The RFP directs the offeror to use FAR Part 15.408, Table 15-2 Format to provide a complete cost proposal for Task Order 0001. Since certified cost and pricing data for this proposal is not required unless there is only one bidder per the instructions for submitting Volume IV – Cost/Price, please confirm that this format is not required.

37(b) is required.
In any case, Section L, ¶ 38, sub¶ 7, indicates that certified cost and pricing data will be required whenever “insufficient information” is available for evaluation.
23 Section L, Page 77, ¶37(d);
Section M, Page 94, ¶13(d)
The evaluation criteria states that “a complete breakdown of costs is provided by major subcontractors.” Major subcontractors are defined as members of the team who are expected to perform 10 percent or more of the proposed effort. However, Section L requires “if a subcontractor relationship exists, subcontract costs must also be delineated in accordance with the requirements.” Please clarify.
The same cost proposal requirements are applicable to
“major” subcontractors (those responsible for at least
10% of the total proposed costs) as they would be to the prime.
Delineate may be defined as described or portrayed perfectly. Thus, while a formal cost proposal is not required from those subcontractors below the 10% threshold, there remains a requirement that the costs associated with these subcontractors be both identified and segregated. These subcontractor costs would also require, per Section L, Page 78, ¶38 (6), an explanation of the cost and price evaluation conducted by the prime or higher tiered contractors, the relationship of this analysis with the prime’s or higher tiered subcontractor’s purchasing system, and the identification of the cognizant DCMA and/or DCAA offices of the parties both submitting and evaluating these subcontract costs.
24 Section L, Page 77, ¶37(d);
Section M, Page 94, ¶13(d)
The evaluation criteria states that “a complete breakdown of costs is provided by major subcontractors.” Major subcontractors are defined as members of the team who are expected to perform 10 percent or more of the proposed effort. However, Section L states “subcontract costs shall be detailed in accordance with the requirements imposed on the offeror.”
This implies that all subcontractors should provide cost information.
Please clarify.
