Section L – Submission of Subcontracting Plan
345
This section states “The offeror may submit a copy of their plans as an attachment to their offer in response to this solicitation; or after the bid opening/proposal closing date...” In order to ensure the Government receives consistent information and complete proposals from all Offerors at the deadline, please advise if this section should be revised to state “shall submit a copy of their plans”.
“May” is appropriate, since offerors may be small business concerns that are not required to submit Small Business Subcontracting Plan.
4
Section L – Submission of Subcontracting Plan
345
Paragraph (d) of Submission of Subcontracting Plan states “large businesses shall provide specific explanation as a part of any written subcontracting plan furnished in response to this solicitation/contract that identifies a goal for subcontracting to small disadvantaged business concerns that, in the aggregate, amounts to less than five percent of the bid or proposal's total subcontracting dollars.” However, M.4.5.1 shows the goals as a percent of TCV. Please advise which is the correct calculation as these goals cannot be the same amount since they are based on different values (denominators).
LS7385 defines an eligibility for award criteria, 5% of proposal total subcontracting dollars is a statutory requirement.
M.5.4.1 goals % of (TCV) are solicitation goals, and will be part of the tradeoff decision IAW the relative order of importance.
Subcontracting Plan and Subcontracting Participation Factor are separate requirements.

Does the Government need to update Section M accordingly? |
Yes, Will add new Rejection item in Section M.2 that states ‘The Proposal fails to provide a current lease, deed or lease offer contingent upon contract award of a facility located within 45 miles or less of HQ INSCOM (IAW PWS 1.6.11.7) that can meet the requirements identified in PWS 1.6.11.7.”.
10
PWS 1.6.4

15
L.5.3.3.2(a)
352
The page limit notation states “…other requested documentation and written narratives in Section L.5.4” are exempt from page limits. However, L.5.4 is Volume 5 (Cost/Price Factor). Will the Government confirm that the reference should be updated to state “other requested documentation and written narratives in Section L.5.3.4”, which would provide Offerors sufficient space to address any Associated Entities, Predecessor Companies, and Joint Ventures?

Yes.
26
Attachment 0002 GILE GFPM Format
Labor Mix tab
The Government provided a baseline amount of hours in the Labor Mix tab, Given this will be a CPFF contract, would the Government establish a productive man year floor in order to prevent bidders from bidding unrealistically low man years in attempt to artificially reduce total evaluated price?
The Government will not establish a productive man year floor. The Government will perform a cost realism analysis to determine whether the proposed costs are realistic for the work to be performed.
27
RFP, PWS 1.6.7 Table 1;
Attachment 0002 GILE GFPM Format RFP Page 141 GFPM Labor Mix tab
The Government provided hours by specific location in the Labor Mix tab Cells D3:E7 for multiple locations, for Kuwait, it looks like the Government utilized 7 days/week 12 hours/day. For estimating/evaluation purposes would the Government clarify if this is the minimum hours for this location in order to ensure solutions are not skewed by unrealistically low man years justified simply by reducing the man year to 6 days/week at 10 hours per day?
The Government has not established minimum hours for any locations. Any deviation from the baseline hours provided in the GFPM shall be explained IAW instructions in section L.

Yes.
30
Section L, L.5.4.4.2.4
357

31
Section L.5.4.3.1.3
GILE GFPM
Labor Mix tab
Would the Government allow offerors to add rows in the Labor mix tab to accommodate variances in hours by location given that there are numerous locations, or is it the Government’s intent to only allow up to 5 productive man year deviations to hours by locations due to the Government’s requirement that the “GFPM shall not be altered in any way not permitted by the instructions contained within the GFPM”?
Yes, the Government added additional rows to allow additional variations from 1,912 hours per FTE in additional locations.
32

35
RFP, Section H
327
| If the Government does not want to reclassify the Contract Specific Training and Annual Certifications costs to the ODCs, can Government please provide historic information on the required training and associated costs of that training? | Contract required trainings and certifications are listed in the PWS 1.6.24 and within Tech Exhibit 3 |
36
RFP, Section H
327

PWS, GFPM
Column H, Row 10 – 210;
Table 2, p 120 The GFPM states 3,120 hours for Wales that the Government is using in the baseline hours. However, there is a discrepancy between Table 2, which identifies the UK as 5-day/40 hour work week, and the GFPM.
Recommend the Government correct the hours to 1,912 per Table 2 on p. 120, which identifies the UK as 5-day/40 hour work week.
Attachment 0002, GFPM will be updated to reflect 1,912 hours for Brawdy Wales, UK.

M
M.4.5.1
Subcontracting for ODCs (materials and services) often requires multiple competitive procurement actions IAW the FAR. Including the ODC plug value in the TCV will unnecessarily inflate the value of small business labor in offerors’ proposals.
Request the Government consider removing the ODC plug dollar amount ($165M) from the Total Contract Value (TCV) for calculating the Small Business Participation Plan (SBPP) goals.
The ODC plug amount will not be removed.
9
L
L.5.2.2.1.1 Method of Submission/Note 2
Regarding “NOTE 2: Unless otherwise specified in its request, the Government will only one initiate one Drop-Off Request”, offerors will have CUI portions of the submittal such as the DCMA letter.
Will the Government allow for two (2) DoD SAFE Drop-Off Requests per submission? This will allow offerors to separate designated CUI and non-CUI documents with its upload. Currently the only option in DoD SAFE is to mark the entire drop-off as CUI even if an included file is not designated as CUI. Permitting two separate drop-offs will alleviate the need to unnecessarily designate a document as CUI.
Yes, will change in upcoming amendment.

A _ Proposal Adequacy Checklist
p. 3 of Amendment 01
Given the complexity and large amount of cost and pricing data including various cost elements, direct labor, and indirect rates / factors in the cost buildup it will be valuable to present the information with an EXCEL file format to show compliance.

RFP L.5.2.1 and M.4.2
Pages 350 and 364
L.5.2.1 Staffing Plan Factor states: "The offerors shall submit a detailed Staffing Plan for the personnel listed below, detailing the offeror’s proposed plan to fill requirements for the below listed positions. The offerors shall also include in its Staffing Plan a narrative of the proposed processes to recruit, vet, and staff personnel who meet or exceed the minimum labor category qualifications to include technical/professional certifications for the personnel listed below, as outlined in Performance Work Statement (PWS) Part 7, Technical Exhibit 3 - Minimum Qualification, Experience, Education, and Certification Requirements Table. The Staffing Plan shall also address the offeror’s plan to retain the skilled personnel, listed below. The offeror’s approach shall also address the plan for deployment for positions c and d below.
a. Facility Engineer, Senior (United States (U.S.) Army Military District of Washington (MDW))
b. Mechanical Engineer, Senior (U.S. Army MDW)
c. MI Systems Maintainer Integrator II (United States European Command (EUCOM))
d. MI Systems Maintainer Integrator II (Central Command (CENTCOM))."
Question: Performance Work Statement (PWS) Part 7, Technical Exhibit 3 – Minimum Qualification, Experience, Education, and Certification Requirements Table contains a detailed position description for the MI Systems Maintainer Integrator II–Europe. Under Subsection d, offerors are also being asked to meet or exceed the qualifications for a MI Systems Maintainer Integrator II (CENTCOM). Will the Government provide within Technical Exhibit 3 the minimum qualification, experience, education, and certification requirements for the MI Systems Maintainer Integrator II CENTCOM or map the MI Systems Maintainer Integrator II CENTCOM to an existing position description? As written, only the incumbent contractor can accurately determine the qualifications of the CENTCOM position, providing an unfair advantage in the Staffing Plan Evaluation Factor, as defined within M.4.2.
The MI Systems Maintainer Integrator II in CENTCOM has the same minimum requirements as the MI Systems Maintainer Integrator II listed in the PWS.

Section 1 – Contract Clauses
Page 334
Section 1 Contract Clauses, which are "incorporated by reference," include "252.222-7002 Compliance with Local Labor Laws (Overseas) JUN 1997."
Question: Will the Government confirm that any offeror who cannot clearly demonstrate/articulate compliance and proposes a pricing solution that does not align with all overseas local labor laws will be deemed non-compliant with the requirements of the solicitation and eliminated from evaluation?
Any awardee(s) must comply with DFARS 252.222-7002 during contract performance. The government will not be specifically evaluating proposals for compliance with DFARS 252.222-7002 during the source selection process.

L.5.3.2
Page 351
Section L.5.3.2 states: "Relevant Contracts are those comparable in scope and magnitude of effort and complexity to the following criteria considerations: i. Managing a contract with 250 or more CMEs with TS/SCI clearances performing field level maintenance and sustainment level maintenance of SCIF facility equipment and MI systems at CONUS and OCONUS locations (at locations in EUCOM, INDOPACOM and CENTCOM)."
Question: Given that many of the facility maintenance actions are completed on items outside of the SCIF itself (chillers/HVAC and power/generators, for example) or can be conducted with the use of cleared TS/SCI escorts, will the Government consider past performance on contracts of similar magnitude and scope of the overall contracted effort (engineering, supply chain /logistics, etc.) with lower than TS/SCI clearances for those performing sustainment and maintenance level actions on applicable SCIF and non-SCIF facility equipment?
The Government, will not consider past performance on contracts of similar magnitude and scope of the overall contracted effort (engineering, supply chain /logistics, etc.) with lower than TS/SCI clearances for those performing sustainment and maintenance level actions on applicable SCIF and non-SCIF facility equipment to be Relevant Contracts.

Question: Given that there is a relatively small number of contracts conducting field-level and sustainment-level maintenance on SCIF facility equipment and MI (US Army) systems, this factor is unfairly leveraged toward the incumbent contractor, and is an impediment to competition. To ensure fairness across all offerors, and in the best interests of the competition, will the Government consider removing the overall CME requirement or, at a minimum, create lower CME requirements for each of the evaluated scope elements (facility maintenance and MI systems)?
The Government will lower CME requirements from 250 to 200 via an upcoming amendment

Question: Given the relatively small number of contracts conducting field-level and sustainment-level maintenance on SCIF facility equipment and MI (US Army) systems, this factor is unfairly leveraged toward the incumbent contractor, and is an impediment to competition. To ensure fairness across all offerors, and in the best interests of the competition, is it the Government’s intent to allow for the aggregation of relevancy requirements across the three references?
The offeror may use a combination of up to 3 contracts allowed IAW L.5.2 to meet the required number of CMEs .
