1. The purpose of this amendment is to provide corrections and clarifications to the original solicitation Sections A, B, C, F, I, J, L and M (PART 1), as well as answer industry questions (PART 2), and, extend proposal submission date from 7 March 2016 3 p.m. EST to 24 ______________________________

PART 1 Summary of Corrections & Clarifications:________________________________________________
2. While all changes have been underlined in Sections A, C, L and M, there are some areas of note.
3. For instance, in Section A, within the "Executive Summary parts that have been changed are underlined. Also "Ordering Procedures, Contract Labor Rates, Indirect Rates, have all been deleted because they were duplication to other areas within the solicitation.
4. In Section B has been re-generated to match the new Functional Areas Numbering.
CLIN's 0002-0011 where changed as follows:
CLIN's 0002-0006 were updated from FA1 Mortars to now "FA1 Artillery"
CLIN's 0007-0011 were updated from FA2 Artillery to now" FA2 Mortars"
5. Further, in the B Schedule, CLIN 0012 Travel and CLIN 0013 ODC were updated to remove erroneous NTE dollar amounts that were released in Amendment 0001, and replaced with narrative explaining that these CLINS will remain Not to Exceed CLINS for task order pricing purposes.
6. In Section C, all previous references to Mortars and Common Fire Control Support as Functional Area 1 have been changed to reflect
Functional Area 2. All previous references to Artillery Fire Control Support as Functional Area 2 have been changed to reflect
Functional Area 1.
7. In Section F, the asterisks and correlating note have been removed.

PART 2 Industry Questions with Government Response:____________________________________________________
1. Question: Section L.4.2.2 states: followed by each proposed major subcontractor. Please define major subcontractor?

Answer: In accordance with (IAW) Section L.4.2.2(3) Subcontracts, major subcontractors for the purposes of past performance evaluation are defined as those who will be providing critical hardware/services or whose subcontract is for more than 25% of the total proposed price.
2. Question: Can you please clarify the page limit for resumes and letters of commitment? Section L, para L.4.2.2 (page 68) states
Resumes and Letters of Commitment will not count against the Technical Factor page limit, but shall not exceed ten (10) pages per Labor
Category per Named Personnel. Does that mean that the offeror may submit up to 10 pages of resumes and letters of commitment per labor category? Essentially having a maximum of 240 pages for Resumes? (Not that we planned on providing this many resumes). Additionally, does the 10 page count limit mean 10 pages for resumes and another 10 for Letters of Commitments, or is it 10 pages total for resumes and LOC combined for each Labor Category?
Answer: This means that the offeror is allowed to submit up to 10 pages of resume and correlating letter of commitment per key labor ____ category per named personnel. You can have more than one personnel per key labor category if you so choose necessary. ___________________ ___
With Amendment 0003, the Government no longer expects resumes and letters of committment from each labor category in Attachment 0001.
Instead, Amendment 0003 updated Attachment 0001, which identifies specific labor categories as "key" as denoted with an asterick. ___
The 10 page count maximum is applied to each individual "key" personnel resume and correlating letter of commitment combined per ___ personnel per labor category. In other words, each individual "key" resume and correlating letter of commitment provided should not ___ exceed 10 pages.
3. Question: Do the hours in each attachment 0002 reflect 50% of the ceiling, or the entire ceiling?
Answer: IAW Section A.5 Labor Rates, and the Note provided on Attachment 0002, the hours in this table are provided for evaluation purposes only and are not to be construed as representing the Governments actual requirements. Please note that this amendment includes an updated Attachment 0002 as there is now a separate Attachment 2 for Artillery Fire Control Support and a separate Attachment 2 for
Mortars and Common Fire Control Support.
4. Question: For prime contractors with one or more subcontractors, is it acceptable to provide labor rates for each labor categories from each contractor, or do we provide blended rates? (Meaning one rate per Labor Category representing the entire team)
Answer: Blended rates shall be provided, meaning one rate per Labor Category representing the entire team.
5. Question: Page 68 paragraph L4 Should that be FCS&T, not TMCA?
Answer: Page 68 paragraph L4 has been updated to properly reference Fire Control Systems & Technology (FCS&T) Core Competency Support.
6. Question: For the technical volume page limit of 60 pages does this exclude page counts for the Table of contents, Header Page, and
Acronym pages?
Answer: Yes, that excludes page counts for the Table of contents, Header Page, and Acronym pages.
7. Questions: Section L.4.1.1: Subfactor 1, is Artillery Knowledge and Experience. L.4.1.1.1 references PWS Sections paragraphs 3 through 3.7 and 3.9. However, PWS Section 3.9 is Mortars and Common Fire Control Support.
Question: Did the Government intend to reference PWS Section 3.10 in this section, Functional Area 2, Artillery Fire Control Support?
Answer: Artillery Fire Control Support is now called Functional Area 1 but still tied to paragraph PWS Section 3.10. See Section C
Amendment 0003. So therefore the correct reference is PWS Section 3.10 in the section, Functional Area 1, Artillery Fire Control
Support. Section L.4.1.1 has been updated to properly reference PWS Section 3.10. It now states:
The Offeror shall provide a detailed technical approach for the Artillery Knowledge and Experience to meet the requirements of the FCS&T
Core Competency solicitation and PWS, specifically PWS paragraphs 3 through 3.7 and 3.10.
Since Section L has been revised in this amendment, this is now paragraph L.28.1.1.a.
8. Question: Section L.4.1.2: Subfactor 2, is Mortar Knowledge and Experience. L.4.1.2.1 references PWS Section paragraphs 3 through _
3.8. PWS Section 3.9, Mortar and Common Fire Control Support is not referenced.
Question: Did the Government intend to reference PWS Section 3.9 in section L.4.1.2.1?
Answer: Mortars and Common Fire Control Support is now called Functional Area 2 but still tied to paragraph PWS Section 3.9. Therefore, the correct reference is PWS section 3.9, Functional Area 2. Section L.4.1.2.1 is hereby corrected to state:
The Offeror shall provide a detailed technical approach for the Mortar Knowledge and Experience to meet the requirements of the FCS&T
Core Competency solicitation and PWS, specifically PWS paragraphs 3 through 3.8 and 3.9.

9. Question: Section M.2.1 and M.2.2, Subfactors 1 and 2 respectively require addressing at a minimum the following: process improvement, software engineering, software development, software testing, requirements analysis, project planning, architecture development, detailed design, code and unit tests, software integration, hardware integration, regression testing, validation and verification, requirements traceability, risk management, project tracking, and training.)
Question: These requirements, as listed in the RFP, are highly similar to, but not identical to many of the requirements PWS Sections
3.9 and 3.10. Can the Government clarify that these requirements are intended to be identical to those listed in the PWS? If they are not intended to be identical, can the Government verify that offerors should address these items within the context of PWS Section 3.9 and 3.10?
Answer: These requirements are intended to be identical to those listed in the PWS. It is important to note what is stated in Section
L of the solicitation:
L.2.1.2 The proposal must not merely repeat the solicitation requirements, but rather must provide convincing documentary evidence in support of conclusive statements of how contract requirements will be met.
Please note since Section M has been revised, this is now paragraphs M.3.2.1.1 and M.3.2.2.1.
10. Question: Section M.2.3, Subfactor 3: Process/Maturity, Capability Maturity Model Integration (CMMI) Practices. Evaluation factor
M.2.3.1 states, The Government will evaluate each Offerors proposal to determine whether the offeror, and/or any proposed subcontractor and/or affiliate under common control fully demonstrates its understanding regarding the description and demonstrated implementation of the Capability Maturity Model Integration (CMMI) Level 1-5 or equivalent, to meet the requirements of the solicitation. M.2.3.2 Each
Offeror will be evaluated on its description, demonstrated degree of understanding and its management of the organization's process maturity and implementation of Capability Maturity Model Integration Level 1-5 or equivalent on past or current projects, to meet the requirements of the solicitation.
Question: Given that CMMI is not referenced directly in the PWS and is a critical process used in the successful execution of tasks described in Subfactors 1 and 2, will the Government consider removing CMMI as a separate subfactor and integrating it into the response for Subfactors 1 and 2 instead?
Answer: Although the CMMI requirements may not be explicit, it is included in the PWS as an applicable document and further as listed below. Therefore, the Government does not consider removing CMMI as a separate subfactor.
Paragraph 3.9.6: "Software Process and Performance Analysis Support: The Contractor shall provide support for software process assurance to the mortars/common fire control projects to assure that the process requirements are being implemented using the principles of Capability Maturity Model Integration (CMMI), as per CMMI-SE/SW/SS V 1.3. The Contractor shall provide support for tracking and analyzing the projects performance."
Paragraph 3.10.2: "System Software Development Support: The Contractor shall provide support in developing software requirements and implementing software changes based on those requirements. The Contractor shall execute software development support in accordance with the ASEC Software Development Environment and Processes........"
11. Question: Section L.2.2: All questions concerning this procurement, either technical or contractual must be submitted in writing to the Contracting Officer.
Question: Currently, there is no submission deadline date for questions. Has the Government determined a cut-off date for questions to be submitted?
Answer: The Government requests that all industry questions on this solicitation be submitted no later than 1 week prior to proposal due date, which is 12:00 pm ESTon 24 March 2016.
Contractors are required to sign this amendment (SF30) and return two (2) copies to the issuing office with proposal submission.
12. Question: Since paragraph Section L.4 of the Solicitation states that the Technical Volume of the proposal shall include an index that contains narrative titles that are cross-referenced to both the applicable Performance Work Statement paragraph and page number and that the narrative discussions shall also be related to the applicable PWS paragraphs by placing the appropriate PWS number at the beginning of the discussion text, we are requesting clarification of the actual PWS paragraphs that need to be identified in the proposal in order to be in compliance with the solicitation requirements. This clarification involves the following references to the
PWS in the Instructions to Offerors that appear to be incorrect:
a. Solicitation paragraph L.4.1.1.1 states that the Offeror shall provide a detailed technical approach for the Artillery Knowledge and Experience to meet the requirements of the FCS&T Core Competency solicitation and PWS, specifically PWS paragraphs 3 through 3.7 and
3.9. However, Functional Area 2 - Artillery Fire Control Support is PWS 3.10.

However, Functional Area 1 - Mortars and Common Fire Control Support is PWS 3.9.
Answer: Please see answer 7 and 8.
13. Question: Will the Government please clarify the number of paper and electronic copies for Volumes I, II, and III. Page 67 para
L.2.3.1(b) states: Original and three (3) paper copies and two (2) electronic CD copies of the proposal volumes, as reflected in D.3.
Answer: Original and three (3) paper copies and two (2) electronic CD copies for each proposal volume.
14. Question: Volume III FACTOR III - PRICE:
L.4.3.1 The Offeror shall complete Attachment 0002 which shall contain the offerors FFP fully loaded labor rates (inclusive of direct labor, indirect expenses and profit) for each labor category and ordering period. The Offeror shall propose one fully loaded labor rate for each labor categories for all five (5) ordering periods in Attachment 0002. Offerors may not deviate from the labor categories and hours listed by labor category and ordering period in Attachment 0002. The proposed fully loaded labor rates will be incorporated into any contract that may be awarded as a result of this solicitation. Offerors will have the opportunity to propose lower fully loaded FFP labor rates for orders but may not exceed what is incorporated into in the basic contract.
Attachment 0002 is broken out into to the following files: Attachement_0002_Price_Factor_Evaluation_Tables_for_FA_2
Attachment_0002-_Price_Factor_Evaluation_Tables_for_FA_1
FA 1 and FA 2 (assuming means Functional Area 1 and 2) are not mentioned anywhere in the RFP Section L is this correct? Should separate pricing be submitted one for Mortars and one for Artillery? Or should the Pricing be submitted for both under one attachment?
Answer: Sections L and M have been revised and Functional Area 1 and Functional Area 2 are mentioned in both Sections. Attachment 0002 under this amendment has been revised and there is an Attachment 0002 for each Functional Area. In other words, separate pricing should be submitted for Mortars and one for Artillery.
15. Question: Is certified cost or pricing data required, or is the required cost/pricing data for this procurement in accordance with that described in paragraphs L.4.3.1 and L.4.3.2?
Answer: No certified cost or pricing data is required at this time.
16. Question: Currently, the Mortars Functional Area 2 addressed within the Artillery Subfactor 1: Solicitation section L.4.1.1.1 on page 69 states: The Offeror shall provide a detailed technical approach for the Artillery Knowledge and Experience to meet the requirements of the FCS&T Core Competency solicitation and PWS, specifically PWS paragraphs 3 through 3.7 and 3.9. The PWS defines
Section 3.10 as Functional Area 2: Artillery Fire Control Support on page 21.
Answer: Please see answer 7 and 8.
17. Question: Section L appears to have omitted the Mortars PWS requirement. The instructions to offererors does not provide a linkage between the Functional Area 1 and the Subfactor 2 requirement. Could you please correct and update the appropriate sections?
Currently, the Mortars Subfactor 2 has no linkage in section L.4.1.2.1 to the Mortars Functional Area. Solicitation section L.4.1.2.1 on page 69 states: The Offeror shall provide a detailed technical approach for the Mortar Knowledge and Experience to meet the requirements of the FCS&T Core Competency solicitation and PWS, specifically PWS paragraphs 3 through 3.8. The PWS defines Section 3.9 as Functional Area 1: Mortars and Common Fire Control Support on page 20.
Answer: Please see answer 7 and 8.
18. Question: Describing page limitations for submitted volumes, the RFP reads:\~
Volume I:\'85Resumes and Letters of Commitment will not count against the Technical Factor page limit, but shall not exceed ten (10) pages per Labor Category per Named Personnel.
Per the Attachment_0001_Labor_Categories Document, there are 24 defined labor categories. We understand L.3.1 to stipulate that a given labor category is afforded up to 10 pages for resumes for all named personnel within that category. This would result in a potential maximum limit of 240 pages for all resumes across all labor categories in volume I. Is this understanding correct?
Answer: Please see answer #2.
19. Question: L.4.1.1.2: The Offeror shall provide resumes for the proposed key personnel including relevant knowledge, skills, experience and training/certifications to meet their assigned labor category descriptions per Attachment 0001.

Answer: Resumes and Letters of Committment are required for only key personnel. Section L under this amendment paragraphs L.28.1.1.b and L.28.2.2.b have been updated.
20. Question: L.4.1.1.2: The Offeror shall provide resumes for the proposed key personnel including relevant knowledge, skills, experience and training/certifications to meet their assigned labor category descriptions per Attachment 0001. The Offeror shall also provide a Letter of Commitment for the proposed personnels availability to being performance at time of contract award.

Executive Summary to the Request for Proposal (RFP) for
Fire Control Systems & Technology (FCS&T) Core Competency Support
1. Background:
The primary objective of this effort is to provide the Mortar & Common Fire Control Systems Division and the Artillery Fire Control
Systems Division, within the Fire Control Systems & Technology (FCS&T) Directorate a means to satisfy its customers, i.e., Program
Executive Offices (PEOs), Program Managers (PMs), and other internal and external customers, with software engineering and acquisition support throughout the life cycle of their systems. The life cycle efforts include supporting the system throughout the development process and then maintaining it following transition to sustainment. The contractor shall provide all necessary personnel, supervision, and management to fully support these efforts with the Performance Work Statement. The period of performance will be five (5) one- year _____________________________________________________ ordering periods and Period of Performance for the individual orders will be indicated in the order itself. It is not required for___________________________________________________________________________________________________________________________________
Offerors to have experience in both Functional Areas in order to receive an award. Evaluation for award will consist of two separate and_________________________________________________________________________________________________________________________________________ distinct evaluations and tradeoffs for Mortars and Artillery work, as such offerors can select the work they want to compete for, either_________________________________________________________________________________________________________________________________________

The Mortars and Common Fire Control Team supports a wide spectrum of items including, but not limited to, such programs as Mortar Fire

Digitization, M1156 Enhanced Portable Inductive Artillery Fuze Setter (EPIAFS) software development and other current and future programs related to mortars and common fire control systems. Contractor support activities include: requirements analysis and development; software engineering including design, code development, unit and integration testing, product review and verification;
system/software verification testing, configuration management, product and process improvement; training and field support. These activities are required for successful research and development efforts and to address engineering change proposals, product improvements, corrections for deficiencies and shortcomings, field support; information assurance, Army Software Blocking requirements, Command, Control and Communication (C3) block update requirements, Ballistic Kernel improvements, and situational awareness requirements such as the Army's Force XXI Battle Command Brigade and Below FBCB2.
The Artillery Fire Control Software Teams support the Paladin Fire Control Software Integrated Product Development Team (IPDT) in the execution of Government responsibilities for a wide range of systems that include, but are not limited to, Paladin Digital Fire Control
System(s) (PDFCS), Paladin Diagnostic Interface (PDI), and Paladin Integration Management Fire Control System (PIM FCS) software support programs. Contractor support is needed for Information Technology support, i.e., System Software Engineering and Integration, Software
Engineering, System Verification Testing, Software Verification Testing, Engineering Verification, and Software Configuration Management for system software engineering change proposals, product improvements, corrections for deficiencies and shortcomings, and field support of Artillery systems.
2. Contracting Strategy, Value and Period of Performance
This is a 100% small business set-aside competitive acquisition for the award of multiple firm fixed price (FFP) Indefinite Delivery
Indefinite Quantity (IDIQ) contracts. Award of a basic IDIQ contract will be made to offerors submitting the proposals that are most advantageous and representing the best value to the Government. The Government intends to award a target of six (6) awards in each functional area as a result of this Request for Proposal (RFP). The Government will reserve the right to award more or less depending on the results of the source selection evaluation. Individual orders will be competed amongst base IDIQ contract holders. The period of ______________ performance of each contract will be five (5) one year ordering periods and the period of performance for the individual orders will be________________________________________________________________________________________________________________________________________ indicated on the order itself. 3. Period of Performance:

4. Security

CORE COMPETENCY SUPPORT
1.0 BACKGROUND. The Fire Control Systems & Technology (FCS&T) Directorate provides Program Executive Offices
(PEOs), Program Managers (PMs) and other Picatinny Arsenal internal and external customers with software engineering and acquisition support throughout the life cycle of their systems. More specifically the acquisitions and life cycle support that
FCS&T Directorate provides includes Weapon systems software acquisition support throughout the program phases of program management and planning, requirements, architecture, top-level design, detail design, implementation, unit testing, integration testing, system verification testing, material release and fielding, and lifecycle support until system retirement.
1.1 SCOPE: The FCS&T Directorate requires contractor support to assist in providing high quality services for software engineering, technologies and equipment requirements. The servicing contractor(s) shall provide all necessary personnel, supervision, and management to fully support these efforts within the PWS. Specific PWS requirements will be included in the individual task order issued as appropriate and will be written in a performance-based PWS format. The FCS&T
