About this file
This document is a Performance Requirements Document (PRD) for the U.S. Army's Manpack Radio Set, detailing comprehensive technical specifications for a multi-mode, two-channel radio system designed for mounted, dismounted, and tactical operations. The PRD covers extensive requirements for radio characteristics, including waveform performance across multiple frequency bands (SINCGARS, UHF SATCOM, MUOS, HQII, and others), environmental durability standards, security certifications, and operational capabilities such as voice and data communication, GPS integration, and networked interoperability.
Key technical specifications include support for simultaneous two-channel operations, National Security Agency (NSA) Type 1 encryption, operating temperatures from -40°C to +55°C, multiple security levels (CUI, SAB), and transmission ranges from 3-40 km depending on configuration. The radio must meet rigorous military standards for electromagnetic compatibility, shock, vibration, and environmental testing. The document is part of a broader procurement strategy for a follow-on Manpack Radio contract, with the Army seeking manufacturing capabilities of up to 500 units monthly and interested in technologically mature solutions that can be certified for high-assurance communications at the SECRET level.

1 Scope / Introduction 124
This Performance Requirements Document (PRD) defines the technical requirements for the Manpack 125 Radio (MP) Set contract under the authority of the Handheld, Manpack and Small- Form Fit (HMS) 126 Project Manager Tactical Radio (PM TR). The HMS Office derives its authority from the Program 127 Executive Office Command Control & Communications, Network (PEO C3N). The requirements within 128 the PRD are based on the Capability Production Document (CPD) for Mounted and Dismounted 129 Operations Manpack. All requirements in this document apply to all Manpack Radio configurations 130 unless otherwise specified for a particular configuration(s). 131
1.1 HMS Manpack Radio Set Description 132
The MP Radio Set PRD defines a set of requirements for a Manpack Radio Set and Accessories that 133 provide flexibility and adaptability to support the varied Warfighter mission requirements, whether in 134 Dismounted, Mounted, Tactical Operations Center (TOC) configurations, or in Aviation operations. 135 The MP Radio Set provides Warfighters with the ability to achieve the following operational outcomes: 137 increase mission accomplishment, survivability, and cross domain interoperability; mitigate risk factors of 138 potential fratricide incidents; and improve speed of execution and connectivity in difficult environments. 139 The Manpack Radio Set is classified National Security Agency (NSA) Type 1 and capable of operating a 140 multitude of waveforms within the 2-2000 MHz range. 141 The PRD defines a Universal Variant of the 2-Channel MP Radio Set designed for Mounted, TOC, 143 Dismounted, and Aviation operations and Accessories. This variant provides maximum flexibility for the 144 warfighter in terms of performance and adaptability, and is designed to support networking, Legacy, and 145 satellite waveforms. The Universal Variant is a required threshold for all vendors participating on the MP 146 Radio contract. Appendix A defines the planned requirements for a light weight “Lite” Variant of the 2-147 Channel MP Radio Set designed primarily for Dismounted operations, see section H of the contract for 148 more details. 149 The Manpack Radio Set components are categorized as follows: 151
A Manpack Radio consists of, at a minimum, the following components: one (1) two channel MP 152 Radio Receiver/Transmitter (R/T) Unit, two (2) MP Radio Power Amplifiers (either integrated or 153 detachable), and one (1) MP Radio Local Human Machine Interface (HMI) (either integrated or 154 detachable). 155
Ancillaries to the MP Radio consist of the follow components: antennas, external 156 speaker/microphones, batteries/power sources, battery boxes, vehicle mounts, TOC kits, remote 157 HMIs, external amplifiers, adapters, and cables. 158
Accessories to the Manpack Radio Set consist of items not integral to the operation of the Manpack Radio 159 Set, and include battery chargers, backpacks, and installation kits. 160
The system’s mission criticality and impact of system compromise requires the capability must survive 161 and operate in a high risk cyber-contested environment against the span of anticipated adversaries ranging 162 from amateurs to very sophisticated, persistent, and well-resourced adversaries at a nation state level. 163 Adversaries are capable of advanced cyber trade craft using publicly available and customized tools to 164 exploit known and unknown vulnerabilities, as well as the ability to develop and stealthily implant 165 malware/vulnerabilities to conduct wide-ranging intelligence collection operations for 166 identifying/targeting espionage/attack on both unencrypted and isolated networks, and in some cases 167 create limited effects against defense critical infrastructure networks. Recognizing the adversaries’ 168 current/projected cyber threat capabilities, the system must prevent or mitigate the effects of cyber events 169 to maintain minimum functionality to complete the mission or return to base for recovery of sufficient 170 capability to fight another day. Mitigations must ensure Confidentiality, Integrity, & Availability for 171 trusted availability of internal and external information flows; must implement a defense in depth 172 architecture, with no single points of failure; must leverage available DoD-developed cyber protection 173 technologies (including consideration of protections inherited from the intended operational 174 environment); and as required build specific custom protections, countermeasures and technologies to 175 actively manage the system’s configuration to achieve and maintain an operationally relevant Cyber 176 Survivability Risk Posture (CSRP). 177
1.2 Terms and Definitions 178
In this specification, the term “shall” is used to mean a requirement. The terms “may” and “can” are not 179 to be considered as requirements. 180 The Configuration System is defined as a combination of the actual performance, functional and physical 182 attributes of the system. The performance, functional, and physical attributes of the system are defined by 183 requirements in this document. 184 Threshold requirements, identified by “(t)”, shall be met or exceeded for the Manpack Radio Set 186 Universal Variant and Accessories as specified in Paragraphs 3 through 10 to remain technically 187 acceptable during the contract ordering period. 188 Objective requirements, identified by “(o)”, are desired requirements which provide enhanced capability. 190 To ensure Objective requirements provide the desired enhanced capability, some Objective requirements 191 are further defined by Threshold requirements which are applicable only to that Objective requirement 192 and are identified by “(to)”. If the Contractor proposes to meet an Objective requirement, the Contractor 193 shall meet or exceed the “(to)” threshold requirements applicable to that Objective requirement. For 194 example: If the Contractor proposes to provide a Standalone MP Radio R/T Unit (4.2.1), the Standalone 195 MP Radio R/T Unit shall (a) (to) be identical to the MP Radio R/T unit included in the contractor’s 196 Manpack Radio and (b) (to) meet the requirements of Paragraph 3, when functioning as part of a MP 197 Radio and combined with the other Ancillaries of the MP Radio Set. 198 Certain requirements, identified by “(td)”, have been identified by the Government as delayed thresholds 200 for the MP Radio Set. The Government anticipates raising these requirements to the threshold level after 201 contract award, see Appendix D of the PRD for more details. 202 Certain requirements shall be required to operate under “conditions” to remain technically acceptable 204 during the contract ordering period. Conditions describe performance standards against which a 205 requirement must be met. An example of a requirement that has associated conditions is Paragraph 206
3.1.2.1 where the required battery life is measured in accordance with (IAW) the transmit and receive 207 conditions listed in sub-paragraphs a) through c). 208 The terms “Standalone Vehicle Mount” and “Single Vehicle Mount” are synonymous. 210
