About this file
This document contains a federal solicitation and related response to a question regarding technical specifications. The United States Army on behalf of the Project Manager Close Combat Systems is seeking proposals for the production, testing, packaging and delivery of non-electric blasting caps, time fuse delays, and dummy demolition charges. Offerors should submit proposals in response to solicitation number W15QKN-20-R-0050 no later than the date indicated. Award will be made using a trade-off best value methodology. The response clarifies that the correct burning time requirement for fuse material per the specification is 120 seconds plus or minus 12 seconds, as the Government has initiated a change to resolve the discrepancy with the stated drawing note.

W15QKN-20-R-0050 Amendment 0006 Attachment 0029
Question: The M14 drawing, 13028635, calls for M700 fuse per drawing 13064970. Note 2 on 13028635 also says that the fuse shall meet the requirements of MIL-DTL-45144.
Drawing 13064970 stipulates in Note 6 that: "The burning time of 36.0 +/- .5 inch lengths of the fuse at sea level and 75 degrees F shall be not less than 108 seconds and not greater than 122 seconds" MIL-DTL-45144 Section 3.15 stipulates that "the burning time of 36 inches plus 0.5 minus 0.5 inch lengths of the fuse at sea level and 70ºF shall be 120 seconds plus or minus 12 seconds" These values are not in agreement:
• Drawing 13064970: 108 to 122 seconds
• MIL-DTL-45144: 108 to 132 seconds
Can the USG provide guidance on this?
Government Response: The correct requirement is the one stated on MIL-DTL-45144, Section 3.15 ("the burning time of 36 inches plus 0.5 minus 0.5 inch lengths of the fuse at sea level and 70ºF shall be 120 seconds plus or minus 12 seconds."). The Government is aware of this discrepancy and has initiated a change (R20B2013) to drawing 13064970.
