1.0 Purpose and Authority

In accordance with DFARS Clause 252.237-7023 (Continuation of Essential Contractor

Services), the Government has identified the services described herein as "essential contractor services." These are services that the Government has determined are vital to the mobilization and national security mission of the Headquarters (HQs), Intelligence and Security Command (INSCOM) and its Major Subordinate Commands (MSCs).

These mission-critical services must be maintained without interruption during crisis situations, natural disasters, civil disruptions, pandemics, or any other government closure or emergency activation.

2.0 Scope of Essential Services

The Contractor shall furnish all required labor, supervision, uniforms, equipment, licenses, certifications, and state and local permits as non-personal services necessary to guarantee uninterrupted security support operations. The primary mission-critical focus is protecting INSCOM Sensitive Compartmented Information Facilities (SCIFs) by preventing unauthorized entry and the unauthorized removal or introduction of classified/prohibited material.

2.1 Critical Functional Areas

• Access Control Officer (ACO) Services: Controlling and monitoring the physical access of personnel and equipment into HQ INSCOM and US-based subordinate command SCIFs. This includes verifying personnel security clearances, inspecting materials, and enforcing local Standard Operating Procedures (SOPs) and Army policy.

• Security Escort Services: Providing continuous physical escorting and monitoring within SCIF facilities for personnel without security clearances (e.g., maintenance personnel, contractors, emergency services, and authorized visitors) to prevent visual or compromise of classified materials and operations.
