RFP W15QKN-19-R-0013 Questions and Answers #2
6. Is there an IMS page limit?
RESPONSE: As mentioned within L.3.1, the Integrated Master Schedule (IMS) shall be a separate file. There is no page limit for the IMS; however, it needs to be legible, and should be as brief as possible while consistent with complete submission, given the time limit for the oral presentation (Up to two (2) hours).
7. Need clarification on the statement in L.4.1.1 paragraph A:
"The information and associated documentation for the identified production rate on the prime and any subcontractor facilities, key equipment, and tooling shall be provided."
RESPONSE: This language is asking for information and documentation that demonstrates/justifies how you are going to meet the production rates that are quoted.
8. Section C.3.7 clarify: The contractor shall be responsible for the performance of incineration/disposition of all the scrap or rejected components from the M231 and M232 TYPE production.
Does this include GFM? Does the government differentiate between rejected GFM materials prior to use on the production line vs. Contractors damaged material on the production line?
RESPONSE: Scrap would be any material (including GFM) that’s introduced to the LAP line that is not used (i.e. Propellant remaining in the hopper upon completion of the lot, damaged/rejected igniter bags, damaged/rejected combustible cases and damaged/rejected ammo containers and packaging materials. This requirement does not apply to rejected GFM materials that are identified at incoming inspection, prior to use on the production line, and are not caused by the LAP contractor.
9. Attachment 13, page 3 states “The contractor shall host a post award conference/meeting at the contractor’s facility to include contractor and government contracting, management, quality assurance and technical personnel no later than 30 calendar days after contract award. The contractor shall participate with the government to arrange a schedule and agenda for the post award conference prior to the meeting.”
RFQ Page 46 C.3.14.1 Post Award Meeting: The contractor shall host a post award meeting at the contractor's facility to include contracts, management, and technical personnel no later than 90 days after contract award.
Which one is correct as they are in conflict?
RESPONSE: 90 days is correct. Attachment 0013 shall be updated within Amendment 0002 to revise “30 days” to “90 days”, as stated within Section C.3.14.1.
10. There are several references to 4.1C combustible cases. We believe this should reflect 1.4C combustible cases. Please confirm.
RESPONSE: The Combustible Case hazard classification is 1.4C. All areas of the solicitation where 4.1C was reference will be formally updated to 1.4C within Amendment 0002.
11. "With regard to scheduling, [the offeror] needs to know what to expect from the government for lead time of energetics and combustible cases."
RESPONSE: As stated within Section H of the RFP, for each GFM item, a 2 month supply will be delivered “as early as 30 days after delivery order award but no later than 60 days before Production start-up", with the exception of igniter propellant, which states "as early as 30 days after delivery order award but no later than 120 days before Production start-up."
