*** End of Narrative A0000 ***

1. The purpose of amendment 0007 to Solicitation W15QKN-23-R-0007 is as follows:

a. Provide the below responses to the questions received from industry:

Question 1: Supplier feedback indicates industrial base production constraints, capacity concerns, and unknown major facilitization requirements to manufacture quantities larger than 4200 cartridges/year, will the Government consider removing price points from all

Ordering Periods greater than QTY 4200 making the RFP for the following price points only: 2700, 3000, 3400, 4200?

Government Response 1: The price points 8,400, 10,000, and 15,000 have been removed from Ordering Period one (OP1). Clause 52.216-19 has been updated to reflect a maximum order of 4,200 for OP1 only. The remaining OPs remain unchanged. Price point 5,000 will remain on Contract Line Item Number (CLIN) 0001 and will be evaluated based on internal Government weighting criteria, despite the maximum order for OP1 being 4,200. If there are restrictive supply chain issues for propellant that are presented beyond OP1, a facilitization

Contract Line Item Number (CLIN) may be negotiated at that time. Statement of Work (SOW) Paragraph C.7.3., Facilitization has been added to address supply chain issues.

Question 2: Regarding Statement of Work (SOW) Section C.4.2, due to unknown scope and the potential impact on production cost, suppliers have indicated an inability to price Measurement System Evaluation (MSE) in a Firm Fixed Price (FFP) environment. The introduction of

MSE may create change to the manufacturing processes that exist today. Without the ability to understand the specific changes created by MSE, Fixed Price production quotes are not feasible based on the industry feedback. Will the Government consider removing the requirement for MSE altogether? If not, will the Government consider allowing offerors to price the cost of MSE documentation/ Contract

Data Requirements List (CDRL) submittals into proposed unit prices and then handling any costs for the scope of MSE implementation which might have impacts to production processes as a separate change proposal during contract performance?

Government Response 2: MSE will not be removed. Offerors can bid MSE and/ or Acceptance Inspection Equipment (AIE) as the supply chain allows. MIL-A-70625 and Review Guide, Measurement System Evaluation Requirements has been added into SOW paragraph C.2.2. for clarity.

Question 3: The metal pallet and adapters (AC200000431, AC200000469, and AC200000470) have Technical Data Package (TDP) requirements for unit load testing to be performed at a specified location per (MIL-P-70786, AMD4, Section 6.2.e & MIL-A-70788A, Section 6.2.e). It specifies Contractual provisions should require that the unit load test (as per MIL-STD-1660) will be performed at the U.S. Army Defense

Ammunitions Center and School (USADACS), SMCAC-DEV, Savanna, IL 61074-9639. USADACS no longer has the capabilities to perform unit load testing. Should offerors assume the Government will perform the load test or are offerors allowed to deviate from the directed source for this requirement?

Government Response 3: Offerors are allowed to deviate from the directed source for this requirement.

Question 4: The Quality Assurance Provision (QAP) for propellant testing indicates that it is to be performed with Slugs. However, the

TDP did not include Slug drawings. Will the Government please provide the applicable drawing(s)?

Government Response 4: The Government does not own the drawings for the slugs to provide. Vendors can propose their own slug solution for propellant acceptance.

Question 5: Engineering Change Proposals (ECPs) MI-N4344A2, R20T5019 and, R18T3010 are not included with the Technical Data Package List

(TDPL). Will the Government provide those ECPs?

Government Response 5: ECP R20T5019 is already included in the TDP. It is listed on sheets 46 and 47 of the TDPL, folder 00 of IMAGES in the TDP package. ECP MI-N4344A2 was addressed/ provided under Amendment 0001. Only a portion of ECP R18T3010 is pertinent to the

M829A4 TDP. The information regarding ECP R18T3010 is labeled CP_R18T3010_19200_00_018_001.pdf and it is located with Attachment 0003, TDP: Combination of Adopted Items (COAI) for Cartridge NSN# 1315-01-628-5934 (ARMY), 120MM, APFSDS-T, M829A4 (13034993:19200), REV A, in subfolder Images, subfolder 00, subfolder 00.

Question 6: Will the Government consider granting a proposal due date extension through 15 May 2023?

Government Response 6: The RFP was released on 24 January 2023. Two extensions have been granted so far. One final extension will be granted until 21 April 2023. No further extensions will be granted.

Government Response 7: The RFP was released on 24 January 2023. Two extensions have been granted so far. One final extension will be granted until 21 April 2023. No further extensions will be granted.

Question 8: Will the Government consider including an actual cost Economic Price Adjustment (EPA) for steel?

Government Response 8: No, the Government will not consider including EPA costs for Steel.

b. Update clause 52.216-19, Order Limitations, to add paragraph (b)(4) as follows:

The Maximum order for Ordering Period One (OP1) shall not exceed 4,200 for the entire OP.

c. Remove the following Price Points from Section B, CLIN 0003:

Quantity 8,400

Quantity 10,000

Quantity 15,000

d. Update Attachment 0016 Price Matrix_Rev 1, dated 15 Feb 2023 in Section J to, Price Matrix_Rev2, dated 5 Apr 2023.

e. Add SOW paragraph C.7.3 that reads: Facilitization: The contractor shall be able to support facilitation if an accelerated delivery schedule is determined necessary. A supplementary scope of work to meet this need may be provided for this individual task if it arises.

f. Add the following public documents into SOW, paragraph C.2.2, Documents to be used for reference or guidance:

p. MIL-A-70625 Automated Acceptance Inspection Equipment Design, Testing and Approval

q. Review Guide, Measurement System Evaluation Requirements (located at http://www.pica.army.mil/PicatinnyPublic/organizations/ardec/orgchart/quality.html )

g. Extend the Solicitation to 21 April 2023, 1500 EST.

2. The RFP was released on 24 January 2023. Two extensions have been granted so far. One final extension will be granted until 21 April

2023. No further extensions will be granted. All outstanding questions have been answered. No further questions will be considered because there is not enough time for the Government to respond prior to the RFP closing date.

3. All other terms and conditions remain unchanged.
