TMDE Solicitation W31P4Q-22-R-0034 Potential Offeror's QuestionsResponsibility to answer Question
QuestionDate receivedAnswer
A potential offeror submitted specification change requests on weight and battery life during previous rounds of the sources sought process, we want to determine if a final PD is expected to be published.3/7/22The final Purchase Description will be posted with the final Request for Proposal (RFP). Keep in mind that this is not a pass/fail type of evaluation, but a determination of best value.TMDE
Is it acceptable to submit our proposal electronically or is a printed copy(ies) required?3/8/22Submit proposals both electronically and physically according to the directions listed in Section L of the RFPACC
When are the bid samples due?3/8/22This will be provided with the final RFP.ACC
We understand that the quantity for CLIN 0002 is 1480. What quantity should we bid for CLIN 0002AA-0002AE?3/8/22For bidding purpose, a quantity of 296 units should be used for SLINs 0002AA - 0002AE. For the resulting contract, there is no quanitity limit per year other than the overall 1,480 units.TMDE
What quantity should we bid for CLIN 0009 and CLIN 0010?3/8/22For CLINs 0009 and 0010, a quantity of 1,500 units should be used.TMDE
Is per incident repair and calibration in CLIN 0011 for 4 years or 5 years? The evaluation purposes paragraph (5) says 1st-4th years. CLIN 0011AE appears to be for the 5th year3/8/22The per incident repair and calibration in CLIN 0011 is for 4 years. SLIN 0011AE will be removed.TMDE
In paragraph 3.7.1.1 of the Statement of work, a link, https://www.logsa.army.mil/#/ is mentioned for downloading the latest version of the DTDs. We have tried accessing this link and have been unable to access the LOGSA site or the LDAC site. Is there an alternative site for downloading the latest version of the MIL-STD-40051 DTDs?3/8/22The correct site address is: https://www.ldac.army.mil/#/TMDE
There are no Key Elements and Elements listed for the BB and BC entities. Were these items intentionally left out?3/21/22No, that could be an earlier version of the ASW prior to May 2013.TMDE
For entity BE (Page 103-104), only the Key Elements are selected and none of the Elements are selected. Is this correct that no elements should be included with the BE entity?3/21/22The attachments should be a match to the GEIA-STD-0007 and GEIA-HB-0007 which provide instruction to the contractor on how to determine the key elements in the ASW and how they want to populate the data fields. Per SOW paragraphs 3.13 and 3.13.1, some tables will appear and some will not, as will some entities and some will not. This should be determined by the contractor per the STD and the HB.TMDE
The table CM (page 118) has the element graphic_source_identification selected but none of the Key Elements are selected. If no Key Elements are selected for this item, the element graphic_source_identification will not be associated with any part or task. Which key elements should be used for entity CM?3/21/22Same answer as above.TMDE
The entities for J, transportability requirements, include many elements that may not be a good fit for the for the CM-523. Should these items have a note of AS REQUIRED? An example of one required item is net explosive weight, (entity JA), which is the weight in pounds per package of the item for all DOT Class A or B explosives. This does not appear to be an element that would apply to the CM-523.3/21/22Should the entity not be needed, it can be deselected.TMDE
FULL C Tables – As identified in the Attribute Selection Sheet, it requires entry, in effect, of the entire Technical Manual (RPSTLS) including graphics in the LPD; since Technical Manuals are required, this seems to be duplication of effort.3/21/22As it relates to the C Tables, they correlate with different functional areas per the STD and HB. But the determination can vary per the contractor.TMDE
HJ, HK, HM Tables - These are all additional Technical Manuals data requirements that should be verified as needed by the government.3/21/22The determination can list all, but the decision is in the STD and HB.TMDE
HP, HQ, HR & HX Tables - This has to do with change and interchangeability data; this should only be required if an existing system is being changed - This may be an error?3/21/22Not in error, but does not necessarily have to be included as it is in the HB as a possible selection.TMDE
HY & HZ Tables – Additional Tables for Graphics in the Technical Manuals – same comment as for FULL C Tables.3/21/22As it relates to the HY and HZ Tables, they correlate with different functional areas per the STD and HB. But the determination can vary per the contractor.TMDE
Will the Government use a 2-step procedure for this solicitation? That is, step 1 for technical proposal and bid sample, and step 2 price?3/25/22No, the contract type for this solicitation is a Best Value. Technical with bid sample and Price will be evaluated at the same time.ACC
When is the RFP expected to be released? How long will bidders have to prepare the response, plus supply the bid samples? What is the approximate date or timeframe for award?3/25/22The RFP was released 25 Mar 22 and the due date is 8 Apr 22. Contract Award is anticipated to be 1st Quarter Fiscal Year 2023.ACC
Concerning the warranty period of performance, does the below statement (solicitation, page 31) concern only the extended warranty? “Period of Performance shall commence immediately after the contractors initial standard commercial warranty for each production unit that has expired.” Our understanding is that the commercial and extended warranty together should not exceed 3 and 7 years collectively and that the POP of the standard warranty starts upon delivery and the extended starts immediately afterwards.3/25/22Yes, that is correct.TMDE
Is CLIN 0011AE (page 38) an administrative error? Our understanding is that the repair and calibration support is for a period of 48 months.3/25/22The per incident repair and calibration in CLIN 0011 is for 4 years. SLIN 0011AE will be removed.TMDE
We found the CLINs after 0006 are referred to different item at different places. For example, CLIN 0007 refers to MAINT FXTRS, EXTE BRDS, B/O CABLES, ACCS, & SPECIAL TOOLS at page 28, yet the same item is referred to as SLIN0006AB at page 88 and 96, and CLIN 0007 is used for contractor storage at page 89. Please modify either the table starting at page 28 or section L and M. This will allow bidders clear instruction regarding price calculation.3/25/22Corrected in Final RFP.TMDE
