*** End of Narrative A0000 ***
1. The purpose of amendment 0002 to Solicitation W15QKN-23-R-0007 is as follows:
a. Provide the below responses to the questions received from industry:
Question 1: On solicitation page 85, the Government states, "a standard, 12-point minimum font size applies." and on page 86, the
Government states "The font used shall not be less than 10 point." Will the Government please confirm that the standard font size for proposal submission is 10-point?
Government Response 1: The 12 point minimum font size applies to the entire proposal unless an exception is noted. On page 86 of the solicitation, the stated 10 point font is referring to the volume title pages, table of contents pages, cross-referencing pages, indices, acronym lists and page dividers, as referenced in the beginning of that paragraph, those topics are an exception to the standard 12 point font required throughout the proposal.
Question 2: The Government Technical Data Package (TDP) dated 11/4/21 does not contain Depleted Uranium (DU) penetrator drawing 13051156
Rev C as defined as Government Furnished Material (GFM) in Section C. Will only DU penetrator components be provided as GFM or will steel components (Housing and Windshield) be provided as GFM as well?
Government Response 2: Yes, steel components (Housing and Windshield) will be provided as GFM along with the DU penetrator components.
The DU penetrators will be provided as GFM for the life of the contract as stated in Section A, paragraph 6 of this solicitation.
Question 3: GFM schedule shows penetrators will be provided 10 months after award but the Ballistic First Article Acceptance Test (FAAT) sample is estimated 9 months after award. Will the Government be providing GFM material necessary to allow for FAAT to occur after 9 months?
Government Response 3: GFM will be provided six months after contract award. Section D, Transportation Requirements, Paragraph g, has been updated to reflect GFM delivery as 6 months (estimated) after contract award.
Question 4: Will the first Charge Establishement / Charge Verification (CE/CV) and second CE/CV be deducted from the production cartridge deliverable quantity?
Government Response 4: No, the first and second CE/CV test cartridges are not included in the deliverables. As per SOW paragraph C.3.5., Based upon the results from the initial Charge Verification test, a written determination will be made by the PCO if a second Charge
Verification test is needed. If a second Charge Verification Test is needed, this shall be at no additional cost to the Government. If a second Charge Verification Test is not needed, the contractor shall provide the Government with 40 tactical M829A4 cartridges at no additional cost to the Government. Any additional testing that is needed will be addressed on a case by case basis.
Question 5: The Government lists Exhibit A as the Contract Data Requirements List. Will the Government confirm that Attachments A001 through A029 make up Exhibit A in its entirety?
Government Response 5: The Government Confirms that Attachments A001 through A029 make up Exhibit A in its entirety.
Question 6: The RFP states, "For all contracts identified in Section 1, Contract Descriptions, a Past Performance Questionnaire must be completed and submitted." Section 1 reads as though it applies only to the Prime Contractor. Please confirm that Past Performance
Questionnaires only need to be completed for the Prime Contractor.
Government Response 6: The Government confirms that Past Performance Questionnaires only need to be completed by the Prime Contractor.
Question 7: Page 2 of the RFP indicates a TDPL dated 4Nov21. Page 70 of the RFP indicates a TDPL dated 06Jun2019. Please clarify which
TDPL should be utilized.
Government Response 7: The TDPL is included in Attachment 0003. Amendment 0001 updated Attachment 0003 to read Attachment 0003, TDP:
Combination of Adopted Items (COAI) for Cartridge, NSN# 1315-01-628-5934 (Army), 120MM, APFSDS-T, M829A4 (13034993:19200), Rev A.
Amendment 0001 also updated the date of Attachment 0003 from 6 June 2019 to 9 November 2015 which reflects the date of drawing 13034993, Rev A. The Government notes that the identifying label of this document is Rev A, not the date.

International Standards for Phytosanitary Measures (ISPM) 15, the following commercial heat treatment process has been approved by the
American Lumber Standards Committee (ALSC) and is required for all Wood Packaging Material (WPM). WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frames, and cleats. Packaging materials exempt from the requirements are materials that have undergone a manufacturing process such as corrugated fiberboard, plywood, particleboard, veneer and oriented strand board. All WPM shall be constructed from Heat Treated (HT to 56 degrees Centigrade for 30 minutes) lumber and certified by an accredited agency recognized by the ALSC in accordance with Wood Packaging Material Policy and Wood Packaging Material Enforcement
Regulations (see URL: http://www.alsc.org ). All materials must include certification markings in accordance with ALSC standards and be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides and ends of the pallet and be contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ALSC approved DUNNAGE stamp. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry.
f. Marking: In addition to any special marking and markings called out by the Special Packaging Instruction or drawing:

The contractor is responsible for application of special markings as discussed in the Military Standard regardless of whether specified in the contract or not. Special markings include, but are not limited to, shelf-life markings, structural markings, and transportation special handling markings. The marking of pilferable and sensitive materiel will not identify the nature of the materiel.
NOTE: Passive RFID tagging is required in all contracts that contain DFARS clause 252.211-7006. Contractors must check the solicitation and/or contract for this clause. For details and most recent information, see http://www.acq.osd.mil/log/rfid/index.htm for the current DoD Suppliers Passive RFID Information Guide and Supplier Implementation Plan. If the item has Unique Item Identifier (UII) markings then the UII needs to be 2D bar coded and applied on the unit package, intermediate and exterior containers, and the unit load.
- Contractors and vendors shall apply identification and address markings with bar codes in accordance with MIL-STD-129R, dated 18
February 2014. For shipments moving to overseas locations and for mobile deployable units, the in-the-clear address must also include the host country geographic address and the APO/FPO address. The MSL will include both linear and 2D bar codes per the standard. The DD
Form 250 or the commercial packing list shall have barcodes applied as per Direct Vendor Delivery Shipments in the standard (except for deliveries to DLA Distribution Depots, e.g. New Cumberland, San Joaquin, Red River, Anniston). Packing lists are required in accordance with the standard, see paragraph 5.3.

U.S. Government approved Performance-oriented Packaging (POP) test laboratory in compliance with POP requirements in accordance with
Title 49, Code of Federal regulations. The test will be conducted to a weight of at least 20% greater than the gross package (pack out) weight or to the specified POP certification weight listed on the corresponding Packing and Marking drawing(s), whichever is greater.
- The POP test report shall be prepared by the POP test laboratory in accordance with DI-PACK- 81059 (Data Item Description) IAW Part
178, CFR 49 with the appropriate POP marking of the test laboratory.

For multi-year contracts, the contractor shall re-perform the POP testing at a U.S. Government approved Performance-oriented Packaging
