*** End of Narrative A0000 ***
1. The purpose of amendment 0004 to Solicitation W15QKN-23-R-0007 is as follows:
a. Provide the below responses to the questions received from industry:
Question 1: Electrical testers are required for the penetrator and for the completed round. It is understood that the test equipment is at the Allegany Ballistics Laboratory (ABL), under Government control. Will this equipment be made available by the Government for the awarded contractor?
Government Response 1: Electrical testers listed on the Government Furnished Property (GFP) Approved for Use (Attachment 0006) spreadsheet will be available to the awarded contractor when the most current M829A4 production contract (W15QKN-22-C-0006) is complete.
Question 2: Section I, FAR Clause 52.216-19 Order Limitations states: When the Government requires supplies or services covered by this contract in an amount of less than 1,000 for the M829A4 Cartridges, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract". The minimum order quantity (1,000) is lower than the minimum quantity price point (2,700) in Attachment 0016, Pricing Matrix. Can the Government please confirm what the minimum order quantity and maximum order quantity is for each Ordering Period?
Government Response 2: Regarding Section I, FAR Clause 52.216-19 Order Limitations; The minimum order quantity is 2,700 and the maximum order quantity is 15,000 as stated in the price matrix (Attachment 0016) The minimum quantity of 1,000 in Section I FAR Clause- 52.216-
19 has been updated to reflect a minimum quantity of 2,700.
Question 3: In Section D, Production Delivery, Test Delivery, Ballistic Lot Acceptance Test: There are several long lead components within the M829A4 program. Industry has identified elements of the cartridge that exceed the estimated nine months to complete Ballistic
First Article Acceptance Testing (FAAT). Will the Government consider aligning the FAAT completion requirements to the prior M829A4 production contract to ensure supplier leads are appropriately accounted for?
Government Response 3: To account for long lead components, Ballistic FAAT completion will be 16 months after the date of the Order
Award, for Ordering Period 1. Ballistic FAAT completion for Ordering Periods 2-5 will be 12 months after the date of each Order Award.
In addition, the Ballistic Lot Acceptance test for Ordering Period 1 will be 24 months after the date of the Order Award and, for
Ordering Periods 2- 5, Ballistic Lot Acceptance test will be 18 months after each date of the Order Awards. Section D will be updated to reflect these changes.
Question 4: Section C, paragraph C.7.2, Industrial Facilities states: "The contractor and associated subcontractors shall maintain production facilities that can manufacture a quantity of 9,000 M829A4 cartridges per year." If the Government orders more than 9,000 per year, will the Period of Performance (PoP) be extended to ensure the contractor keeps the same rate of production on an annual basis?
Government Response 4: The PoP of the entire contract (five years) will not be extended. The PoP identifies the timeframes the orders can be placed and does not impact the time the deliveries can be made. The Government will extend the delivery schedule for orders over
9,000 as needed. Section C, paragraph C.7.2, Industrial Facilities has been updated to: The contractor and associated subcontractors shall maintain production facilities that can manufacture a quantity of 9,000 M829A4 cartridges per year. As stated in Section D, Production deliveries are TBD with the expectation that the contractor shall be able to produce 9,000 M829A4 cartridges per year. If greater than 9,000 M829A4 cartridges are ordered, the schedule will be adjusted accordingly.
Question 5: Section C, paragraph C.4.2, Measurement System Evaluation (MSE): Due to the nature of implementing MSE and starting a new production line, would the Government be amendable to utilizing the existing Acceptance Inspection Equipment (AIE) and Automated
Inspection Equipment (AAIE) on Production Year (PY) 6, Ordering Period 1 (OP 1) and implementing a rolling MSE implementation plan starting with PY7 (OP 2)?
Government Response 5: Yes, this approach is acceptable.
Question 6: Does the Verification Level (VL) specified for Major and Minor characteristics apply to materials properties testing and destructive test, or should the contractor default to the Quality Assurance Provision (QAP) and referenced American Society for Testing
Materials (ASTM) standards for test quantities?
2 20
W15QKN-23-R-0007
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
Government Response 6: Default to the QAP and referenced ASTM standards for test quantities.
Question 7: Section C, paragraph C.5.11, Measuring Equipment Calibration and Control states: The contractor shall implement a system for the calibration and control of all measuring and testing equipment used for the performance of this contract. The calibration system shall, as a minimum, comply with the requirements of International Organization for Standardization (ISO)/International Electrotechnical
Commission (IEC) 17025 or an industry equivalent system acceptable to the Government.
Section J, Attachment 0010 states that the calibration system shall be in accordance with ISO 100012 or American National Standards
Institute (ANSI)/National Conference of Standards Laboratories (NCSL) Z540.3. What calibration systems are acceptable for contract compliance?
Government Response 7: ISO/IEC 17025 or an industry standard are calibration systems that are acceptable for contract compliance.
Question 8: Will the Government consider granting a proposal due date extension through 30APR23?
Government Response 8: The proposal due date will be extended until 14 April 2023.
Question 9: Section C.6, Contractor Ballistic Testing states in-process ballistic testing during production shall be the responsibility of the Contractor. Is the contractor responsible for the cost of ballistic testing and Charge Establishment/ Charge Verification
(CE/CV) testing?
Government Response 9: No, the contractor is not responsible for the Yuma Proving Ground (YPG) costs of ballistic testing and CE/CV testing, the contractor supplies the assets for the testing.
Question 10: The Government will be responsible for pickup and delivery of Government Furnished Material (GFM) (Penetrator, nose, windshield, and housing) from the supplier. Will the Government ship the GFM to more than one location? For example, if the GFM housing needed to be shipped to one location and the other components needed to be shipped to another location?
Government Response 10: No, the Government will ship the GFM as a complete matched set to one location.
Question 11: In Section C, Paragraph C.3.i and Amendment 0003, Question and Answer #6, it is indicated that the M829A4 contract, although initiated as a build to print with associated detailed specification, will be executed as a Performance Specification type contract. Would the Government consider deleting the Detail Specification (DTL) and include a Performance Specification to reflect the expectation?
Government Response 11: Per SOW, Section C.1, the item shall be produced in accordance with the TDP, SOW and any other requirements contained within the Contract. There are lists of mandatory documents in C.2.1 and documents for reference or guidance in C.2.2. Within some of the required drawings, there are areas with associated tolerance ranges. It is incumbent upon the contractor to determinate an appropriate combination of elements required to meet any drawing tolerances over time (slight adjustment may be needed from lot to lot).
This is not an uncommon practice.
