*** End of Narrative A0000 ***
The purpose of this amendment 03 is to answer the following questions from industry:
Question 1: Section L.4.1.2 requires the submission of resumes and letters of commitment for all named personnel proposed to fulfill each labor category. Resumes and letters of commitment are typically required only for key personnel positions under an IDIQ contract however the solicitation does not include a key personnel provision. Please provide clarification of what positions are designated as named or key personnel and confirm that resumes and letters of commitment are only required for the named positions and not all proposed personnel.
Answer 1: As there are only seven (7) total labor categories, resumes and letters of commitment are required for all named personnel proposed to fulfill each labor category.
Question 2: Sections M.7.4.2 and M.7.4.3 reference the Government-provided amounts for Materials and ODCs to be proposed. Attachment
0003 has two tabs, (1) Travel and (2) ODCs. The values in Attachment 0003 do not match the values in Section M.7.4.2 and M.7.4.3, and there is no tab in Attachment 0003 for Materials. Please clarify what values should be used and how the values should be entered in
Attachment 0003.
Answer 2: Solicitation amendment 0002 was issued on 08 February 2018. This amendment issues a new Attachment 0003 which supersedes the previous version. The new attachment provides values for Materials and ODCs.
Question 3: Section L.3.2 sets forth formatting requirements. Please confirm that these formatting requirements are not applicable to the Government provided documents to be submitted as part of Volume IV - Solicitation, Offer and Award Documents.
Answer 3: This is correct, formatting requirements do not apply to Volume IV.
Question 4: In accordance with section L-4.1, Factor 1 Technical factor, we plan on addressing areas in PWS 4.2 through our L.4.1 write ups on the 16 task areas.
Please confirm that this is sufficient, or do we need create another section for the 4.2 performance requirements?
Answer 4: Proposals should address the information as indicated in Section L.
Question 5: L.4.1.2 Subfactor 2: Personnel Knowledge and Experience- Evidence of Personnel knowledge and experience shall be demonstrated through the offerors submission of resumes for the named personnel proposed to fulfill each labor category description.
Offerors are asked to submit Letters of Commitment for proposed personnel. The Government will evaluate the Letters of Commitment to determine the proposed personnels availability to begin performance at time of contract award. There are seven (7) labor categories listed in price template.
Is it the governments intention to receive one resume and one commitment letter per labor category?
Answer 5: Offerors should submit resumes and letters of commitment for all individuals proposed for the labor categories listed in
Attachment 0001.
2. The proposal submission date remains unchanged at 3:00pm ET on March 05, 2018.
