About this file
This document contains responses to questions from potential offerors regarding a solicitation for non-spool based munitions items. The solicitation seeks production, testing, packaging and delivery of M11 blasting cap assemblies, M14 blasting cap assemblies with a 5 minute time fuse delay, M25 and M200 blasting cap assemblies with 70 feet of shock tube, and M652 dummy booster assemblies with 30 feet of inert detonating cord. Offerors may propose alternate shock tube designs from four suggested suppliers if key design requirements are met. The Department of the Army Materiel Command Contracting Command at Picatinny Arsenal will evaluate proposals and make award to the offeror representing the best value utilizing a trade-off methodology. Proposals were due no later than February 3, 2021 under Amendment 0004, which extended the deadline from responses provided to initial questions.

Questions 1 ) In our past experience TDP Reviews have been separate, priced CLINs. Please confirm it is the governments’ intention for the TDP review to be Not Separately Priced?
Government Response: Confirmed.
Question 2) Please confirm that the FHC for the M11 and M14 is provided by the government.
Government Response: Confirmed.
Questions 3) Please confirm the DVT testing for the M15 is performed by the government.
Government Response: If a DVT is required, then the contractor will build and deliver the DVT units to the Government for testing. The contractor would be responsible for the DVT units. The Government will conduct and pay for the DVT testing. If proposed DVT units pass the required DVT testing, then the Government will reimburse the contractor for the cost of the units. The Government will not reimburse the contractor for the cost of DVT units that do no pass the required DVT testing. Reference Statement of Work C.3.3. The narrative for CLIN 3012 has been revised to clarify the Government’s intent.
Questions 4) Drawing 13026126 Shock Tube states “ALTERNATE DESIGNS MAY BE USED WITH PRIOR APPROVAL BY THE DESIGN ACTIVITY.” We are able to offer the M11 and M15s with shock tube per the drawing or with legacy shock tube. The former will be substantially higher cost than the latter. We have no way to gage the value the government assigns to the shock tube design so we do not know which to propose. How will the government evaluate proposals utilizing Alternate Design shock tube against proposals that utilize Shock Tube manufactured per the drawing? Would an alternate design be considered non-compliant? Can we offer pricing for both versions?
Government Response: Alternate Designs produced by any of the four (4) ‘Suggested Suppliers’ shall be considered compliant and approved, as long as the following requirements are met: (1) Diameter; (2) Color; (3) Velocity of Detonation (VOD), Explosive Load Amount, HMX/AL Percentage, and HMX Specification; (4) Tensile Force; and (5) Shrinkage.
Questions 5) We respectfully request that the submission deadline for proposals be extended by at least 7 days from the time the responses to these questions are provided.
Government Response: The proposal submission date was extended to 3 February 2021 under Amendment 0004.
