Calculation based on Offeror/Government Inputs

General: Prices shall be proposed for each Pricing LCAT Group and Pricing Zone. The Labor Mix provides specific LCATs and Locations based on the labor category descriptions in the Performance Work Statement and Techncial Exhibit 3. Each Specific LCAT and Location shall be mapped to a Pricing LCAT Tier and Pricing Zone identified LCAT Families, Tiers and Zones tab.

TEP Summary: This tab demonstrates the calculation of the offeror's Total Proposed Price (TPP) and Total Evaluated Price (TEP) IAW Section M of the Solicitation.

LCATs Mapped to LCAT Tiers: All LCATs listed in the Performance Work Statement and Techncial Exhibit 3 are identified in the Baseline LCATs column. This table provides mapping to the the Pricing LCAT Families and further into LCAT Tiers. Proposed Pricing will be provided at the LCAT Tier Level. Offerors may not change these mappings. However, if the offeror chooses to add labor categories to its proposed labor mix, it may enter new LCATs below row 55. For any added Labor Category in the proposed labor mix, the offeror must map the newly added LCAT to one of the defined Pricing LCAT Families and Tiers. Rough guidelines for mapping LCATs to Pricing LCAT Families and tiers are included on the LCAT Families Tiers and Zones tab. If the offeror adds a labor category, it shall clearly articulate its rationale for the LCAT Family and Tier selections.

Locations Mapped to Zones: The location of work defined in the PWS are grouped into Zones for proposal and pricing purposes. The Labor Category Families and Zones are defined in broad terms in the GFPM. The minimum qualifications for the specific LCATs are defined in Technical Exhibit 3 and the specific locations are defined in the PWS. All locations listed in the PWS are identified in the Baseline Locations column. This table provides mapping to the Pricing Zones. Offerors may not change these mappings. However, if the offeror chooses to add locations to its proposed labor mix, it may enter newly added locations below row 37. For any added locations in the proposed labor mix, the offeror must map the newly added locations to one of the defined Pricing Zones. Guidelines for mapping Locations to Pricing Zones are identified on this tab to the right of the table.

Labor Mix: The Government provided baseline labor mix identified on the labor mix tab, all LCATs and locations have been identified and mapped according to the information on the "LCATs Mapped to LCAT Tiers" and "Locations Mapped to Zones" tabs. The offeror shall enter its proposed quantity of FTEs for each LCAT and Location identified on the Labor Mix tab in the Proposed FTEs Column. The proposed quantity of hours will automatically be calculated as 1,912 hours per year per FTE (exceptions to 1,912 hours noted). Exceptions to the quantity of hours per FTE can be modified in the table in F1:H7 by selecting a location in the drop down handles in G3:G7 and entering the corresponding quantity of hours in the cell in the same row of column H.

If the quantity of hours in the Proposed Hours column is not equal to the quantity of hours in the Baseline FTEs column, the offeror shall provide a justification for the deviation from the Government provided FTE/Hours baseline, in accordance with section L.5.4.4.8.

If the offeror provides additional Labor Categories and/or Locations, it shall enter LCAT and Location information to the Labor Mix table by adding labor categories in the rows below row 173. These LCATs and Locations will be appropriately mapped to the Pricing LCAT Tier and Pricing Zone based on information entered on the "LCATs Mapped to LCAT Tiers" and "Locations Mapped to Zones" tabs. Information on newly added LCATs and Locations must be entered in the mapping tabs before adding to the Labor Mix tab. For any newly added positions, the offeror shall provide a justification for the deviation from the Government provided FTE/Hours baseline, in accordance with section L.5.4.4.8.

Labor Mapped to CLINs: This tab shows the mapping for labor to each CLIN. The Government provided baseline is pre-populated. The offeror shall enter its proposed mapping by completing the yellow cells within this worksheet. If the offeror does not propose any changes to the baseline labor mix, the offeror shall enter the same quantity of FTEs shown in the Baseline FTEs in the Proposed FTEs column. If the offeror does propose changes, the offeror shall enter the appropriate quantity of FTEs in the proposed FTEs column. Additional rows are added starting at row 273 to allow for new LCAT, Location, and Bill Payers to be entered. The CLIN column is formula driven based on the information selected in the bill payer column. The sum of FTEs entered in the Proposed FTEs column of this tab shall equal the quantity of FTEs shown in the labor mix tab. A check for this equivalency is shown in cells C1:F3. The CLINs shown are in the format where the first digit is a placeholder "X" to indicate the contract year, the second digit is "0" , and the third and fourth digit are the bill payer's unique CLIN ID which can be seen on the CLIN IDs tab.

Min Prop Direct Labor Rates: This tab displays the Minimum Proposed Direct Labor Rates by Tier and Zone. Offeror input is not required on this tab.

PMO and Warehouse: The offeror shall submit pricing for Program Management Requirements as described in PWS sections 1.6.11, 5.1, and 5.4. The pricing entered on this tab will be a monthly price which will cover all labor associated with providing the effort described in PWS sections 1.6.11, 5.1, and 5.4. The offeror shall also include a monthly fixed price for warehouse occupancy and operation. This fixed price shall include all costs associated with occupying and operating the warehouse. The monthly fixed PMO and Warehouse prices shall also include all transition-in, and transition-out costs associated with the PMO and Warehouse.

ODCs: The Government provided plug values for Other Direct Costs are shown on this tab. The offeror shall provide reasonable and realistic burden rates for each contract period. The proposed burden rates will be OTMBRs as described in section H.6 of the solicitation.

ODC Burden Wrap Rate Calc: The offeror shall demonstrate the calculation of the proposed ODC Burden rate entered for each contract period on the ODCs Tab. There are 5 wrap rate calculators provided to accommodate the ODC Burden rate calculation for each contract period. In each calculator, the offeror shall define each indirect rate being applied (eg. material handling, overhead, etc), describe the allocation base (the cost that the rate is being applied to), and the value of the allocation base (assuming an direct cost index of $100), and the value of the rate. A sample has been provided and is identified in rows 2-14 of the calculator tab. The offeror shall not include Fee in this calculation since ODCs will be on a Cost Reimbursible (No Fee) CLIN.

Labor Escalation Factors: The offeror shall propose direct labor escalation factors for calculating the proposed direct labor cost for Option Period 1 - Option Period 4. The proposed labor escalation factors shall be greater than or equal to the minimum escalation factors identified.

Base Period and Option Periods Data Entry: For Base Period 1 Data Entry, the offeror shall enter a direct labor rate which exceeds the Minimum Acceptable Proposed Direct Labor Rates defined by the Government on the Min Prop Direct Labor Rates tab. For Option Period 1 Data Entry - Option Period 4 Data Entry, the proposed direct labor rate will be calculated based on proposed Base Period Direct Labor Rates and Proposed Escalation on the Escalation Factors tab. If the offeror is proposing subcontract effort, the offeror shall enter the subcontractor's FBLR (the cost to the prime) in the direct labor section of the worksheet. If the offeror's proposed approach includes a mix of direct labor and subcontracts for a particular family and zone, the offeror shall demonstrate the blended cost in the Direct Subcontract Blend tab. For Base Period Data Entry - Option Periods 1-4 Data Entry, the offeror shall enter a wrap rate (excluding fee) and fee (as a percentage of cost) in the respective tables. A wrap rate calculator is provided as tabs Base Period and Option Periods 1 - 4 Wrap Rate Calc. An entry is required for each Pricing LCAT Group and Pricing Zone included in the table, even if that particular combination is not included in the proposed labor mix. The worksheet will calculate the proposed cost per hour (direct plus wrap), proposed fee per hour, proposed price per hour (cost plus fee), and the maximum cost billing rate per hour.

Base Period and Option Periods 1 - 4 Wrap Rate Calc: The offeror shall demonstrate the calculation of the proposed wrap rate entered in the respective Base Period and Option Periods 1 - 4 Data Entry Tab. There are 5 wrap rate calculators provided for each year to accommodate multiple indirect rate packages applied to different sources of labor. If more than 5 wrap rates are required for each year, the offeror may duplicate the respective Wrap Rate Calc tab. In each calculator, the offeror shall define each indirect rate being applied (eg. fringe benefits, overhead, etc), describe the allocation base (the cost that the rate is being applied to), and the value of the allocation base (assuming an direct labor index of $100), and the value of the rate. A sample has been provided and is identified in rows 2-14 of each calculator tab.

Direct Subcontract Blend: In the event the offeror's proposed approach includes direct labor and subcontracts for a particular family and zone, the offeror shall calculate the blended cost and blended wrap rate based on the anticipated distribution of hours between direct and subcontract labor on the Direct Subcontract Blend tab.

Maximum Billing Rate Factors: The maximum billing rate factors are shown on this tab. The factors are shown are 5% for CONUS locations, OCONUS-Hawaii, and OCONUS-Alaska, and 10% for all other OCONUS locations. These factors are applied to the proposed cost to calculate the "Maximum Billing Rates" as defined in sections H.5 solicitation. Offeror input is not required on this tab.

Density Estimate: This tab demonstrates the density estimate used to calculate the Total Evaluated Price against the proposed hours. The density is calculated through the following steps.

1. The worksheet calculates the total annual hours proposed for each Pricing LCAT Group and Pricing Zone from the Labor Mix tab.

2. For any Pricing LCAT Group and Pricing Zone that do not include proposed hours or include less than 125 hours, the Government applies 125 hours for evaluation purposes.

3. The Government determines the density of each Pricing LCAT Group and Pricing Zone by considering the quantity of hours proposed for each (or 125 hours if no hours were proposed) divided by the sum of the hours proposed plus the 250 hours added for evaluation purposes.

4. The proposed annual hours evaluated for each period are distributed across the LCAT Groups and Zones based on the percentages calculated in step 3.

NOTE: The Density Estimate is for price evaluation purposes only and is not intended to indicate an estimated level of effort for the resulting contract. Required work will be communicated to the contractor through the process described in sections C and H of the solicitation/contract. Offeror input is not required on this tab.

Labor Price Calc: This tab calculates the proposed price by Tier and Zone for each contract period. Offeror input is not required on this tab.

MBR and Fee Summary: This tab provides a summary of the maximum billing rates with fee, maximum billing rates without fee, and fee per hour. Offeror input is not required on this tab.

Baseline LCATs and Locations: This tab is provided for informational purposes only and no offeror input is required. This tab shows each unique pairing of LCATs and Locations used in the Government Baseline Labor Mix

CLIN IDs: This tab is provided for informational purposes only and no offeror input is required. The CLIN IDs shown in this tab will match the last two digits of each CLIN to indicate the bill payer.

MI Systems Maintainer Integrator: This family includes all LCATs identified as MI Systems Maintainer Integrators in Technical Exhibit 3.

Family Level I indicates idicates junior level personnel with typical requirements of an associates degree in electronics or related field with 2+ years of experience, 4+ years of military or civilian equivalent training in MI Systems Maintenance and Integration

Family Level II indicates idicates journeyman level personnel with typical requirements of an associates degree in electronics or related field with 4+ years of experience or 6+ years of military or civilian equivalent training in MI SyYstems Maintenance and Integration

Family Level III indicates idicates senior level personnel with typical requirements of a bachelors degree and 6+ years of experience or associates or civ/mil training with 10+ years of experience

Family Level IV indicates expert level personnel with typical requirements of a bachelors degree, experience with supervision and/or training MI Systems Maintainer Integrators.

Technicians/Trades: this family includes LCATs that primarily focus on skilled trades and hands-on technician work to include electricians, HVAC technicians, mechanics, security, and facility/equipment maintenance

CONUS: CONUS zones are determined by locality rates applicable to the General Schedule Pay Tables for Government Civilian Employees. The Government considered any locality with a locality pay rate in excess of 30% to be CONUS_High, in excess of 20% to be CONUS_Medium, and all others to be CONUS_Low.

OCONUS: OCONUS Zones, with the exception of Hawaii and Alaska, were determined by considering the Department of State DSSR allowances. THe Government defined any location where the DOS DSSR Post Hardship Differential and Danger Pay percentages, when combined, exceed 50% to be OCONUS_Very High, exceed 25% to be OCONUS_High, exceed 15% OCONUS_Medium, and all others to be OCONUS_Low.
