PLANNING/CONSTRUCTION SERVICES
STATEMENT OF WORK
Construct Munitions Inspection Assembly Facility
FXSB162207
1. GENERAL
A. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.
B. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.
C. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
D. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC- III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
E. Contractor Manpower Reporting Application (CMRA):
i. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.
ii. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.
F. Work shall comply with local, state, and federal codes and applicable ANG Engineering
Technical Letters (ETLs).
G. Materials incorporated into the work shall be new.
H. Asbestos Containing Materials (ACM) are not present in this facility.
2. CONTRACT PROCEDURES
A. This contract shall be awarded on a firm fixed price basis.
B. The government has provided a complete design for this project.
C. The contractor will be given one disc for the project during the site visit.
D. The contractor shall clean up all construction debris and remove all unused materials.
E. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.
F. The contractor shall submit as-built drawings depicting actual work completed.
3. PROJECT OBJECTIVE
A. The installation requires facilities that are adequately sized, appropriately configured, and in good repair to support 4 PAA HC-130, 5 PAA HH-60, and 8 PAA C-17 aircraft and an associate mission. Project requirements include constructing a maintenance and inspection (M&I) facility including insulation, power, surge protection, telephone, internet, HVAC, floor drains, eye wash/ shower station, shop air, cyphered man doors, rollup garage doors, concrete floor with drains and grounding points, grounding bars, lightning protection, and bathrooms. An exterior parking pad is required with outlets for vehicle plug-in and exterior lighting. Relocation of nearby utilities including natural gas and high-voltage electric lines is also required to meet explosives safety criteria.
B. This project includes one (1) optional bid item – to install, terminate, and connect to source any associated telecommunications cabling required to provide full telecommunications capability as described in the plans and specifications. This option encompasses all work under DIVISION 27
- COMMUNICATIONS - 271323.
C. Period of Performance: 365 days after issuance of Notice to Proceed (NTP).
