W15QKN-21-R-0106 M88 Industry Questions, and Government Responses
1. Would you mind clarifying this statement and to which (or all?) drawing (s) is applicable to?
The "[drawing#] Mosaic Picture" files are the spliced screenshots of the original drawing.
Government Response: The statement refers to drawings 12902743 and 12902744, both of which have folders located in the "Pack and Mark for Pressure Cartridge Assy Ammo Box 21 Dec 21" folder in the TDP. The original drawings are in the corresponding drawing's folder as a .file document. The accompanying pdfs in that folder are screenshots of the drawing but only capture pieces of the drawing to retain clarity. The "[drawing#] Mosaic Picture" is a pdf with all of those screenshots spliced together.
2. Request clarification regarding the flow down of items labeled Distribution F. Per Solicitation W15QKN-21-R-0106, page 2 under DISTRIBUTION STATEMENT F, prime contractors may flow down the document to subcontractors/vendors and the prime shall provide a list of recipients to the contracting office. However, according to Attachment 0007 NDA, paragraph 2., the recipient shall not disclose the Data to any third party and prior to any third party disclosure, Recipient shall notify and receive written approval from ACC-NJ.
Is the expectation to provide a list of any third parties along with executed NDA prior to any dissemination?
Government Response: In Section of A of the RFP, page 2 of 98, the following is stated: For items labeled Distribution F, the controlling office has authorized that prime contractors may flow down the document to subcontractors/vendors. The prime shall provide a list of recipients to the Contracting Officer. This constitutes written approval from ACC-NJ provided that the prime contractor obtains a signed NDA from any sub-contractors provided Distribution F documents, and a list is provided to ACC-NJ detailing who they have provided them to.
3. Reference Attachment 0002, paragraph 7 - We interpret paragraph 7 of the Contract Quality Requirements as meaning that we should substitute the stated MIL-STD-1916 Verification Levels for any inspection requirements in contract documents, including MIL- STD-105 in MIL- P-70668 and the custom sampling plan in MIL-C-70660. We assume any inspections stated as 100% would remain 100%. Is our understanding correct?
Government Response: Yes.
4. Reference MIL-P-70668 paragraph 4.5.5.1 - Please clarify the last sentence of 4.5.5.1. Are we required to measure the impact velocity for each test? The sample size would seem to be too small to permit any meaningful statistical analyses.
Government Response: The sample size would need to be sufficient to statistically represent the population size of the lot being sampled. Therefore, the Contractor shall choose an appropriate sample size to represent the size of the lot population. The samples would need to perform IAW MIL-P-70668 paragraph 4.5.5.1, which states how each sample will be conducted and of the required performance by the samples representing the lot population
(i.e., that the mean velocity plus 4 sigma deviations of the sampled lot shall be greater than
8.7 fps).
5. Reference Exhibit A, Contract Data Requirement List (CDRL) and Attachment 0012 – Attachment 0012, requires Block 17 & 18 of each DD Form 1423 to be filled out as per the instructions. There is no Block 17 & 18 on any of the DD 1423 forms. Please clarify.
Government Response: Revised CDRLs provided with Amendment 0002.
6. Reference Solicitation W15QKN-21-R-0106, Section B, CLINS 0003, 0006, 0009, 0012 and 0015 lists first Quantity Range as 100-400 and second quantity range of 500-999. Should the first range be 100-499? Please clarify.
Government Response: Updated accordingly.

11. Reference Solicitation W15QKN-21-R-0106, Section L, Page 88, Paragraph L.6.1.1 requires Offerors to submit pricing in Section B for all priced CLINS, including all quantity ranges - Would USG consider furnishing an MS Excel Pricing Matrix or let the Offerors create one for submitting the pricing instead of inserting prices in Section B.
Government Response: No, the offeror shall include pricing in Section B.
12. Reference MIL-C-70660B & Amend 1, Canister Assembly M88 LAP.
a. Reference 4.4.2.1, Major 101, Adhesive (Note 6 of Dwg.) - This paragraph references Drawing 9366482, which is not in the TDPL. We believe it was replaced by Drawing 13005468. There is no adhesive on ythe strap per drawing 13005468 and Note 6 is a tension load test referred to by Major 103. Should the inspection for the adhesive be deleted?.

d. Reference 4.5.2.2 and 4.5.2.3 - These paragraphs refer to MIL-STD-810 Test Methods 502.2 (Cold Temperature) and 501.2 (Hot Temperature), respectively. TDPL 9385171:19200 specifies revision H of MIL-STD-810. The revision numbers of these Test Methods in MIL-STD-810H are 502.7 and 501.7 respectively. Please verify that
502.7 and 501.7 are the correct test revisions to use.
Government Response: Yes, 502.7 and 501.7 are the correct test revisions to use
(MIL-STD-810H).
e. Reference 4.5.2.4 Transportation vibration - The test is required to be performed iAW MIL-STD-810, Test 514.4, Category 8, Appendix A, Table 514.4-A II. TDPL 9385171:19200 specifies revision H of MIL-STD-810. The version of test 514 it contains is 514.8, which does not contain the referenced figure. Please clarify the test requirements.
Government Response: Use Table 514.8C-IV. As referenced in 514.8D-21, Category 20
– Ground vehicles – ground mobile.
f. Reference 4.5.2.5 Rain test method - The test is required to be performed IAW MIL- STD-810 Method 506.2, procedure I, 4.0 in./hr, MIL-STD-810H contains test 506.6.
Please verify that the test should be conducted to the latter test revision.
Government Response: Yes, use test 506.6, Procedure I.
13. After acceptance of the TDP as complete by the USG for the M88 Practice Mine Canister, were any waivers, ECPs, authorized change orders or VECPs created that were not captured in the TDP? If there were waivers, ECPs, authorized change orders or VECPs, is it possible to receive a copy of those documents?
Government Response: Since the RFP for M88 was issued, the Government has determined that due to the cessation of manufacturing of M1 Propellant, and that M1 Propellant is otherwise limited in availability, an M88 Contractor is authorized to use M64 Propellant (Type 1 Multi-Perforated (MP)) in lieu of M1 Propellant (Type 1 MP). The Government will include this as part of a future ECP to the M88 Technical Data Package.
Please note that the latest version of MIL-STD-32571 for M64 Propellant is a ‘Distribution D’ document, and it cross references the MIL-DTL-652 Revision D for M1 Propellant. MIL-STD- 652 Revision D was provided as part of the RFP Package .The latest version of the MIL-STD- 32571 is available to Contractors after the requesting Contractor provides the US Government Contracting Authority (i.e., CCNJ) with a properly signed non-disclosure form.
14. Request the following documents:
MIL-C-70660
12953330 Top level drawing tree Parts list
Government Response: MIL-C-70660 Rev B and Rev B Amendment 1 were provided as part of the RFP package for W15QKN-21-R-0106.
The latest version of the drawing 19200-12953330, Combination of Adopted Items (COA) for Canister Mine Practice M88, (Distribution C), is available to Contractors after the documents detailed in Section A Limited Distribution Data Information Instructions.
The TDPL does not include a drawing tree, and the US Government does not have one to provide. The TDPL was provided to each recipient within the P21C38 TDP.
15. Section L.2.2.1 of the Solicitation states, “DD Form 1423 with Blocks 17 and 18 is completed as required”. However, on the DD 1423 provided in the solicitation there are not blocks 17 and 18; does this mean they are not applicable or not required?
Government Response: The Government provides the Forms DD1423-1 which include blocks 17 and 18.
16. Are the quantity breaks delineated in Section B of the Solicitation for a single standalone M88 or are the quantity breaks for a completed unit of 2-each M88 inside the PA113 transport container?
Government Response: In re the quantity breaks”, please note that the RFP listing of a range from ‘0-400’ was an error, and that specific range should be ‘0-499’
Marking of PA113 Cylindrical Ammunition Containers packed with M88’s shall be IAW MIL- STD-129R Military Marking for Shipment (Distribution A). This includes partially loaded (i.e., with only one (1) M88) and empty PA113’s which are to be palletized/unitized IAW, Drawing 19- 48-4231-20PM1006, Appendix 81 - Unitization Procedures for Ammunition and Components Packed in Cylindrical Metal or Plastic Containers on 4-Way Metal Entry Pallets (Distribution A).
17. Since the instructions for the FAT in Section 3.2.2 of the solicitation specify separate FATs for the four different subassemblies (1. M88 Slider Housing Assembly, 2. M88 Tube and Closure Assembly, 3) MM88 Dummy Strap and Breech Assembly and 4) M88 Pressure Cartridge Assembly), coupled with separate TDPs for the containers for transportation of the M88 in PA113 tubes and the Pressure Cartridge Assembly in another container; Is it the USG’s intention that the M88 (less the Pressure Cartridge Assembly) will be shipped separately from the M88 Pressure Cartridge Assembly to YPG, and then assembled at YPG prior to FAT of the complete M88 Practice Mine Canister at YPG by the USG with contractor support?
Government Response: Complete M88 canister assemblies will be delivered to Yuma Proving Ground (YPG) for testing by the ATEC (Government). All other testing is the contractor’s responsibility.
