the same data elements and timing identified in the FAR clause for eCMRA. Currently, SAM does not have manpower reporting capability. A pending DFARS case is scheduled to be finalized the end of FY20. The resulting contract from this solicitation will be modified after award to incorporate the new ROEs for manpower reporting. Please bid the same level of effort associated with manpower reporting under the now decommissioned eCMRA.

21. Are there any known areas of previously existing concrete or asphalt portions of old runway, hard stand, or roads beneath the existing grade inside the limits of excavation?

AE Response: Refer to CD-101 for known limits of pavements, etc.

22. Is there any known contaminated soils within the limits of excavation?

AE Response: Soil contamination in the project work area is unknown. No contamination was identified in the environmental impact analysis.

23. Will environmental testing & sampling be required for excavation?

176CES Response: No. The only environmental measures defined in the environmental impact analysis include dust mitigation practices, such as watering and reducing speeds when travelling across exposed soils, and also returning the area to its original hydrology (i.e. re-seeding) as much as possible.

24. Will an engineered SWPPP plan be required?

AE Response: Yes; see also General Note 16 on C-001 and Specification 01 57 23. Note, strike article 01 57 23 1.3.A.

25. Is there a known high water table within the excavation limits?

176 CES Response: None known.

26. Is there a place on base where non-contaminated excess excavated material can be dumped?

176 CES Response: Yes, off the north end of the runway.

27. Is there a place on base where demolished concrete and asphalt can be dumped?

176 CES Response: No demolished concrete or asphalt is anticipated, but bid as if it is to be taken off base for disposal.

28. Will the base gravel pits be available for purchase of backfill material?

176 CES Response: Each contractor should coordinate their backfill source independently. The base gravel pits are run by a private contractor, so 176 CES has no purview into whether they are available.

29. What will be the requirements for top soil, seeding, and watering of areas to be restored after excavation if any?

176 CES Response: Per the environmental impact analysis, any exposed soils at the end of the project must be re-seeded to match o the hydrology of the area pre-construction as much as possible.

30. Will the water and sewer utilities for this project be awarded under a separate contract with Doyon or will they be part of this contract?

176 CES Response: Doyon only operates on the Richardson side of JBER, so all utilities work should be included under this contract and will be the responsibility of the awarded general contractor.

31. 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT--CONSTRUCTION MATERIALS (MAY 2014) (a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American --Construction

Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9). (b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a W50S6L20B0010 Page 13 of 64 determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.

What about materials made in S. Korea?

Do they conform to the BAA as they are a friendly nation. Any clarification and information is helpful not only for this project but for future ones. Thanks for your time, Captain. I appreciate.

176 Contracting Reponse: Per FAR 52.225-9(b)(1) states “This clause implements 41 U.S.C.chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for construction material that is a COTS item (see definition of COTS in FAR 2.101).” The Government has listed no materials under paragraph (2) to which the BAA does not apply. That said, for a determination on the inapplicability of the BAA the contractor would need to submit the information required by paragraphs (c) and (d) of the clause as evidence that the cost of domestic construction material would be unreasonable. At that point, the contracting officer would make a determination based on evidence of unreasonable cost.

32. Specification Section 033000, 1.7 –E 1 speaks to a Slab on Ground Mock-up needing to be constructed.

Is this requirement still needing to be performed?

AE Response: Slab on Ground Mock-up is not required.

Reference: 083323 Coiling door / A-400 Door Schedule

1. Please confirm if Door #100A is required to be a fire door.

a. 1.3 A-3 Makes reference to an automatic closing devise – 2.8 A Makes reference to Smoke Seals – 3.3

A-3 describes door as being tied into a fire release.

AE Response: Door #100A (rollup door) does not need to be fire rated.

2. Is the door required to be a fire rated door that is tied into the fire alarm?

a. The specification calls out for the operator and control equipment meeting NEMA ICS 6.

AE Response: Door #100 A does not need to be connected to the fire alarm system.

b. If door 100A is required to be a fire door, there are several components that are not available in a Hazardous classification. (slide lock would not be available due to the requirement of a slide lock interlock / Photo cells 2.9 F are N/A but an electric sensing edge can be provided) 2.9 J Horn and strobe N/A / 3.3 / 3.3 Fire release devise N/A unless mounted in a nonhazardous area. Please confirm the design intent.

AE Response: Door #100 A does not need to be a fire door.

3. Please confirm if the door requires a fire label or if the intent is more based around the hazardous requirements.

AE Response: Door #100 A does not need to be a fire door.
