Kind of Contract: Supply Contracts and Priced Orders

*** End of Narrative A0000 ***

1. The purpose of amendment 0005 to Solicitation W15QKN-23-R-0007 is as follows:

a. Provide the below responses to the questions received from industry:

Question 1: The Government states that once the prior contracts are completed, the Government Furnished Property (GFP) will be made accountable to the forthcoming contract via a contract modification, listing the items as Government Furnished Property. In addition to the cost for transportation, will the Government be responsible for providing the required packaging for the GFP?

Government Response 1: The receiving contractor will not be responsible for the packaging or shipment costs of the GFP.

Question 2: Will the Government provide Certificates of Conformance (CofC) with the Government Furnished Material (GFM) components? Will

CofC's be required as supporting documentation to the Ammunition Data Card (ADC) and DD250?

Government Response 2: No, the Government will not provide a CofC with the GFM components. CofC's are not required for the ADC and

DD250.

Question 3: Within Section M, Price Factor, the Government states that a weighted evaluated unit price will be calculated for each specified quantity of each ordering period. Attachment 0016, pricing matrix, does not currently contain the weightings for each quantity. Will the Government provide the weightings for each quantity so the Total Evaluated Price can be calculated?

Government Response 3: No, the weights applied to different quantity ranges are for evaluation purposes only and will not be provided to industry.

Question 4: Statement of Work (SOW), Section C.3, presents a significant uncapped liability to the prime contractor. To further assess this risk and to define tighter tolerance ranges with the Government provided Technical Data Package, the prime contractor would need to identify all material, dimensional, and test characteristics that could potentially have an adverse effect on meeting critical safety and performance requirements. Although some assumptions could be made based on an analysis of Government provided historical ballistic and dimensional data, cartridge level testing would be required as a Design of Experiments (DOE) taking into account the highest risk inputs. Combinations of tolerance extremes would be evaluated through a series of Failure Mode Effects Analysis (FMEA) related to meeting required cartridge dimensional (chamber gage) and ballistic requirements. The prime contractor would also perform tolerance stack-up analysis and any available interior and exterior modeling software to predict potential failure modes. Evaluating secret classified terminal ballistics outcomes would require an agreement for support from the Government, including Army Research Laboratory

(ARL) to provide historical analysis ballistic data and modeling support. FMEA and modeling analysis would be considered in choosing the factors and their levels to be assessed in the DOE as standalone and combination effects. Following this initial analysis, DOE testing would require significant material and labor resources in advance of ordering full component quantities, delaying cartridge delivery until necessary controls are implemented to reduce risk of the Government TDP, resulting in non-compliance to the Detail Specification

(DTL) test specification. As there are a significant combination of material characteristics and dimensional extremes within the entire

TDP, completion of this activity would only be assessing the highest identified risks and would not eliminate the possibility of failing

DTL requirements. To assess tolerance limits at the highest risk level would require an initial DOE iteration to build and test rounds

(quantity estimated between 256 and 512, dependent on chosen factors, levels, sample sizes) over 18 to 20 months based on the completion of the engineering analysis, procurement of components, Load Assemble and Pack (LAP) and test. The initial assessment would be followed by another 18 to 20 month time frame to analyze the results, make final drawing adjustments, order material, build, and test rounds

(quantity estimated between 60 and 180 dependent on the number of high risk scenarios identified in the first phase) to validate the results of the initial DOE. The last phase would be to work with suppliers to determine the potential cost/schedule impacts of implementing tightened tolerance changes on identified characteristics. Following the completion of the complete analysis and DOE, the production hardware would be procured to support first article and cartridge LAP, test, and deliveries. Would the Government consider removing this paragraph to avoid the associated cost and schedule impacts? Any deficiencies identified in the Government TDP throughout the execution of the contract would then be addressed on a case-by-case basis.

Government Response 4: Statement of Work (SOW), Section C.3 will remain as is. Any changes the contractor would like to propose to the

TDP will be handled via the ECP process.

2. All other terms and condition remain unchanged.
