About this file

This document is Amendment 0001, Attachment A to a federal contract solicitation, containing Industry Questions and Answers addressing clarifications to an Indefinite Delivery Indefinite Quantity (IDIQ) contract for security and access control services.

The contract, solicitation number W50NH9-26-R-A028, is issued by the Department of Defense for INSCOM G-2 ACES (All-Cleared Entry Security) services across multiple locations including Fort Belvoir VA, Fort Meade MD, Charlottesville VA, Killeen TX, Augusta GA, and Metro Park VA/NCR. The requirement encompasses 69 full-time equivalent (FTE) positions consisting of 10 Site Supervisors, 31 Access Control Officers, and 28 Security Escorts, with a maximum contract ceiling of $84.2 million across all ordering periods including potential six-month FAR 52.217-8 option extension. The contract has a 66-month maximum duration with a 12-month base period inclusive of a 30-day transition/phase-in period, and performance is expected to commence on or around January 27, 2027. All contractor personnel must possess active, final-adjudicated Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and the successful awardee must hold an active Top Secret Facility Clearance. Compensation must comply with applicable Service Contract Labor Standards wage determinations by location. The evaluation emphasizes the Staffing Plan Factor as significantly more important than Cost/Price, with proposals limited to five pages for Volume I. Key deliverables include a Quality Control Plan (CDRL A001), Staffing/Staff Management Plan (CDRL A007), and Transition-In Plan (CDRL A010), with the transition plan due post-award within five business days rather than with the proposal submission.

Amendment 0001_Attachment A - Industry Questions and Answers

Category Unique ID Synthesized Question & Clarification Request Formal Government Response Contract Terms, Ordering Procedures & Administration UQ-CON-01 Paragraph B.4 states task orders may be issued unilaterally or bilaterally without RTOPs, while PWS 1.6.9.2 requires contractors to prepare a staffing plan (CDRL A007) with cost breakdowns for each task order award.

In light of 1.6.9.2, will the Government confirm whether task orders will be issued bilaterally?

Clarification: Initial task orders aligned with the awarded pricing model and PWS baseline may be issued unilaterally by the Contracting Officer. Bilateral task order modifications will be executed whenever new performance locations, scope modifications, or equitable cost adjustments are required.

Contract Terms, Ordering Procedures & Administration UQ-CON-02 Section B.3.2 establishes an $84,200,000 maximum ceiling across all ordering periods. Does this $84.2M ceiling include amounts ordered during the potential six-month FAR 52.217-8 option extension, or is the extension value in addition to the stated ceiling?

The cumulative program maximum ceiling of $84,200,000 includes all ordering periods and any extension executed under FAR 52.217-8.

Contract Terms, Ordering Procedures & Administration UQ-CON-03 Section L.4.3.2 instructs offerors to submit a signed SF 33 cover page, whereas the solicitation was issued on Standard Form 1449. Please confirm which form offerors must execute and submit.

Section L.4.3.2 is administratively corrected: offerors must complete and submit the signed Standard Form 1449, along with signed copies of Standard Form 30 for all solicitation amendments.

Contract Terms, Ordering Procedures & Administration UQ-CON-04 Would the Government accept the annual Representations and Certifications completed on SAM.gov rather than requiring offerors to complete Section K within the solicitation document?

Yes. Amended in L.4.3.2. Offerors may verify compliance via active SAM.gov representations and certifications. If SAM.gov representations are current, offerors only need to submit RFP-specific fill-ins not captured in SAM.gov.

Contract Terms, Ordering Procedures & Administration UQ-CON-05 Several RFP attachments reference Solicitation W50NH9-26-R-A003, whereas the RFP number is W50NH9-26-R-A028. Please confirm the correct solicitation number.

The correct, governing solicitation number is W50NH9-26-R-A028. Attachments displaying 'A003' reflect prior draft references and are superseded by the RFP cover.

Contract Terms, Ordering Procedures & Administration UQ-CON-06 The solicitation does not state a deadline, format, or submission method for vendor questions. Please confirm question submission rules.

The formal vendor question deadline has concluded. Official responses are provided via this amendment. Any subsequent administrative inquiries must be submitted electronically to the Contracting Officer and Contract Specialist.

Contract Terms, Ordering Procedures & Administration UQ-CON-07 DFARS 252.237-7023 references a Mission-Essential Contractor Services Plan. This is not listed in Section L. Please confirm whether this is required with the proposal, which volume it belongs in, and whether it counts toward the Volume 1 page limit.

A Mission-Essential Contractor Services Plan is not required to be submitted with the proposal. The successful awardee will be required to develop this plan post-award in coordination with the Government.

Contract Terms, Ordering Procedures & Administration UQ-CON-08 The solicitation was issued using an SF 1449 cover page, but Section L.4.3.2 requests submission of a signed SF 33. Please confirm which form offerors are required to sign and return with the proposal.

Section L.4.3.2 is administratively corrected. Offerors must complete, sign, and submit the **Standard Form 1449** provided with the solicitation, along with signed copies of Standard Form 30 for all solicitation amendments.

Contract Terms, Ordering Procedures & Administration UQ-CON-09 Please confirm whether the 30-day phase-in period is included within the 12-month base period (resulting in 11 months of full performance) or if it precedes the base period of performance.

The 30-day transition/phase-in period is inclusive of the start of the 12-month base period of performance.

Contract Terms, Ordering Procedures & Administration UQ-CON-10 Please identify the specific Service Contract Labor Standards (SCLS) occupational title and code in Attachment 0005 (Wage Determination) that applies to each labor category (Site Supervisor, Access Control Officer, and Security Escort). Does the Government anticipate these roles will map to specific occupations, such as Guard I or Guard II, or should offerors map these classifications independently?

Offerors shall independently map the contract labor categories to the most appropriate occupations listed in the Department of Labor (DOL) Service Contract Act (SCA) Directory of Occupations and the applicable Wage Determination provided in the solicitation. The correct mapping is determined by the specific duties described in the Performance Work Statement (PWS) for each labor category, not by the job title alone. Offerors are responsible for conducting their own analysis of the PWS duties to ensure their proposed classifications and corresponding wage rates are compliant with SCA regulations.

Contract Terms, Ordering Procedures & Administration UQ-CON-11 There is a conflict between Section M.4, which states that the "Staffing Plan is significantly more important than Cost/Price," and the FAR 52.212-2 clause included in the solicitation, which still contains unresolved bracketed instructional language regarding the relative importance of factors. Please confirm that Section M.4 governs the source-selection weighting and clarify if the FAR clause will be amended.

The solicitation is amended to remove the bracketed instructional language from FAR 52.212-2. The relative importance of the evaluation factors is governed by Section M of the solicitation. As stated in Section M.4, the Staffing Plan Factor is significantly more important than the Cost/Price Factor.

Contract Terms, Ordering Procedures & Administration UQ-CON-12 PWS Section 1.6.13 (Organizational Conflict of Interest) and the following Non-Disclosure Agreement clause are both numbered "1.6.13." Would the Government please issue a corrected PWS with proper sequential numbering to avoid ambiguity in compliance mapping?

The Performance Work Statement (PWS) is amended. The section for Non-Disclosure Agreement has been renumbered from PWS 1.6.13 to PWS 1.6.13.1 to resolve the duplicate numbering.

Contract Terms, Ordering Procedures & Administration UQ-CON-13 There is a discrepancy between Section B.2.2, which states a maximum contract duration of sixty-six (66) months (inclusive of all options and the FAR 52.217-8 extension), and PWS Section 1.5, which describes a 60-month ordering period. Please clarify the governing maximum duration and confirm if the 30-day transition period is included within the 12-month base year.

Section B.2.2 of the solicitation provides the governing terms. The total maximum duration of the contract, including the base period, all four (4) option periods, and the potential six-month extension under FAR 52.217- 8, shall not exceed sixty-six (66) months. The PWS 1.5 Ordering Period has been amended. The 30-day transition period is included within the 12-month base ordering period and does not add to the total contract duration.

Contract Terms, Ordering Procedures & Administration UQ-CON-14 Can the government please provide a timeline for when the specific location task orders will be solicited and awarded?

The initial task orders for the primary performance locations are expected to be issued concurrently with the base IDIQ contract award. The Government anticipates all initial task orders will be awarded within the 30-day transition period to ensure full operational capability on Day 1 of the performance period.

The Government’s objective is to make an award on or about December 27, 2026, allowing the 30-day transition period to occur immediately prior to the targeted January 27, 2027 performance start date.

However, the final contract award date remains TBD pending the completion of source selection evaluations.

The 30-day transition/phase-in period is dynamically linked to the actual date of contract award and precedes the start of full performance. If source selection requires additional time, the Government maintains the option to extend the incumbent contract, and the performance start date in Section F will be administratively adjusted upon award to ensure the full 30-day transition occurs prior to Day 1 of full performance.

Contract Terms, Ordering Procedures & Administration UQ-CON-17 Does the Government require the Contractor to complete and submit the table in Section I, FAR 52.212-2, as part of the proposal?

The table included within FAR 52.212-2 is for Government use in defining the evaluation factors and is not an offeror fill-in. It has been amended to delete the request to the KO for fill-in. Offerors are not required to complete or submit this table.

Contract Terms, Ordering Procedures & Administration UQ-CON-18 Would the Government please consider extending the proposal due date by two weeks to allow for a more thorough proposal preparation?

Yes

Experience & Qualification Requirements UQ-EXP-01 PWS 1.6.9.6(b) states that the Shift Supervisor must possess four (4) years of experience as an Access Control Officer (ACO) and two (2) years of experience as an Access Control Supervisor. Since there are no Access Control Supervisor labor categories on this contract from which to gain such experience, will the Government consider removing the requirement for two

(2) years of Access Control Supervisor experience?

The requirement remains as stated. The Government clarifies that the required two (2) years of supervisory experience does not need to have been gained exclusively under this specific contract. Relevant supervisory experience gained under predecessor contracts, on other federal or commercial contracts, or in equivalent supervisory positions held at other companies is acceptable, provided the experience demonstrates the capability to perform the duties outlined in the Performance Work Statement (PWS).

Experience & Qualification Requirements UQ-EXP-02 Section M.2.1(j) states an offeror may be rejected if it does not have a minimum of four (4) years of experience as an Access Control Officer utilizing security systems such as DISS (referencing PWS 1.6.9.6(d)), whereas PWS 1.6.9.6(b) establishes this four-year requirement for Site Supervisors and PWS 1.6.9.6(d) requires only two years for ACOs. Please clarify: (1) Does this requirement apply to the offeror's corporate experience, proposed Site Supervisor personnel, or another labor category? (2) Please confirm the correct PWS cross-reference.

The solicitation is amended. (1) Section M.2.1(j) applies to the proposed Site Supervisor labor category qualifications, not the offeror's corporate experience. (2) The reference will be administratively corrected from PWS 1.6.9.6(d) to PWS 1.6.9.6(b). Offerors do not need to submit corporate past performance to satisfy this criterion.

Experience & Qualification Requirements UQ-EXP-03 If the four-year experience requirement in Section M.2.1(j) applies to corporate experience, for an SBA-approved 8(a) Mentor-Protege or Joint Venture, will the Government evaluate the qualifying experience of either or both Joint Venture members to determine compliance?

See response to UQ-EXP-02. Section M.2.1(j) applies to proposed personnel (Site Supervisor) only, not corporate experience.

Experience & Qualification Requirements UQ-EXP-04 Please clarify what specific documentation offerors must submit to demonstrate compliance with Section M.2.1(j), given that Section L does not require a separate Corporate Experience or Past Performance volume.

Offerors must demonstrate how their proposed personnel or recruitment/vetting standards ensure that all assigned Site Supervisors meet or exceed the four-year ACO and DISS experience requirements within the narrative of Volume I Staffing Plan Factor. No separate corporate experience volume is required.

Section D is not applicable. Section H is also not applicable for this soliciation. It includes special contract requirements that are not covered elsewhere in the solicitation.

Contract Terms, Ordering Procedures & Administration UQ-CON-15 Section F lists a period of performance beginning January 27, 2027, and PWS 1.6.15.1 requires full transition within 30 calendar days of contract award. What is the anticipated award date, and will the 30-day transition period occur prior to January 27, 2027, or within Ordering Period 1?

Contract Terms, Ordering Procedures & Administration UQ-CON-16 The solicitation document appears to be missing Section D (Packaging and Marking) and Section H (Special Contract Requirements). Will the Government please provide these sections?

Experience & Qualification Requirements UQ-EXP-05 Please clarify the discrepancy regarding the four-year Access Control Officer experience requirement. Section M.2(j) states the *offeror* may be rejected if it lacks this experience, referencing PWS 1.6.9.6(d), while PWS 1.6.9.6(b) assigns this requirement to *Site Supervisor personnel* and 1.6.9.6(d) requires only two years of experience for Access Control Officers. Does Section M.2(j) establish a corporate or personnel qualification requirement?

The four-year experience requirement in Section M.2(j) applies to the proposed **Site Supervisor** labor category, not the offeror's corporate experience. The solicitation will be administratively corrected to reference PWS 1.6.9.6(b). This aligns with the qualifications specified for Site Supervisor personnel.

Experience & Qualification Requirements UQ-EXP-06 Please clarify what specific types of experience satisfy the one-year experience requirement for Security Escorts under PWS 1.6.9.6(d)(2).

Qualifying experience includes any combination of one (1) cumulative year performing access control, physical security monitoring, facility/visitor escorting, static guard operations, law enforcement, military service (combat arms, military police, or physical security duties), or related industrial/government security oversight within a cleared defense facility, military installation, or controlled government access area.

(1) The designated Key Personnel for this contract are the Site Supervisors and Access Control Officers.

PWS 1.6.9.6 has been amended. The Project Manager is not designated as Key Personnel.

(2) No, the Government does not require the submission of resumes or letters of commitment with the proposal. Evaluation is based on the offeror’s overall staffing strategy, not named individuals.

(3) The Project Manager referenced in PWS 5.1 is considered an off-site, unpriced corporate administrative function. Offerors shall account for the costs associated with this corporate point of contact within their G&A or overhead rates. The PM role shall not be priced as a direct labor category in the GFPM.

Experience & Qualification Requirements UQ-EXP-08 The description of personnel requirements in the PWS indicates there are age restrictions for all staffing labor categories; however, FAR part 22.901 specifically prohibits employers from discriminating on the basis of age without a bona fide occupational qualification or a statutory requirement.

For the Site Supervisor PWS paragraph 1.6.9.6(b), it states, "Site Supervisors shall... be a minimum age of 25 years of age"

For the Access Control Officers (PWS 1.6.9.6(d)), it states, "Access Control Officers shall... be a minimum of 21 years of age"

For the Escorts (PWS 1.6.9.6(d)(2)), it states, "Escorts shall... be a minimum of 21 years of age"

Would the government please remove these age restrictions from the labor category qualifications for all staffing, or clarify how these qualification requirements relate to a bona fide occupational qualification / and or statutory requirements?

The Government will not remove the age restrictions from the PWS.

Under FAR 22.901 and Executive Order 11141, age-based criteria are permissible when they constitute a Bona Fide Occupational Qualification (BFOQ) reasonably necessary to the normal operation of the business. For the INSCOM G-2 ACES contract, these restrictions are based on the following justifications:

1. The TS/SCI and Experience Timeline (ACOs & Escorts - Age 21): The PWS mandates that all performing personnel possess an active, adjudicated TS/SCI clearance and a minimum of two (2) years of verified, professional access control/security experience. Under Federal Personnel Vetting Standards (SEAD 4 / SF-86), background investigations require verification of a 10-year history, and investigable adult history is not established prior to an applicant's 18th birthday. Because sponsor agencies do not clear minors, and individuals must accumulate two (2) years of active, adult professional experience post-adjudication, it is legally and chronologically impossible for a candidate to meet the mandatory PWS credentials prior to age 21. Establishing a minimum age of 21 is a BFOQ necessary to guarantee a compliant, fully cleared, and experienced "Day One" compliance.

2. Supervisory Career Progression (Site Supervisors - Age 25): The Site Supervisor role demands a level of advanced professional experience, leadership maturity, and critical decision-making capacity necessary to oversee high-priority physical security operations, manage subordinate personnel, and interface effectively with military leadership in emergency scenarios. The Site Supervisor role is an advanced tier on this qualification ladder. Supervisors must meet the baseline TS/SCI requirements and possess the baseline two (2) years of access control experience, plus an additional two (2) years of verified supervisory experience leading teams and managing operations. The minimum age of 25 represents a recognized BFOQ threshold ensuring the command presence, operational background, and seasoned judgment necessary to oversee sensitive intelligence facility security operations safely and effectively.

Incumbent & Historical Performance UQ-INC-01 Will the Government provide the incumbent contract's annual turnover rate, average time-to-fill for vacant posts, and the number of post-hours unfilled or covered by overtime over the past 12 to 24 months?

This historical administrative data is not available and is not considered necessary for proposal preparation.

Offerors are expected to propose realistic management, recruiting, and retention strategies based on their own corporate capabilities and market conditions to meet the PWS requirements.

Places of Performance & Location Discrepancies UQ-LOC-01 PWS 1.1.1 states that under the National Capital Region (NCR) statutory exception, approved new locations may be added to task orders at 'no additional cost to the Government.' Please clarify: (1) Will Wage Determination 2015-4281 (Washington, D.C.) be incorporated? (2) If D.C.

is added, will Fort Belvoir rates apply, given that Attachment 3 has no line for D.C.? (3) Please confirm that any incremental hours or locations beyond baseline orders will be fully funded under master contract rates.

(1) WD 2015-4281 will be incorporated via amendment. (2) If performance in Washington, D.C. is required, the Fort Belvoir / NCR fully burdened labor rates will govern. (3) Confirmed. The phrase 'at no additional cost to the Government' refers to facility reassignments within the NCR without expanding overall scope. Any net increase in required FTEs or labor hours will be funded under bilaterally negotiated change orders using awarded rates.

Experience & Qualification Requirements UQ-EXP-07 PWS 1.6.9.6 outlines key personnel substitution procedures, PWS 2.1.8 references rejection for lack of commitment from key personnel, and PWS

5.1 requires a named Project Manager (PM). However, no PM labor category is listed in the pricing model. Please confirm: (1) Which positions are officially designated as Key Personnel; (2) Whether resumes or letters of commitment are required with the proposal; and (3) How the PM role should be handled for proposal and pricing purposes.

Places of Performance & Location Discrepancies UQ-LOC-02 PWS 1.6.5 lists Aberdeen Proving Ground (APG), MD as a performance site, but Attachment 3 (GFPM) contains no staffing or pricing lines for APG.

Should APG be deleted from the PWS, or should it be added to the GFPM along with Wage Determination 2015-4265? If not added to the GFPM, should APG be priced as an ad-hoc future task order location?

Aberdeen Proving Ground (APG) is NOT a current performance location. PWS 1.6.5 will be amended to remove APG from the list of performance locations. It is not included in Attachment 0003 (GFPM) and offerors shall not price APG.

Places of Performance & Location Discrepancies UQ-LOC-03 Please provide the authoritative list of performance locations. PWS 1.6.5 lists 7 locations (Augusta, APG, Alexandria, Fort Meade, Fort Belvoir, Charlottesville, Killeen); CLIN x003 omits APG and Alexandria, and refers to 'Fort Meade, VA' (which appears to be a typo for Fort Meade, MD); and DD Form 254 includes Metro Park and Savannah. Please reconcile these references across the RFP.

The solicitation will be amended to remove APG, the DD254 is a Draft, Savannah, GA as a location will be removed as a location when the contract is awarded. The authoritative primary performance sites are: (1) Fort Belvoir, VA; (2) Fort Meade, MD; (3) Charlottesville, VA; (4) Augusta, GA; and (5) Killeen, TX. Springfield, VA/Metro Park is classified under the NCR (Fort Belvoir) umbrella. APG, MD, and Savannah, GA, are deleted.

All CLINs have been updated to refer to locations on the GFPM, Revision 0001.

Places of Performance & Location Discrepancies UQ-LOC-04 PWS 1.6.8.3 specifies that FTEs at Warren, MI only require Secret clearances, yet Warren is not identified in PWS 1.6.5, Section B CLINs, Technical Exhibit 4, or the GFPM. Is Warren, MI within the scope of this requirement? If so, what are the labor categories, FTE counts, and pricing mechanisms for this location?

Warren, MI is NOT within the scope of this contract. PWS 1.6.8.3 is amended to remove the reference to Warren, MI. All operational billets require TS/SCI eligibility.

Places of Performance & Location Discrepancies UQ-LOC-05 PWS 1.1.1 and Attachment 0006 4.0 provide that approved new locations may be identified in individual Task Orders. For purposes of these provisions, please clarify whether a “new location†means a new geographic performance location, facility, or installation, or whether relocating, establishing, or changing a security/access-control post within an existing geographic performance location would also constitute a new location.

This can mean any of the above. If a location/LCAT has not been previously proposed, a negotiated change order will be executed against the IDIQ.

State Licensing & Credentials UQ-LIC-01 Does the Government require a state private security business license, individual registration, training credential, or other state security authorization for any of the specified services? If so, please identify the credential, state, labor category, and performance location to which each requirement applies. What is the deadline for obtaining such credentials (e.g., proposal, award, performance start)? How does this apply to prime vs.

subcontractors and on federal vs. non-federal property?

The Government has not identified any state-specific security licensing, registration, or credentialing requirements applicable to the work performed under this contract. Performance of all services will occur on federal property, where state licensing requirements are typically superseded by federal jurisdiction. Offerors are responsible for ensuring their own compliance with all applicable federal, state, and local laws. If there is something state or location specific, it would be included in the PWS for that task order. State licenses are not a condition of proposal eligibility or award for either prime or subcontractors.

Operational Scope, Equipment & Deliverables UQ-OPS-01 PWS 4.7 provides uniform specifications for Access Control Officers. Are Site Supervisors and Security Escorts also required to wear uniforms?

Yes. All on-duty operational personnel (Site Supervisors, Access Control Officers, and Security Escorts) must wear designated contract uniforms while performing official duties.

PWS 4.7 states that identification name tags shall be worn over the breast shirt pocket for the non-inclement uniform, but does not define acceptable shirt types.

Specific uniform style and color standards (including the choice of non-inclement shirts, polo shirts, and fabric colors) are established by the successor contractor, provided they present a highly professional appearance that conforms with the minimum guidelines outlined in PWS 4.7.

(1) Will the Government accept polo shirts for the non-inclement uniform under the required dark blue blazer?

The Government will accept professional-grade polo shirts under the required dark blue blazer. There is no specific Government-preferred shirt color; however, the contractor must ensure uniform colors are standardized across all personnel at a given performance location.

(2) What color would the Government prefer for the non-inclement shirt?

Operational Scope, Equipment & Deliverables UQ-OPS-06 PWS Part 5 details duties for PMs, ACOs, and Escorts, but omits specific duties for Site Supervisors. What are the Site Supervisor duties? Can an ACO fulfill collateral supervisory duties when the Site Supervisor is off-duty?

Site Supervisors are responsible for on-site post management, shift scheduling, daily muster, incident reporting, and liaison with the COR. When the primary Site Supervisor is off duty, the contractor may designate a qualified lead ACO to assume collateral supervisory duties.

Operational Scope, Equipment & Deliverables UQ-OPS-07 PWS 1.6.1 requires the Quality Control Plan (CDRL A001) within 15 workdays after award, while Technical Exhibit 2 specifies 30 calendar days.

Which timeframe governs?

CDRL A001 (Quality Control Plan) governs: Technical Exhibit 2 is updated is due within thirty (15) workdays after contract award.

Operational Scope, Equipment & Deliverables UQ-OPS-02

Operational Scope, Equipment & Deliverables UQ-OPS-08 PWS 1.6.12 requires the Monthly Status Report (CDRL A005) within 5 calendar days after the reporting period, while Technical Exhibit 2 specifies the 10th workday. Which governs?

CDRL A005 (Monthly Status Report) governs: Technical Exhibit 2 is updated. MSR is due no later than the tenth (5th) workday following the end of the monthly reporting period.

Operational Scope, Equipment & Deliverables UQ-OPS-09 Technical Exhibit 2 lists CDRL A006 as 'Reserved,' whereas other documents reference a CPARS Self-Assessment. Is A006 required?

CDRL A006 remains 'Reserved.' An annual CPARS contractor self-assessment is voluntary and not a mandatory deliverable.

Operational Scope, Equipment & Deliverables UQ-OPS-10 PWS 1.6.9.2.1 states the prime must incur at least 50% of personnel costs with its own employees, whereas FAR 52.219-14 allows work performed by similarly situated entities to count toward the 50% standard. Will compliance follow FAR 52.219-14?

Yes. In accordance with FAR 52.219-14 (Limitations on Subcontracting), services performed by similarly situated small business subcontractors will count toward satisfying the 50% performance requirement.

Operational Details UQ-OPS-11 Other than uniforms, should bidders take into consideration pricing for any other Personal Protective Equipment (PPE)?

The contractor is responsible for providing any standard corporate or OSHA-required PPE not otherwise provided by the Government, the costs of which should be included in the proposed labor rates.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-01 FAR Clause 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment) is omitted from the solicitation. Can the Government confirm that FAR 52.222-43 was excluded because offerors are expected to escalate SCLS labor rates in outyears, and should all anticipated statutory wage/fringe increases be incorporated into proposed escalation and ceiling rates?

The solicitation has been amended to include FAR Clause 52.222-43. It is the contractor's responsibility to comply with the FLSA and SCLS. The Government's prices paid to the awardee will be based on the fixed price hourly labor rates proposed within the GFPM during performance (unless a price adjustment per 52.222-43 applies).

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-02 CLIN X001 references PWS tasks 1.6.9.6(b)(d)(1), and CLIN X002 references PWS 1.6.9.6(d)(d)(1). Because ACO duties are covered under 1.6.9.6(d)(d)(1), both CLINs appear to encompass Access Control Officers.

Please clarify the distinct scope of each CLIN.

It was included because the Site supervisor has ACO responsibilities.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-03 Please clarify whether offerors must complete and submit the pricing fill-ins in Section B of the RFP, or if submitting Attachment 0003 (GFPM) fully satisfies the pricing submission requirement.

Submission of the completed Attachment 0003 (GFPM) satisfies the pricing factor submission. Offerors do not need to fill out individual unit prices in Section B, only the GFPM.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-04 CLIN X003 covers multiple geographical locations with distinct prevailing wage rates, yet Section B requests a single unit price. What unit price should offerors enter in the Section B CLIN table?

See response to UQ-PRC-03. Offerors may leave Section B CLIN unit prices blank or state 'See Attachment 0003.' Attachment 0003 captures the location-specific hourly rates for CLIN X003.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-05 PWS 4.7 mandates uniforms. In Attachment 3 (GFPM), Row 75 of the 'Labor Summary All Periods' tab provides an Other Direct Costs (ODC) line for uniforms; however, this cell is locked. Will the Government issue an unlocked pricing workbook so offerors can enter uniform costs?

There are not any ODC's so that field is not required. The Contractor shall furnish all supplies, equipment, property and services required to perform work under this contract that are not listed under Section 3 of this PWS. The ODC row has been deleted from the GFPM.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-06 For the Security Escort Labor-Hour CLINs, will the Government provide estimated annual labor hours by location, or should offerors only propose fully burdened hourly labor rates?

Attachment 0003 (GFPM) lists Security Escorts at each authorized facility. Offerors shall propose their fully burdened hourly rates against those locations. Hours will be determined per location's task order.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-07 Attachment 3 allows offerors to propose escalation factors other than 3.0%;

however, changing the yellow escalation input cells does not alter calculated totals or labor rates. Is escalation intended to impact evaluated pricing? If so, will the Government release an updated GFPM with functional formulas linking escalation inputs to all outyear rates?

Attachment 0003 will be corrected via amendment. The revised workbook will activate formulas linking the escalation input percentage cell to outyear rate calculations, ensuring offeror escalation assumptions flow into the Total Evaluated Price (TEP).

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-08 If the Government modifies Site Supervisor or ACO staffing counts post-award, what pricing mechanism will be utilized to adjust the Firm Fixed Price task orders?

The GFPM determines the fixed price hourly rates for the IDIQ. Individual task orders will determine individual staffing needs and will utilize the fixed price hourly rates, alongside the staffing needs and hours of the task order, to determine the pricing of each task order.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-09 Section L.4.2.1.3.1 requires a price narrative justifying proposed labor rates and escalation. Please confirm whether the price narrative belongs in Volume II and confirm that it has no page limit.

Confirmed. The Price Narrative is part of Volume II Price Factor and has no page limit.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-10 Section M.4.2.4 states the GFPM must include pricing for travel and Defense Base Act (DBA) insurance; however, PWS 1.14 lists travel as 'None' and the GFPM lacks entry lines for travel/DBA. Should offerors include travel/DBA costs, and will designated input fields be added to the

GFPM?

Section M.4.2.4 is amended to remove the requirement to price Travel and DBA insurance. No travel or OCONUS DBA insurance is anticipated for this domestic contract.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-11 Section M.4.2.1 indicates price reasonableness, completeness, and unbalanced pricing will be evaluated, but does not state price realism will be evaluated. Will the Government perform a price realism analysis to ensure proposed rates are adequate to recruit and retain TS/SCI cleared personnel?

M.4.2.3 addresses only price reasonableness, which assesses whether a proposed price is too high. Given the requirement for cleared access control personnel and the retention risk inherent in these positions, low proposed compensation could affect post coverage, clearance continuity, and mission performance. Will the Government amend Section M to add a price realism evaluation?

For the Government's consideration, we suggest the following language, modeled on the concept in FAR 52.222-46 and tailored to SCA-covered cleared positions:

M.4.2.X Price Realism: The Government will evaluate the realism of each offeror's proposed labor rates and compensation for cleared personnel to determine whether the proposed price reflects a clear understanding of the requirement and is consistent with the offeror's technical approach. Proposed compensation that is unrealistically low, including compensation at Wage Determination minimums without a credible recruitment and retention approach, may be assessed as presenting performance risk. Such risk will be considered in the overall evaluation and may result in a proposal being found unacceptable.

The Government will evaluate the Price Factor in accordance with Section M.4.2.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-12 The solicitation Section B.5 only lists CLINs X001-X004 and combines 5 locations into CLIN X003, while Attachment 0003 lists CLINS X001- X0010 with one CLIN for each location. Additionally, Section B.5 CLINs X002 is for Access Control Officer Support, whereas Attachment 0003 lists CLINs X002 as Escort CLINs. Can the government please clarify the desired CLIN structure?

Section B in the solicitation will be updated upon award. Please use Attachment 0003, Revision 1 (GFPM) to propose to the CLIN's as listed.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-13 Given the complexity of the GFPM workbook, will the Government please provide an unlocked copy of the workbook, under the assumption that offerors are responsible for ensuring the accuracy of all formulas?

The Government will not provide a fully unlocked version of the GFPM. Offerors must use Attachment 0003, Revision 1, which corrects previously identified formula errors and unlocks all required input cells. Offerors are responsible for entering data into the designated yellow cells; all other calculation cells are locked to ensure consistency in evaluation.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-14 Will the Government evaluate proposed rates for cleared personnel against the applicable Wage Determination alone, or will it also consider market data for cleared security personnel in the performance location?

Price proposals will be evaluated for completeness, mathematical accuracy, and price reasonableness in accordance with Section M. While the applicable Department of Labor (DOL) Wage Determination establishes the mandatory minimum wage and benefit baseline, the Government will evaluate proposed rates to ensure they are sufficient to attract and retain the highly cleared personnel required for performance.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-15 The solicitation incorporates FAR 52.222-41 but does not appear to include FAR 52.222-43, Price Adjustment (Multiple Year and Option Contracts).

Will the Government incorporate 52.222-43, or must offerors build anticipated SCA wage increases into their out-year pricing?

The solicitation is amended to incorporate FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts). The Government will provide for price adjustments to account for increases or decreases in wages and fringe benefits under the Service Contract Labor Standards. Offerors shall still propose escalation rates in the GFPM to account for any other anticipated cost growth over the 66-month period of performance.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-16 The solicitation Section B.5 only lists CLINs X001-X004 and combines 5 locations into CLIN X003, while Attachment 0003 lists CLINS X001- X0010 with one CLIN for each location.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-17 Will the Government add a cost-reimbursable or Time & Materials (T&M) CLIN, possibly with a Not-To-Exceed plug value, to cover the costs of the uniform requirement outlined in PWS 4.7?

No. The Government will not be adding a separate cost-reimbursable or T&M CLIN for uniforms. All costs associated with providing and maintaining uniforms must be factored into the offeror's proposed Firm-Fixed-Price (FFP) and Labor-Hour (LH) fully burdened rates.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-18 The PWS states the remedy for performance below the threshold will be a reduction of the invoice. Will the Government provide the exact calculation used to determine the financial impact of missed performance standards?

The Government will calculate deductions based on the severity and frequency of the performance failure, in accordance with the Performance Requirements Summary (PRS). For each instance of non-conformance, a deduction will be calculated based on the percentage of the service not rendered or improperly rendered, applied to the fixed-monthly rate for the affected CLIN and location. The specific deduction amount will be determined by the Contracting Officer.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-19 How should offerors propose and capture costs associated with Transition-In and Transition-Out activities, given the GFPM does not include a separate mechanism for these costs?

All costs associated with transition activities, including both phase-in and phase-out, must be factored into the offeror's proposed fully burdened labor rates. No separate CLIN or pricing element will be established for transition.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-20 Please provide a list of Other Direct Costs (ODCs) that are expected but not being furnished by the Government.

There are no ODCs anticipated for this contract. The contractor is responsible for furnishing all supplies, equipment, and services required for performance that are not explicitly listed as Government Furnished in the PWS. These costs must be included in the proposed fully burdened labor rates.

Pricing Model (GFPM), CLIN Structure & Escalation UQ-PRC-21 How should Program Management Office (PMO) costs be captured in the GFPM, given it only allows pricing for the direct labor categories?

All indirect costs, including corporate oversight and Program Management Office (PMO) support, must be included in the offeror's proposed fully burdened labor rates for the direct labor categories listed in the GFPM.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-01 PWS 1.6.9.6 lists Site Supervisors, Access Control Officers, and Security Escorts under Key Personnel, but Sections L and M do not request resumes or letters of intent/commitment for all these positions. Can the Government confirm which labor categories are formally designated as Key Personnel for proposal submission and evaluation purposes?

Site Supervisors and Access Control Officers are designated as Key Personnel for proposal evaluation purposes.

PWS 1.6.9.6 is amended to clarify key personnel. There is no requirement to submit resumes.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-02 Please confirm whether offerors are required to name specific individuals, submit resumes, or provide Letters of Intent/Commitment in Volume I, or if the Government's evaluation will be restricted strictly to the offeror's proposed staffing strategy, recruiting pipelines, vetting procedures, and methodology.

Offerors are NOT required to submit resumes or Letters of Intent/Commitment with their initial proposals.

Volume I evaluation is strictly based on the offeror's programmatic staffing strategy, etc.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-03 Section L.2.1.1 restricts Volume 1 to five (5) pages, while Section L.4.1 mandates comprehensive coverage of technical understanding, staffing strategy, vetting, recruiting, retention, and 65 FTEs. Please confirm whether staffing tables, organizational charts, recruiting schedules, and supporting artifacts are included within or excluded from the five-page cap.

The page limit for Volume I remains strictly five (5) pages. To ensure compliance, offerors are not required to provide detailed transition plans or resumes in Volume I. A single title page, table of contents, AND list of tables and figures are excluded per L.2.1.2. All narrative, organizational charts, and staffing tables must fit within the 5-page limit.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-04 Section L.4.1 states that offerors must include a narrative detailing their technical solution ('understanding of the requirement, areas of expertise').

Please provide additional guidance on the expected content: should 'areas of expertise' highlight corporate past experience, or focus on key personnel qualifications?

Offerors should focus concisely on their operational methodology and technical approach to fulfilling PWS requirements (access control, DISS, visitor processing, shift coverage). Corporate experience can substantiate the technical approach.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-05 Please confirm that the Staff Management Plan (CDRL A007) required at task order award is separate and distinct from the five-page proposal Staffing Plan, and confirm that CDRL A007 is not required as part of the proposal submission.

Confirmed. CDRL A007 (Staff Management Plan) is a post-award deliverable required at task order kickoff and is not required to be submitted with the proposal.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-06 Please confirm whether Volume I may include a title/cover page containing standard administrative data (solicitation number, company name, date) that is excluded from the mandatory five-page limit.

Confirmed. A single title/cover page and table of contents are permitted and will be excluded from the Volume I five-page limit.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-07 Solicitation section L.4.1 states: The offeror shall also include in its Staffing Plan a narrative detailing its technical solution (understanding of the requirement, areas of expertise)... However, section M.4.1.1 does not have corresponding evaluation criteria for the technical solution narrative. Can the Government please clarify how you will determine the technical rating for the offeror's technical solution narrative?

The Government will evaluate the technical solution narrative as part of the overall assessment of the Staffing Plan Factor under Section M.4.1.1. The Staffing Plan will be given an Adjectival Rating based on the information provided in response to Section L as it relates to the PWS.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-08 Please clarify if the Transition Plan, required by PWS 1.6.15.1, must be included within the five-page limit for the Staffing Plan (Volume I) as specified in Section L, or if it can be submitted as a separate attachment.

The formal, comprehensive Transition-In Plan is a post-award deliverable (CDRL A010) and is not required to be submitted in its entirety with the proposal. Offerors are only required to provide a brief, high-level transition summary narrative within the five-page limit of Volume I – Staffing Plan.

Proposal Instructions & Staffing Plan (Volume I) UQ-PRP-09 Section L.2.1.2 excludes the title page, table of contents, and list of tables/figures from page limits, but it does not address a table of acronyms and abbreviations. Please confirm that offerors are permitted to include a table of acronyms and abbreviations and that it will also be excluded from the page count.

Confirmed. Offerors may include a List of Acronyms and Abbreviations as part of their proposal submission.

This list will be excluded from the page limitations for Volume I, provided it does not contain any substantive proposal narrative or information that belongs in the main body of the Staffing Plan.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-01 There are substantial discrepancies across solicitation documents regarding required staffing: Section L.4.1 and M.4.1.1 specify 65 FTEs (8 Site Supervisors, 30 ACOs, 27 Escorts); PWS Technical Exhibit 4 specifies 69 FTEs (10 Site Supervisors, 31 ACOs, 28 Escorts); and Attachment 0003 (GFPM) models required coverage equating to approximately 180.03 FTE equivalents (344,216.60 hours in Ordering Period 1). Please clarify the authoritative staffing baseline offerors must use for Volume I (Staffing Plan) and Volume II (Pricing Model), and whether the GFPM represents evaluated quantities rather than day-one staffing levels.

The solicitation is amended to align baselines to 69 FTEs. (1) Volume I (Staffing Plan) must address the operational baseline of 69 FTEs as detailed in Technical Exhibit 4 (10 Site Supervisors, 31 ACOs, 28 Security Escorts). Sections L.4.1 and M.4.1.1 are amended to delete this info and to refer back to the PWS Technical Exhibit 4. (2) The hours reflected in Attachment 0003 (GFPM) represent Government-estimated shift coverage hours across all contemplated task orders for Total Evaluated Price (TEP) calculation purposes only, not mandatory day-one staffing headcount.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-02 Please provide the Government's anticipated staffing allocation of Site Supervisors, Access Control Officers, and Security Escorts by specific performance location, facility post, and operational shift to enable realistic staffing and pricing proposals.

The GFPM has the estimated totals by location on the Labor Summary All Period tab. Remember, the contract is an IDIQ, so the numbers will fluctuate.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-03 Please confirm whether the staffing baseline represents the Government's mandatory staffing requirement at contract start, an evaluation-only baseline, or an estimate that will be finalized upon task order issuance. Are offerors required to demonstrate the capability to deploy all personnel within the transition period?

The baseline of 69 FTEs represents the anticipated requirement for initial task order execution. Offerors must demonstrate in Volume I their capability and methodology to recruit, transition, vet, and deploy the full 69-person complement within thirty (30) calendar days of initial task order award.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-04 PWS 1.6.4.1 states that ACO operations must be conducted 24/7/365 except as specified for each location. Please specify the number of continuous 24/7 posts required by facility, or confirm that shift and post schedules will be determined exclusively at the task order level.

Continuous 24/7/365 coverage is currently required for primary access control points at Fort Belvoir and Fort Meade. Specific post operating hours for each facility will be confirmed within individual Task Orders.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-05 PWS 1.6.6 establishes 1,912 productive labor hours per FTE. Please confirm that offerors should utilize 1,912 productive hours for all positions (including 24/7 operations) and clarify whether relief coverage (for PTO, holidays, training, and vacancy gaps) must be factored into the proposed fully burdened fixed hourly rates.

Confirmed. 1,912 productive hours per FTE is the mandatory baseline across all labor categories. For Firm- Fixed-Price (FFP) CLINs, offerors are responsible for maintaining continuous post coverage; therefore, relief coverage factors, PTO, training, and vacancy float must be accounted for within proposed fully burdened labor rates.

Staffing Baseline, FTE Discrepancies & Workload Hours UQ-STF-06 PWS 1.6.9.7 requires the contractor to backfill ACO and Security Escort vacancies within 14 days. Please clarify whether this 14-day standard refers to calendar days or business days.

The standard is fourteen (14) calendar days from the date…
