About this file

This document is a Request for Information (RFI) from the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground for the follow-on procurement of the Manpack Radio, the Army's premier software-defined, multi-mode radio with NSA Type 1 encryption capability. The Army is conducting market research to identify potential sources with capabilities for high-rate production and cost-effective sustainment of mounted and dismounted variants of the Manpack Radio. The RFI seeks information on existing products or technologies that can meet performance requirements outlined in the attached Draft Manpack Radio Performance Requirements Document. Responses should include details on corporate capabilities, production capacity, cost estimates, program schedules, and risk mitigation approaches. The RFI requests respondents provide point of contact information, business size status, and any intent to participate as a prime or subcontractor. Responses are due by July 29, 2024, and the Government may engage in one-on-one discussions and capability demonstrations with respondents to aid in market research. The procurement is anticipated to have a September 2, 2026 award date.

In response Column “Included in MP Baseline Radio Y/N”, the responder shall indicate whether or not the technical requirement certified in Column “Compliant Y/N”, is included in the offered baseline radio by indicating a "Y" or "N". Column "Separately Orderable Capability Y/N" identifies additional capabilities that are separately orderable from the baseline radio. For Column "Separately Orderable Capability Y/N", the responder shall certify to the PRD capabilities that shall be provided when the separate PRD paragraphs referencing the capbilities are ordered. In response Column “Other Waveforms Certifications”, the company shall indicate the title of the Waveform(s) the Manpack Radio is capable of. For Columns 1-3, the Offeror shall not provide a response other than "Y" or "N". For all columns, the Offeror shall not leave any PRD threshold requirement blank. All "Y" certified thresholds and objectives are expected to be met or exceeded to be compliant. In the event the Offeror cannot meet a particular threshold, please elaborate, including a timeline to meet threshold, in the "Comments Column".

4073.2.4.5WREN TSM Receive Sensitivity
4083.2.4.5.1The MP Radio Set, when operating WREN TSM using 1.2 MHz of bandwidth, shall have a receive sensitivity of at least -100 dBm with 1% packet loss assuming 520 bytes per packet at a rate of 5 packets per second.(t)
4093.2.4.5.2The MP Radio Set, when operating WREN TSM using 3.6 MHz of bandwidth, shall have a receive sensitivity of at least -97 dBm with 1% packet loss assuming 520 bytes per packet at a rate of 5 packets per second.(t)
4103.2.4.6WREN TSM PLI Completion
4113.2.4.6.1The MP Radio Set, when operating WREN TSM, shall provide a PLI message completion rate of at least 90% in a 120 node network of TSM radios in 5 minutes of monitoring.(t)
4123.2.4.6.2An external message gateway using a single MP radio using a valid route and retransmission WREN to WREN configuration, with each channel operating in a different 60 node WREN TSM network, shall not further degrade the traffic received. The offered load received from the first 60 node network on channel 1 of the MP radio, shall be route and retransmitted to the second 60 node network on channel 2 of the MP radio, the resulting offered load being route and retransmitted (from channel 1 to channel 2), shall result in at least an 80% message completion rate in 5 minutes of monitoring. The performance from channel 2 to channel 1 shall be symmetrical. The network capacity on channel 1 and channel 2 shall be symmetrical.(t)
4133.2.4.7WREN TSM Transmission Range
4143.2.4.7.1The MP Radio Set, when operating WREN TSM in a Mounted / TOC configuration, shall provide transmission ranges of at least 10 km, point-to-point, RF Line-of-Sight as defined in Appendix C provided a 4 meter antenna placement above flat open terrain.(t)
4153.2.4.7.2The MP Radio Set, when operating WREN TSM in a Mounted / TOC configuration, shall provide transmission ranges of at least 40 km, point-to-point, RF Line-of-Sight as defined in Appendix C provided any obstruction, including terrain, no greater than 40% across the radius at any point along the ellipsoid as shown in Appendix C, with a 4 meter antenna height.(o)
4163.2.4.7.3The MP Radio Set, when operating WREN TSM in a Dismounted configuration, shall provide transmission ranges of at least 3 km, point-to-point, RF Line-of-Sight as defined in Appendix C provided a 2 meter antenna placement above flat open terrain.(t)
4173.2.4.7.4The MP Radio Set, when operating WREN TSM in a Dismounted configuration, shall provide point to point transmission ranges of at least 10 km, RF Line-of-Sight as defined in Appendix C provided a 2 meter antenna placement above flat open terrain.(o)
