16. REMARKS
Blk 11: The QCPP shall be delivered within five working days after award to the Contracting Officer (KO) and COR for review and acceptance. The Government may find the QCPP “unacceptable” whenever the contractor’s procedures do not accomplish the objective(s). The contractor shall be notified to revise the QCPP within five working days from receipt of notice that the QCPP is found "unacceptable”. After acceptance of the QCPP, the contractor shall receive the KO’s acceptance in writing of any proposed change to the QCPP.
Blk 14: Delivery media shall be in Electronic or as proposed by the Contractor and approved by the Government. This report will be posted electronically to the INSCOM G-4 portal.

16. REMARKS
Blk 11: The post-award orientation shall be held within 10 calendar days of award.
The Contractor shall schedule and conduct this meeting, in coordination with the COR, and KO. No later than 3 business days before the orientation, the Contractor shall provide the COR, and KO with the briefing slides. Within 3 business days after the meeting, the Contractor shall provide the minutes to the COR, and KO.

16. REMARKS:
Blks 11-13: The contractor shall provide a Program Management Plan (PMP) within 15 calendar days after contract award. The PMP shall provide a resource-loaded schedule that outlines the steps that will be taken, the timeline to completion, and any associated risks with execution of the contract. If/when a project tasking is submitted to the contractor, the PMP will be updated within 15 calendar days of each new project tasking. The update shall specify estimated project start and stop dates as well as a risk mitigation plan and an expenditure plan aligned to key milestones within the project, to include any anticipated ODCs. The update should highlight any interdependencies within the tasks and/or the project(s) schedules. Upon acceptance and approval by the COR and KO, the contractor shall meet the cost, schedule, and forecasted delivery date of all deliverables by taking all reasonable measures to fulfill the requirement and shall report monthly status updates in the Monthly Status Report (MSR).

Blks 11-13: This report shall be NLT 10th of every month or as required.
The Contractor shall provide a Financial Status Report that consist of a summary of all activities/projects for the contract. In addition to the Financial Status Report, Contractor shall provide all supporting documentation that coincides with the monthly invoice. At a minimum, the Contractor will include, but not limited to: all associated cost that pertains to labor, procurement transactions, special pays, and ODC details.

16. REMARKS:
Blks 11-13: Conduct a monthly Program Management Review (PMR) with COR and Technical Leads monthly. Quarterly Program Management Review (QPMR) will occur once per quarter in lieu monthly PMR of as determined by the COR.
The contractor shall conduct PMRs providing a summary of activities for the contract. At a minimum, the PMR shall provide the following:
Action items reviews from prior PMRs Summary of cost, schedule, performance and risk of the Areas of Responsibility
(AOR) with Courses of Action (COA), including Engineering projects and priorities
Status of critical activities by regions Facility power outage schedules and plans Manning status Training and certification status GFP status Identify trends and recommend corrective action when needed PMO Engineering personnel TDY, training or leave schedules Supply Chain Risk Management Identify any modification to the INSCOM G4 portal.

16. REMARKS:
Blks 11-13: The contractor shall develop a key personnel tracking master sheet with all personnel, their qualifications, and submit to the COR for approval (format/delivery date to be addressed during kick-off). Applicable security regulations are specified in the DD Form 254 and the SCI addendum. Additionally, the Government will review full resumes (no more than 3 pages per resume) for all positions identified in PWS 1.6.10.5.1.
The Government will have three working days for review and comment or approval of the draft submitted. Draft presentation material not accepted by the Government will be returned to the Contractor for additional work. The Government’s comments or recommendations shall be incorporated and resubmitted to the Government within one working day of receipt of the Government’s comments.

16. REMARKS:
Blks 11-13: The contractor shall submit reports to the COR or ACOR no later than five calendar days after completion of travel unless a later date is authorized within the task. The Government will have three working days to review and comment, approve, or disapprove the draft submitted.
The contractor shall provide a Trip Report providing the purpose of the trip with a summary of activities related to the support of the contract. At a minimum, the Trip Report shall provide the following:
The Government required arrival and departure dates; the date and place of departure and return; the date arrived and departed from destination The purpose of the meeting; a synopsis of subjects/services discussed
Work performed; a description of work, maintenance or logistics actions remaining; the status of open requisitions needed to complete the remaining work;
action items opened/closed and the names of assigned action officers A list of personnel contacted/briefed and their e-mail addresses and DSN, and commercial number Dates of follow-up actions
Draft reports not accepted by the Government and returned to the contractor for additional work shall incorporate the Government’s comments or recommendations and be resubmitted to the Government within three working days of receipt of the Government’s comments.

16. REMARKS:
Blks 11-13: : All contractor employees with access to a Government info system must be registered in the ATCTS at commencement of services and must successfully complete the DoD Information Assurance Awareness prior to access to the information system and annually thereafter. The Contractor shall submit training certificates of completion to the COR within 15 calendar days after completion of training by all employees and Subcontractor personnel.

16. REMARKS:
Blks 11-13: The Contractor shall provide the Government with an outgoing transition plan no later than 90 calendar days prior to the end of the contract that provides for conveying all work and associated materials in his possession to the Government. The outgoing transition plan shall include the proposed date of ending the Contractor’s billable contract work. The outgoing transition plan shall also include the date of terminating network access, date of submitting all related security access badges, and out-processing procedures at the secure work facilities.
The COR shall review and approve the outgoing transition plan prior to its execution.
