*** End of Narrative A0000 ***
The purpose of this amendment, 0002, is the following:
1) To answer the following questions received from industry:
1.1) Question: Who would be responsible to ensure UFC criteria after the implementation and integration processes have been completed?
Answer: This effort is not responsible for the construction aspects of the facilities the equipment is installed in. However, any equipment that needs to be installed/maintained should be done in a safe and secure manner. The UFC provides good guidelines.
1.2) Question: After the contract is awarded, who will be required to coordinate the interface between MWN system and AVNS, GV ect.?
Answer: Some tasks under this effort may include maintaining MWN, AVNS, GV, and 911 systems. Specific systems are referenced in the
Sample Task. Future tasks may introduce new/different systems from the Sample Task provided. The Contractor that receives the award will be required to maintain the interfaces between all of these systems on tasks awarded under this contract.
1.3) Question: Will all bases be required to implement Alert! and be fully integrated with the other MWN including GV?
Answer: Currently all Army bases are utilizing Alert!, and similar to Question Two (2), it is not possible to predict what additional tasks may be awarded on this contract. It is possible that the Alert! footprint will expand. It is also possible the Alert! system could be replaced by another system. It is also impossible to determine what systems Alert! might be integrated with in the future.
1.4) Question: Can the Government provide more information on the Alertus GVI device? What manufacturers are tested with this device?
When will a schedule be in place to test additional manufacturers?
Answer: Currently the Federal Signal GV system is integrated with Alert! through the use of an Alertus Beacon. As additional GV systems are standardized for use across the Army/DoD the potential to integrate with MWN will be considered.
1.5) Question: Can the Government provide a technical POC for the AVN and GVI devices from Alertus and the Government agency that handled the technical development of the interface? Can the government provide a description of how the device will integrate with hardware solutions, ie Contact Closure, Serial Interface, IPAWS ect?
Answer: No, the Government will not provide POC information. The Alert! system passes messages destine for GV broadcast through an
Alertus beacon into the GV controller. The commands and information transmitted to the controller tells the GV system what to broadcast and which towers to broadcast. The Alert! system is currently completing its IPAWS integration paperwork and will be capable of sending
WEA alerts. At this time there is no intention to add DoD owned devices to the IPAWS broadcast capability.
2. To extend the proposal due date to 09 JUL 2020 at 1500 EST.
