ENGINEERING SERVICES MEMORANDUM (ESM)

FOR

TARGET SYSTEM HARDWARE AND SUPPORT

8. NEED FOR PROPOSED WORK AND OBJECTIVES:

The contractor shall research, analyze, develop, test and evaluate target systems, mission ground equipment, control systems, and ground support equipment to resolve deficiencies identified during field operations, upgrade the target system to incorporate additional DoD requirements and establish derivative targets to meet adjustments in the test missions. This engineering support includes research, design, analysis, development, prototypes, associated hardware integration, software development, testing, and integration, proof of principle test planning, data evaluation, documentation, and reporting. This support also includes field flight engineering support as well as logistical services that will be required. The engineering support shall be defined by Sub-ESMs and this ESM.

9. DESCRIPTION OF PROPOSED WORK:

The engineering support covered by this base ESM applies to target systems and related equipment including controls systems and ground support equipment. Sub-ESM or task orders will be generated that define the specific tasks to be conducted in order to improve, correct, expand, and modify the capabilities of existing or new target systems to meet training and test support requirements. This base ESM and approval of subsequent Sub-ESMs shall obligate the contractor to provide the engineering support for aerial targets and related equipment used by TMO and its customers. No effort shall be expended unless it is covered under a Sub-ESM authorized by the Government. Field support covered by this Base ESM applies to operations conducted at Redstone Arsenal, AL and other worldwide locations where the target systems may be located. Sub-ESMs will be issued that will define where on-site engineering field support is to be conducted. On-site engineering assistance will be used to support flight operations, training, and weapon system certifications that make use of the aerial target systems. The specifics of the technical support will be directed by the Government through Sub-ESMs. Engineering tasks anticipated to be covered by Sub-ESMs include the following:

9.1 Assistance shall be provided in research, development, and evaluation of target systems, derivative equipment, control systems, derivative control systems, ground support equipment, and system and support system software.

9.2 Proof of principle evaluation tests shall be conducted that include environmental testing and other testing to determine the performance of the aerial targets under certain specific conditions and to improve the design of the system components.

9.3 Engineering support shall be provided for various Government agencies involving target operations.

9.4 Detailed engineering support shall be provided to continuously improve the capabilities of the aerial target systems to include design changes that are necessitated by obsolescence of components and subsystems or changes necessary to meet future operational requirements.

9.5 Prototype equipment shall be developed and tested to implement design changes required to improve the operational capabilities of the aerial systems.

9.6 Low rate production quantities of derivative air and ground vehicles and support equipment shall be fabricated to validate production plans, system performance, and establish initial minimum Government stocks of derivative systems.

9.7 Documentation shall be prepared that fully describes the hardware and software design changes resulting from the Sub-ESMs generated under this Base ESM.

9.8 Design reviews shall be supported as well as periodic conferences called to assess the status of work under each of the Sub-ESMs.

9.9 Reports shall be generated on a monthly basis to document the engineering accomplishments, costs incurred, and progress achieved.

The completion dates shall be in accordance with each individual Sub-ESM. The Government will establish priorities by Sub-ESM for work within a Sub-ESM as required.
