*** End of Narrative A0000 ***
1. The purpose of amendment 0006 to Solicitation W15QKN-23-R-0007 is as follows:
a. Provide the below responses to the questions received from industry:
Question 1: Regarding the Technical Data Package (TDP), suppliers have indicated they are unable to quote without the following
Engineering Change Proposals (ECPs) being incorporated into the M829A4 TDP:
-R21T5017 approved 02/23/22; changed socket height tolerance on 13051207 (Circuit Card Assembly (CCA), Case Base, (Ammunition Data Link)
ADL Breech Connection
- R22T3004 approved on 08/04/22; Multiple drawing and Quality Assurance Provisions (QAP) corrections across the TDP.
- R22T5012 & AFEC-22-194; Microcontroller and Software update - obsolete microcontroller at supplier
- R22Q3004; Correct errors on MIL-A-70788 Rev A AMD 5 for metal pallet
Will the Government please confirm if these ECPs should be incorporated into the M829A4 TDP for this Request for Proposal (RFP)?
Government Response 1: The following ECPs have been previously approved and are hereby added to Section J, Attachments:
ECP R21T5017: M829A4 Producibility Improvement for Case Base Circuit Card Assembly Socket Height
ECP R22T3004: M829A4 Producibility Improvement for Case Base Circuit Card Assembly Socket Height
ECP R22T5012: Microcontroller and Software Update
ECP R22Q3004: Release amendment 6 for MIL-A-70788
Question 2: In regard to the TDP, for the metal pallet, AC200000429 Rev E (posts) and AC2000000428 Rev D (skid), these drawings have errors. The supplier has indicated they must quote Rev C + ECP R18T3010 in both cases to manufacture packaging to the correct dimensions. Does the Government agree?
Government Response 2: AC200000429 Rev C + ECP MI-N4344A2 and AC2000000428 Rev C + ECP R18T3010 are listed in Contract C for use.
Question 3: In regard to the TDP, for the Fibre Reinforcing Bundle (13051220), due to obsolescence the supplier can no longer use
Spandex 420 Denier V550 in producing this component and must use Spandex 420 Denier H300. Product code will change from AT3814 Rev 3 to
AT3814 Rev 3A. What testing and/or evaluation should be assumed to accept the material change?
Government Response 3: To qualify a material change in the fiber bundle, the Contractor must meet all material and dimensional requirements of drawing 13051220 rev E, and all inspection requirements of QAP13051220 rev -; Pass propellant compatibility testing using vacuum stability test per MIL-STD-286C (method 403.1.3) or STANAG 4147 (rev 2, test 1) with the new bundle and both Surface Coated
Double Base (SCDB) and Diethylene Glycol Ninitrate (DEGN) propellant (drawings 13051227 rev G and 13051228 rev F, respectively); Meet all ballistic requirements of a First Article Acceptance Test (FAAT). Fifteen rounds loaded to a standard charge weight at each of hot, cold, ambient. Then, ten strength of design (SOD) rounds at an increased charge to achieve breech pressures between 7274 and 7369 bars for every round. This does not have to be a dedicated sock qual test, and an exterior ballistic failure not due to the new material would not disqualify it.
Question 4: In regard to the TDP, the incumbent supplier for the Aft Ring, Part Number (P/N) 13051170, requires a change in base metal due to persistent corrosion issues that impact cost and schedule. Would the Government be amenable to the potential change? If so, what testing and/or evaluation should be assumed to accept the material change?
Government Response 4: The Government does not intend to change the material at this time. After contract award, a change to the material can be proposed through the ECP process. The testing and evaluation will be addressed at that time.

Question 5: The Sabot supplier has indicated the prepreg polymer Ultem 1000F3SP is obsolete. Should the associated cost and schedule should be assumed in the response W15QKN-23-R-0007?
Government Response 5: Associated cost should be assumed in the response to the Request for Proposal (RFP). The Government has determined that schedule should not be impacted by a new prepreg polymer supplier. After contract award, an ECP can be submitted to the
Government that addresses the proposed material.
Question 6: The Government has provided a formula with which a pricing curve will be calculated and incorporated into the resulting contract. Guidance on the use of pricing curves from the Defense Pricing and Contracting (DPC) and Operational Services Division (OSD) is specific to sole source negotiated contracts where the curve formula can be negotiated, taking into account the improvement/learning associated with a product based on historical data. Given this is a competitive RFP, will the Government consider changing the pricing structure to quantity range band pricing?
Government Response 6: The Government denies the request to change the pricing structure to quantity range band pricing. A pricing curve applies the principle that, as the quantity doubles, cost decreases due to increased efficacy associated with repetitive tasks (in a production environment), or due to economies of scale, which has been determined appropriate for this action. In addition, offerors are still able to propose distinct pricing for the outyears, where the improvement/learn would be most evident. A separate curve formula is calculated between every two price points and, separately for every Ordering Period (OP). The curve for OP2 will be based upon the proposed OP2 pricing. Each offeror has the opportunity to propose lower prices for the price points in the outyears to reflect the learning/improvement.
Question 7: The Government has indicated in an answer to a previous question that it expects offerors to do their due diligence and engineering analysis to determine the combination of tolerances that will meet the Government's requirements. Will the Government consider including a segregable Cost Plus Fixed Fee (CPFF) Contract Line Item Number (CLIN) that is not included as part of the overall
Total Evaluated Price (TEP) calculation for this engineering analysis given its undefined scope?
Government Response 7: No additional CLIN will be added for any internal engineering analysis. As the system contractor, it is the offeror's responsibility to determine what engineering analysis is required to meet the contract requirements. The Government will not dictate scope or assumptions.
Question 8: The Government has indicated in an answer to a previous question that it expects offerors to do their due diligence and engineering analysis to determine the combination of tolerances that will meet the Government's requirements. This engineering analysis is not explicitly captured in Section C, Statement of Work (SOW). What is the scope of the engineering analysis and/or what assumptions should an offeror make with regards to the engineering analysis so it can be appropriately priced in a competitive Firm Fixed Price
(FFP)environment?
Government Response 8: As the system contractor, it is the offeror's responsibility to determine what engineering analysis is required to meet the contract requirements. The Government will not dictate scope or assumptions regarding the engineering analysis. SOW paragraph C.3.i. has been adjusted and the following has been removed for clarity: The contractor shall not assume, nor does the
Government guarantee that all possible combinations permitted by the tolerance limits of the TDP and specifications will consistently satisfy the requirements. Individual items within the TDP may not all be made to the limits of the tolerance bands as it may prevent proper assembly or performance.
Question 9: The Government has indicated in an answer to a previous question that it expects offerors to do their due diligence and engineering analysis to determine the combination of tolerances that will meet the Government's requirements. If an engineering analysis is required for PY6 production, a 24 month delivery schedule after the date of the contract award is unfeasible. Will the Government consider either 1) extending the delivery schedule for PY6 to allow an engineering analysis to be conducted on the TDP prior to entering production or 2) allowing the awardee to conduct the engineering analysis in parallel with PY6 production and not being contractually obligated to meet the requirements of SOW C.3.i. until such time that PY7 is awarded?
Government Response 9: As the system contractor, it is the offeror's responsibility to determine what engineering analysis is required to meet the contract requirements. The delivery schedule for PY6 will not be extended. Additionally, the Government will not relieve the contractor of the requirements of SOW C.3.i., in PY6.
Question 10: Section L is inconsistent in that it includes Federal Acquisition Regulation (FAR) 52.204-22 Alternative Line Item
Proposal, but it also states, "Alternate proposals will not be accepted." Will the Government accept a proposal with an alternative line item?
Government Response 10: As stated, in FAR 52.204-22, The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable. Therefore, at this time, proposals with alternative line items will not be accepted.
Question 11: Regarding the TDP, a new Kraft Paper supplier for the Combustible Cartridge Case needs to be established because the
3 19
Name of Offeror or Contractor:

current supplier has notified industry that they are exiting the business. What assumptions should offerors make for this qualification effort? Additionally, qualification of a new supplier will require additional schedule for cartridge delivery because long-lead
Combustible Cartridge Cases cannot be placed on purchase order until a new Kraft Paper supplier is identified. How should offerors account for additional schedule time above and beyond the current cartridge delivery requirements of 24 months ADC for this qualification effort given the competitive environment of this RFP?
Government Response 11: The systems contractor is responsible for managing the supply chain, this is not a source controlled drawing.
The risk analysis should be conducted by the contractor in order to assess their supply chain availability to meet the requirements.
Question 12: Supplier feedback indicates FAAT delivery schedule of 16 months After Date of the Contract Award (ADC) and cartridge delivery schedule of 24 months ADC are unfeasible given industrial base production constraints and extraordinary material/component lead times. Will the Government consider making delivery schedules negotiable at the time of each Delivery Order award?
Government Response 12: The FAAT delivery schedule of 16 months ADC and cartridge delivery schedule of 24 months ADC remain unchanged.
However, the Government has identified a possible supply chain constraint for the propellant. If the contractor provides sufficient data that the supplier lead time for the propellant will put undue delay on the production schedule outside of the prime contractor's control and the prime has taken steps to mitigate these delays, relief to the schedule may be given at that time. Section H has been updated to reflect schedule relief requirements.
Question 13: The RFP includes DFARS 252.246-7006 Warranty Tracking of Serialized Items, but it doesn't appear to include a Warranty clause listing the length of the warranty and applicable remedies, etc. Please confirm whether a Warranty clause applies to this requirement.
Government Response 13: DFARS 252.246-7006 will be removed from the solicitation.
Question 14: SCDB Initiator manufacturing is moving from Elkton, MD to New River Energetics (NRE) in Radford, VA. How should offerors account for additional schedule above and beyond the current cartridge delivery requirements of 24 months ADC required for this place of performance move effort given the competitive environment of this RFP?
Government Response 14: The cartridge delivery schedule of 24 months ADC remains unchanged. However, if the contractor provides sufficient data that the supplier lead time for the SCDB Initiator will put undue delay on the production schedule outside of the prime contractor's control and the prime has taken steps to mitigate these delays, relief to the schedule may be given at that time. Section
H has been updated to reflect schedule relief requirements.
