About this file

This document is Amendment 0002 to a federal contract solicitation, specifically an updated Industry Questions and Answers attachment addressing clarifications on pricing models, staffing requirements, and contract labor standards.

The amendment provides critical updates to two previously disputed areas. First, regarding pricing and labor standards, the Government has incorporated FAR 52.222-43 (Price Adjustment for Multiple Year and Option Contracts) to address Service Contract Labor Standards wage adjustments. Offerors must propose separate annual escalation rates in the revised GFPM (Attachment 0003_GFPM_Revision 0002) for non-SCA Site Supervisor labor and SCA-covered Access Control Officer and Security Escort labor to account for anticipated cost growth over the 66-month period of performance, while the Government will independently provide for SCA wage and fringe benefit adjustments. Second, the amendment clarifies critical staffing baseline discrepancies by establishing that the contract requires exactly 69 full-time equivalents (FTEs)—comprising 10 Site Supervisors, 31 Access Control Officers, and 28 Security Escorts—representing individual FTEs, not positions per shift. The 31 Access Control Officer positions require 24/7/365 coverage, which calculates to approximately 142 FTEs operationally; however, offerors must propose and price strictly against the 69-FTE baseline in both Volume I Staffing Plans and Volume II Price Proposals, which will be evaluated under Section M.4.1.1. The GFPM Revision 0002 reflects approximately 180 calculated FTEs and 344,217 annual workload hours to support the operational coverage requirements.

Amendment 0002_Attachment A – Updated Industry Questions and Answers

Category Unique ID Synthesized Question &

Clarification Request

Formal Government Response

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-15 [UPDATED] The solicitation incorporates FAR 52.222-41 but does not appear to include FAR 52.222-43, Price

Adjustment (Multiple Year and Option Contracts).

Will the Government incorporate 52.222-43, or must offerors build anticipated SCA wage increases into their out-year pricing?

The solicitation is amended to incorporate FAR 52.222-43, Fair Labor

Standards Act and Service Contract Labor Standards—Price Adjustment

(Multiple Year and Option Contracts). The Government will provide for price adjustments to account for increases or decreases in wages and fringe benefits under the Service Contract Labor Standards. Offerors shall still propose escalation rates in the GFPM to account for any other anticipated cost growth over the 66-month period of performance.

Attachment 0003_GFPM_Revision 0002 replaces Attachment

0003_GFPM_Revision 0001 in its entirety. Revision 0002 provides separate annual escalation inputs for non-Service Contract Act (non-

SCA) Site Supervisor labor and Service Contract Act (SCA)-covered

Access Control Officer and Security Escort labor. Offerors shall use the applicable annual escalation input fields in Attachment

0003_GFPM_Revision 0002 to propose escalation for other anticipated cost growth, as applicable.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-09 [UPDATED] The GFPM calculates Access Control Officer requirements as positions per shift ("# Needed /

Shift") and applies a factor of 4.5816 FTEs per

24/7/365 post (8,760 hours / 1,912 hours per

FTE), resulting in ~142 ACO FTEs and a total requirement of ~180 FTEs across all labor categories, rather than the 69 total personnel cited in Technical Exhibit 4, Section L.4.1, and Section

M.4.1.1. Please clarify: (1) Whether the quantities in Technical Exhibit 4 and Sections L/M represent posts/shift or individual FTEs; (2) Whether offerors must price ~142 ACO FTEs (~180 total

FTEs) to support 31 posts 24/7/365; and (3)

Which figure offerors must address in the Volume

I Staffing Plan and which figure will be evaluated under Section M.4.1.1.

The numbers stated in Section L.4.1, Section M.4.1.1, and PWS

Technical Exhibit 4 (10 Site Supervisors, 31 Access Control Officers, and 28 Security Escorts, totaling 69) represent individual full-time equivalents (FTEs), not posts per shift the total number of required operational positions/posts identified in the “# Needed / Shift” column.

The quantity of 69 does not represent the total number of calculated Full-

Time Equivalents (FTEs) required to perform the stated coverage requirements.

The solicitation will be amended to correct the GFPM calculation error and align all formula models directly with the 69-person (FTE) baseline.

Offerors must propose and price exactly 69 FTEs (10 Site Supervisors, 31 Access Control Officers, 28 Security Escorts). Volume I Staffing

Plans and Volume II Price Proposals will be evaluated under Section M strictly against this 69-FTE baseline.

The 31 Access Control Officer positions require 24 hours per day, 7 days per week, 365 days per year coverage and convert to approximately

142 calculated FTEs. Offerors shall prepare their Volume I Staffing Plan and Volume II Price Proposal using the staffing hours, calculated FTEs, and labor categories reflected in Attachment 0003_GFPM_Revision

0002. The GFPM reflects approximately 180 calculated FTEs and

344,217 annual workload hours.

Updated Government Responses: The responses below supersede the corresponding Government responses in Amendment 0001_Attachment A - Industry Questions and Answers. The original questions remain unchanged. In the event of any inconsistency, Amendment 0002 and Attachment 0003_GFPM_Revision 0002 shall control.
