Question 23 of the QA asked, “Please confirm Offerors are not permitted to subcontract with other Offerors to fulfill any of the GILE requirements.” The Governments response was, “The Government is not directing any subcontracting arrangements. Offerors can utilize subcontractors to fulfill requirements.” We would respectfully like to rephrase this question to the following, “Can the Government confirm Prime Offerors are not permitted to also be a subcontractor under another Prime Offeror who will be submitting as a Prime for the GILE opportunity?
The Government is not directing any subcontracting arrangements. Offerors can utilize subcontractors to fulfill requirements.

Respectfully request the Government consider an extension to submit on December 3, 2024, to account for the changes from the Q&A and Amendment 02 (released on November 4, 2024). The responses to the QA dated October 25, 2024, have prompted request for additional clarification and additional time would allow for Offerors to properly adjust their proposal in order to respond with a compliant RFP in accordance with the Government’s changes.
The Government will be extending the proposal due date to December 3 2024.

Would the Government please clarify whether it intends to reimburse for DoD Schools OCONUS? If so, will the Government please update the Solicitation and PWS to reflect this?

The Department of State provides that “The purpose of the education allowance is to assist an employee in defraying those costs necessary to obtain educational services (grades K-12) that would normally be free of charge in the U.S. The allowance is based on the least expensive "adequate" school at post”
See above question

These costs vary by location, number of dependents, and do not align with the specific “Zones” provided by the Government, will the Government please confirm this allowance is included in the ODC Plug?

On the Density Estimate tab of the Government provided GFPM there are additional Location Zones “OCONUS_Hazardous”, “OCONUS_Arduous”, “OCONUS_Non-Hazardous”, and “OCONUS_Other” – Are these new location zones that the Offeror needs to take into account, or were these included erroneously on the Density Estimate tab?

RFP L.5.3.4
352-353

Section L.5.3.4.,b states: “The offeror shall provide to the Government a copy of a written agreement between the associated entity and the offeror describing what the associated entity will provide and/or be responsible for, and a written narrative that explains the significant and critical aspects the associated entity will provide to the proposed effort – i.e. the work to be performed by the associated entity. This may include a description of the associated entity’s resources, such as its workforce, facilities, and/or other resources that will be provided or relied upon in the proposed effort.”

Please clarify what is required if the associated entity is a separate performing organization operating under the same business group as offering entity and is governed by the same common set of policies and procedures, uses the same accounting system, and reports to the same leadership. The only distinction is it has a different name and CAGE/UEI, and the associated entity will not be performing in execution. Does the Offeror need to include “copy of a written agreement between the associated entity and the offeror describing what the associated entity will provide…”? The RFP language states the Offeror “shall provide” which makes it a requirement, but there is nothing the Offeror can provide since this entity is only being used for past performance and not for execution.
The Government may not consider the past performance of an associated entity if the associated entity is not being used for execution in the awarded contract.
