*** End of Narrative A0000 ***

The purpose of this amendment, 0003, is the following:

1) To answer questions received from industry and make associated updates to the solicitation:

1.1) Is there a maximum number of past performance and past performance questionnaires that the Government would like to receive?

Answer: No.

Update: N/A

1.2) Can we utilize subsidiary, commercial, and subcontractor past performance?

Answer: Yes.

Update: N/A

1.3) Will we be rated negatively if a client does not provide a response to the PPQ request prior to the proposal due date?

Answer: No.

Update: N/A

1.4) Can the Government please confirm that any major Subcontractors must provide the same information as the Prime Contractor listed in

Section L.3.2.2 (List of all Government contracts within three (2) years, Section One (1), Section Two (2), and PPQs?

Answer: Yes. The same information is required for Major Subcontractors. Per Number Three (3) of the referenced paragraph, this includes all major Subcontractors who shall be providing critical hardware/services or whose subcontract is for more than 25% of the total proposed price.

Update: N/A

1.5) Will the Government provide an extension to the due date to allow for additional time after answers to questions are provided?

Answer: The Government already provided an extension to the due date under Amendment 0002. Furthermore, this Amendment (0003), shall further extend the due date.

Update: Extension of due date.

1.6) GovWin indicates that this is a new opportunity. Who is maintaining these systems today? Is there an incumbent(s) on this contract?

Answer: This particular effort is different than sustainment efforts provided in the past (as the requirements and systems have changed). Prior sustainment work for other MWN e911 have been provided under contract #W15QKN-19-C-0045, which was a sole source 8(a) award. We have identified additional 8(a) firms via market research and have determined to compete within the 8(a) program.

Update: N/A

1.7) The Offeror shall submit a Sample Task Proposal (Attachment 0003), in accordance with Task Order A PWS, attached in Section J.

There is no Task Order PWS information provided in Attachment J. Can the Government confirm that Attachment 0006 - EMS Task 1 PWS is the correct referenced attachment?

Answer: Attachment 0006 is the PWS for the Sample Task. Attachment 0003 is the cost proposal format to utilize in preparing the sample task cost proposal.

1.8) The Offeror shall submit a Sample Task proposal (Attachment 0003) in accordance with Task Order A PWS, attached in Section J.

Attachment 0003 only includes pricing. Please confirm that the Government is also requesting a technical narrative to accompany the price (Attachment 0003) as part of the Subfactor Two (2) Requirements.

Answer: Confirmed. The Sample Task Subfactor requires a Technical Narrative as delineated in M.3.2.2.

Update: N/A

1.9) Provide documentation supporting their proposed pricing included in Attachment 0003 (vendor quotes, invoice prices, etc.), in order to perform a cost realism analysis. Where would the Government like us to provide this back up documentation? Please confirm that this will not be counted as part of the page count.

Answer: Documentation may be a separate attachment to the cost proposal in Attachment 0003. This will not be counted against the page count.

Update: N/A

1.10) Can the Government please confirm the period of performance including base and option years?

Answer: The overall contract Period of Performance is five (5) years.

Unknown. WDs have been included as attachments for Herndon, VA, Fort Cobb, OK, and Pendleton, OR. Should additional WDs be necessary, the Offeror shall request in writing these WDs to the Contracting Officer no later than 1500 EST on 09 JUL 2020. No additional amendments shall be issued to include such WDs, and they will be sent to the requesting Offeror directly. Help Desk Technicians and

Administrative Clerical Assistants are subject to the SCA. However, it is the Offeror's responsibility to map their proposed labor category to the applicable labor category in the Wage Determination. Should an Offeror disagree with the determination for these categories, supporting rationale shall be provided as part of the proposal submission.

Update: Clause included along with the three (3) locations. Wage Determinations have been included as Attachment 0012 in Section J.

1.12) All proposals shall be submitted electronically via the DOD SAFE site. Can the Government provide the estimated minimum/maximum lead time you need in order to provide a request to the site? (i.e. some site links have an expiration or validity date).

Answer: Proposals are due in the DOD SAFE site by 1500 EST on 15 JUL 2020. Requests for a SAFE link shall be sent to BOTH the

Contracting Officer and Contract Specialist no later than 1500 EST on 14 JUL 2020 and will be sent to each Offeror by 0900 EST on 15 JUL

2020.

Update: N/A

1.13) Request the Government provide an extension to the due date so Offerors have ample time to address answers to questions and provide high quality solutions.

Answer: Duplicate question; this has already been addressed by 1.4.

Update: N/A

1.14) Does the Government intend to include the sustainment support level of effort required to include the listed vendor solutions?

Will that be a separate task order or RFP?

Answer: All work is done on a task order basis. If something is not specifically called out in the Sample Task PWS (which may be awarded as part of the evaluation), it is not currently a requirement.

Update: N/A

1.15) Does the Government intend to separately fund migration to NG911 or tech refresh of existing E911 Systems?

Update: N/A

1.16) Does the Government intend for the existing systems to be migrated and operational from NIPR, PSNet or any other network migration during the performance period?

Answer: Currently the Army 9-1-1 systems operate on a closed network, this may change as the country migrates to NG 9-1-1 and a DoD NG 9-

1-1 technical solution is developed. Army MWN and AVNS already exist on NIPR.

Update: N/A

1.17) Does the Government have any plans to incorporate an approved DoD Cloud Services Provider into the requirements?

Answer: Currently the Army MWN is hosted at DISA, there is not a current plan to incorporate a Cloud Service Provider but that could change as technical plans for these technologies to develop.

Update: N/A

1.18) Does the Government have any plans to regionalize or consolidate ECC or EOC Operations inc consideration of the AMC and IMCOM structure changes?

Answer: This has not been mentioned to the personnel working this effort.

Update: N/A

1.19) What has the Government identified as the key issues or items that could be improved upon from the current sustainment support process?

Answer: The Government is always looking for cost effective ways to minimize system down time. Additionally, Cyber Security is always a large concern as is the ability to hit every DoD individual inside an impacted area with a MWN message.

Update: N/A

1.20) Does the Government plan to maintain the Alertus Beacons to be used as the integration device between the hardware and software systems should the Government stay with Alert! or move to another unified communications platform?

Answer: The Government is always looking for better/cheaper options to accomplish the mission. Currently there are no plans to change.

Update: N/A

1.21) Is there a model number for the Alertus device in question?

Answer: The model number can change depending on the version of the beacon, however it is commonly called "Alert Beacon" and can be found on their website.

Update: N/A

1.22) Based on review of the IDIQ and Sample Task PWS, we recommend the Government consider creating a separate FFP CLIN in Section B for MWN GOTs Software Support.

Answer: No separate CLIN for MWN GOTs Software Support will be created.

Update: N/A

1.23) Would the Government consider creating a separate FFP CLIN in Section B for Alert! Software Support?

Answer: No separate CLIN for Alert! Software Support will be created.

Update: N/A

1.24) If the Government does not concur with this recommendation, does the Government intend Offerors to include Alert! Software Support as part of the ODC CLIN in the IDIQ Section B?

Answer: These costs should be proposed under the Sample Task under the cost element each Offeror deems appropriate. For example, if the costs are subcontracted and are for labor, it would be included as FFP Labor. If it's mostly material costs it should be included as such. This is entirely up to the Offeror. There is no CLIN for Other Direct Costs. Reminder, cost realism will be performed on any T&M

portion of the proposal.

Update: N/A

1.25) Will future task orders associated with this bid be placed for public bid, i.e. replacement or upgrades of existing systems?

Update: N/A

1.26) What is the connection integration mechanism between Giant Voice Integration (Alertus Beacon) and legacy Giant Voice or site specific systems i.e. Contract Closure, Serial Interface...?

Answer: Connection type is to be determined.
