This is a First Draft Bid Package for the Virginia Sheriffs' Association (VSA) First Responder Supplies and Equipment Procurement Program (Bid 26-02-0523), detailing 191 line items across multiple product categories for the 2025-2026 contract period. The procurement encompasses a broad range of first responder equipment including adapters, brackets, hoses, ammunition, ballistic shields, cameras, communications equipment, firearms, medical supplies, personal protective equipment, rescue tools, tactical robots, software solutions, thermal imagers, training systems, uniforms, and related accessories. Vendors representing manufacturers such as Safariland, 5.11 Tactical, Sig Sauer, North American Rescue, and numerous other specialized first responder equipment providers are included. The bid period opens May 1, 2025, and closes at 12 noon EST on May 23, 2025, with a pre-bid conference scheduled for March 18, 2025, via Zoom. Contract awards are scheduled for June 20, 2025, with an effective contract term from June 20, 2025, through June 19, 2026. The procurement is designed as a cooperative purchasing contract available to public bodies throughout the United States, not limited to Virginia jurisdictions.

All bids must offer a minimum 6% discount off manufacturer's suggested retail price (MSRP), with freight included in the base price unless otherwise specified on the vendor's option sheet. Vendors are required to include a 0.75% commission fee and must submit comprehensive documentation including manufacturer certifications, insurance certificates, and five government references, with at least one from a Virginia public body. Vendors must demonstrate financial competency through bank references and company summaries, maintain comprehensive insurance coverage, provide a drug-free workplace certification, and be prepared for potential on-site inspections by the VSA. No specific set-aside designations are indicated, and the procurement is open to all qualified vendors. The VSA reserves the right to award the contract in whole or in part, and specific award values are not stated in this bid package, though the scope of 472 total line items across multiple product categories suggests a potentially significant contract value.
