This document is a Third (Final) Draft Bid Package from the Virginia Sheriffs' Association (VSA) for First Responder Supplies and Equipment for the 2025-2026 procurement cycle. The bid opportunity encompasses a comprehensive catalog of equipment and supplies across 474 line items, including categories such as adapters, audio visual equipment, ballistic shields, cameras, communications technology, drones, firearms, lighting, medical equipment, personal protective gear, software, telecommunications, training systems, and uniforms. The bid period will open on May 1, 2025, and close at 12 noon EST on May 23, 2025, with contract awards scheduled for June 20, 2025.

The procurement approach utilizes a catalog discount model, where each vendor offers a standard discount on their entire product line or specific product categories. Most line items specify "Catalog Discount" with the notation that "All available models are part of the Catalog Discount for this line item" and represent a "Catalog discount on manufacturer's standard base item for all product offerings." Some specific items include detailed model numbers and have additional notes about potential upgrades or downgrades. The bid package appears designed to provide Virginia's first responder agencies with a wide-ranging, flexible procurement option that allows agencies to access diverse equipment and technologies from multiple manufacturers through a single contract vehicle.
