About this file
This is a Security Classification Guide (SCG) for the PATRIOT Air and Missile Defense System, issued by the Program Executive Office, Missiles and Space on April 19, 2018, and approved by Barry J. Pike, Program Executive Officer. The guide supersedes a previous version dated February 7, 2012. Distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only due to critical technology considerations, with requests for the document referred to the Lower Tier Project Office in Huntsville, Alabama. The document is marked "For Official Use Only" and contains information exempt from mandatory disclosure under the Freedom of Information Act (Exemption 2).
The SCG provides comprehensive guidance for classifying and declassifying information related to the PATRIOT system, including the PAC-3 and PAC-3 Missile Segment Enhancement (MSE) missiles. It covers system design, performance capabilities, specifications, and characteristics across multiple operational domains including system capacity, accuracy, engagement envelope, radar performance, missile design, communications, frequency characteristics, target discrimination, tactical data links, reliability, vulnerabilities, countermeasures, hardware, software, and cybersecurity considerations. The classification authority is based on Executive Order 13526 and applicable DoD regulations, with classification reasons limited to military plans/weapon systems/operations (1.4(a)), scientific/technological/economic matters relating to national security (1.4(e)), and vulnerabilities or capabilities of systems relating to national security (1.4(g)). The guide includes detailed tables identifying specific topics with their corresponding classification levels (Unclassified, Confidential, or Secret), declassification dates (20421108 for most entries), and relevant remarks explaining classification rationale. Supporting sections include parts lists for radar and missile components, administrative data, hardware and software specifications, cybersecurity guidance, and comprehensive glossaries of abbreviations and definitions.

SECTION 2 - OVERALL EFFORT
2. SECTION 2 - OVERALL EFFORT
2.1. Identification. Classification of information pertaining to the PATRIOT System must be classified in accordance with the elements of this SCG.
2.2. Goal, Mission, Purpose. The mission of the PATRIOT System is to protect forces and selected geopolitical assets from missile attack, aerial attack and surveillance. PATRIOT is a low to high altitude, long range system designed to defeat 21st century threats, which include Air Breathing Threats (ABTs), Tactical Ballistic Missiles (TBMs), Cruise Missiles (CMs), Anti-Radiation Missiles (ARMs), Tactical Unmanned Aerial Vehicles (TUA Vs), and Large Caliber Rockets (LCRs). The PATRIOT System comprises and fully integrates both command and control and weapon system components. The major components of the PATRIOT System are the Information and Coordination Central (ICC), Tactical Command System (TCS), Communications Relay Group (CRG), Engagement Control Station (ECS), Battery Command Post (BCP), Radar Set (RS), Launching Station (LS), Missiles, Electric Power Plant (EPP), and Antenna Mast Group (AMG).
2.3. End Item. In general, classifiable information for the PATRIOT System is that which concerns performance, capabilities, vulnerabilities, or weaknesses of the system or a component of the system. Classification of hardware and/or software will be determined based on what it contains or reveals. National stock numbers and model designation of the PA TRI OT System components is unclassified.
