About this file

This document is a Request for Information (RFI) for the Army's Manpack Radio Production, Engineering, and Sustainment follow-on procurement. The Army is seeking market research to identify potential sources for a new Manpack Radio contract, with current incumbents being L3Harris and Rockwell-Collins. The solicitation targets a replacement radio system capable of high-rate production, with a desired manufacturing capacity of up to 500 units monthly and the ability to surge to 1,000 units. The radio must provide multi-mode, multi-channel communications with NSA Type 1 Encryption and be certified for SECRET-level communications.

The RFI requests white paper responses addressing specific areas of interest, including incentive arrangements to reduce weight/heat, improve battery life, and meet performance requirements, as well as sustainment strategies. Responses are due in a phased approach between 04 April and 17 April 2025, with a potential contract award anticipated on 02 September 2026 for approximately 5,000 units. The procurement may be set aside for small businesses, with all small business categories being considered under NAICS code 334220. Respondents must provide detailed information about their technical capabilities, production capacity, cost estimates, and experience with NSA certification and data escrow accounts.
