Autonomous Unmanned Systems Teaming and Collaboration In GPS Denied Environments (AUSTC)

3. General Requirements

4. Performance Requirements

5. Contracting Officer and Technical Representative Information

6. Quality Assurance Surveillance Plan (QASP)

7. Manpower Requirements

1.0 Scope

1.1 Background

1.1.1 Autonomous Unmanned Systems Teaming and Collaboration In GPS Denied Environments (AUSTC), will identify, invest, mature, and transition revolutionary/game-changing autonomous unmanned sensing technologies. The AUSTC program employs a think-tank and modified skunk-works approach to identify and determine best path forward for new and game-changing technologies that may be available or in development to achieve US Army RDECOM-ARDEC and Defense Threat Reduction Agencys

(DTRA) interest mission.

1.1.2 As part of the ARDEC and DTRAs Sensitive Target Site Exploitation (STSE) mission, the AUSTC effort will also address GPS Denied (GD) environments STSE missions by the U.S. Army. This complex issue is not merely wall breaching. The growing use of tunnels and underground facilities (UGF) by military and irregular forces to gain a tactical advantage is becoming more sophisticated and effective, increasing the likelihood of U.S. Forces encountering military-purposed GD structures on future battlefields. These GD environments range from existing bunker, tunnel, cave, urban infrastructure to military purposed, Deep Underground Facilities (DUFs) housing strategic level infrastructure and sensitive munitions, which fall within the scope of Weapons of Mass Destruction (WMD).

1.1.3 New technological doctrine shifts are expected from Army leadership to deal with the tunnels, sewers, caves and bunkers as the environments surrounding these structures become increasingly urban. Army ground forces will be expected to conduct various UGF related STSE missions from delay/contain through complete interrogation and their potential contents through WMD. However, gaps in existing, operational capabilities materialize when Army units are required to execute tasks in the conditions that exist in a GD environment. Some of these gaps in capability can be bridged through the employment of individual and collective tactics, techniques, and procedures developed and shared using legacy materiel and systems. Other gaps require identification and employment of new materiel and systems integrated with legacy systems.

1.2 Objectives

The Governments objective is to develop, demonstrate and assess the relevant critical technology elements of reliable and accurate autonomous unmanned systems sensing AUSTC technologies. ARDEC and other sponsored program objectives will be to conduct analysis and assessments with technology demonstration efforts to determine the technical risks and the system integration requirements of existing (previously developed) autonomous unmanned systems sensing technologies and the design and development of new autonomous unmanned systems sensing technologies to expand the capabilities of GD collaborating architecture and related components necessary for todays GD target defeat system platforms. The precision GD mapping, localization, target detection, tracking, collaboration and capabilities are a requirement for todays GPS denied autonomous unmanned systems sensing system technologies but also open a unique pathway that allows for new methods of sensing both existing and emerging threats.

ARDEC is seeking to further refine and develop this AUSTC technology to meet additional operational requirements such as real-time dismounted Soldier self-navigation in UGF and threat gaps to further enhance their capability and achieve US Army RDECOM-

ARDEC and Defense Threat Reduction Agencys STSE mission interest.

1.2.1 This Performance Work Statement (PWS) and Indefinite Delivery, Indefinite Quantity (IDIQ) Contract will provide RDECOM-ARDEC with a wide variety of operational and engineering services, hardware and software development in support of existing and new AUSTC technologies and their associated components for testing and integration. These requirements include, but are not limited to: all aspects of design, development, prototyping, testing and deployment of

AUSTC technology for situational awareness (SA), collaboration, engagement and real-time dismounted Soldier self-navigation in UGF. The contractor shall be able to perform coding, analysis, testing, produce and process data in an unclassified environment. AUSTC technologies systems shall solve the present issues such as autonomy, 3D/4D mapping, localization, identification of target, tracking, collective 3D visualization (include immersive CAVE-like environments, multi-screen command and control systems, and head-mounted displays), advanced real-time analysis framework, GD environment radio

communication networking, target engagement, collaboration, weapon system integration of Unmanned Autonomous System (UAS), Observant Sensors (include see thru wall and dust) and also 3D printed technologies for developing modules. Requirements for such items shall include (but not be limited to) design and development of UAS components, prototype, communication, autonomy, data processing, 3D/4D mapping, localization, identification of target, tracking, collective 3D visualization, weapon system integration, Observant Sensors components and 3D printed technologies for developing modules. The proposed UAS shall include Unmanned Aerial Vehicle (UAV), Unmanned Underwater Autonomous Vehicle (UUAV) and Unmanned Ground Vehicle (UGV).

UAS prototype platforms development shall support GD STSE missions, operations, testing of components, complete systems and support lightweight advanced systems for weaponized unmanned vehicles.

1.2.2 This PWS and IDIQ Contract will also provide RDECOM-ARDEC with services to meet conventional programmatic engineering and technical support requirements necessary for ARDEC and other governmental agencies. Also provide Subject Matter

Expertise (SME) and engineering support services for integration of sensors and UAS systems technologies. A services vehicle by which it can investigate/develop/prototype concepts for AUSTC technologies systems, which are needed by the US Army and DoD to expand the present STSE mission capabilities of the warfighter in all terrain and GD environments. To date, such systems are inaccurate, heavy and expensive. Some of the UAS systems (presently GD SUAV are not autonomous) are required to be autonomous.

The current GD UAS systems can also be heavy and expensive as well.

1.2.3 This PWS and IDIQ Contract will also allow RDECOM-ARDEC to flexibly partner with industry and academia on the many and various R&D tasks related to AUSTC and the all-terrain and GD STSE missions and operations such as systems concept, design, development, test and prototypes described in sections 1.1 and 1.2 of this PWS.
