Solicitation W15QKN-19-R-0013 – MACS LAP - Questions and Answers Set #1
Question #1. Please provide a list of approved sources.
ANSWER #1: The RFP has been amended to change the term “approved sources” to “recommended sources”. The recommended sources list will be provided to each offeror that requests the Technical Data Package (TDP). In order to receive the recommended sources, the Military Critical Technical Data Agreement (Form 2345), Technical Data Request Questionnaire (AMSTA-AR Form 1350), and Non-Disclosure Agreement (NDA) must be provided.
It should be noted, the recommended sources list will be provided to each offeror that requests the Technical Data Package (TDP). The recommended sources list is provided for awareness only. The USG neither restricts nor directs the primes to purchase component(s) from these recommended sources. In addition, the USG is not responsible for these sources' performance, such as whether they can be provided the required Contractor Furnished Material (CFM) timely and/or meeting TDP requirement. The prime contractor is the sole responsible party to identify and manage its supplier(s) to ensure contract requirements are met.
Question #2. We note that the proposed contract is anticipated to be awarded in the fourth quarter of 2019 (Government FY). Shall we assume validity is required through September 30, 2019?
ANSWER #2: Yes, please ensure proposals are valid through September 30, 2019.
Question #3. Please provide guidance on attachment 0002 Clearance of Technical Information for Public Release. We are unsure as to what technical information this pertains to.
ANSWER #3: Local requirement #3 in Attachment 0012 details the need for PCO approval before releasing information received during this contract or generated from this contract to the public (e.g. press release). Attachment 0002, INME-PIC-IM Form 3002 provides instructions for clearing technical material for release to the public and a sample clearance form.
Question #4. Please provide the Government’s best estimated quantity for this effort.
ANSWER #4: The USG's current best estimate is around 2.2 million charges total which spreads out over the 5-year ordering period with roughly 10% is for M231 charges. However, these quantities & ratio are expected to change over the course of the effort based on latest demand & budget fluctuation.
Question #5. Please provide clarification between the requirements specified in I-117 Order Limitations (is 1,500,000 per year the maximum order?) and the requirements of the technical volume.
ANSWER #5: I-117 states that the Max order for one year cannot exceed 1,500,000 units of either M231 or M232 Type, whether it is ordered as a one-time order of 1,500,000, or multiple orders within the ordering year totaling 1,500,000. The Max quantity provided in the range quantities listed in Section B is also 1,500,000 units. The technical volume requirements in Sections L and M mention a desired production rate of 25,000 to 50,000 charges per month; this is not to be confused with the ordering quantity.
