About this file

This document is an Attachment to a Request for Information (RFI) detailing Special Depot Maintenance and Repair Transition Requirements for the Manpack Radio. The attachment outlines a comprehensive three-phase Public-Private Partnership (P3) agreement with Tobyhanna Army Depot (TYAD) to establish maintenance and repair capabilities for Line Replaceable Units (LRUs). The phased approach covers increasingly complex repair capabilities, including component removal/replacement, software reloading, functional testing, circuit card assembly repair, and component-level diagnostics, with each phase to be completed within 390 days of order award.

Key requirements include delivering two "golden" core depot LRUs for each variant, providing necessary test equipment, technical documentation, and software licenses, and establishing a maintenance and repair support system that enables the government to fully sustain LRUs throughout their lifecycle. The contractor must create detailed depot-level maintenance and repair manuals, validate all procedures at TYAD, provide training for up to 8 depot personnel, and ensure the government has access to all technical data, software, firmware, and configuration files needed to maintain the radio systems. The effort supports the Army's goal of transitioning to full organic depot sustainment within three years of first full-rate production delivery.
